RECOMMENDATION
As the Board of Supervisors and the Housing Authority Board of Commissioners ACCEPT
Milestones Status Report for the Contra Costa County Housing Trust Fund dated December 1,
2004.
FISCAL IMPACT
None. The establishment of a Housing Trust Fund will not involve the appropriation of County
general fund revenues.
BACKGROUND
On November 4, 2003 the Board of Supervisors approved a contract with Contra Costa
FaithWorks to undertake a process to establish a Housing Trust Fund in Contra Costa County.
The contract provided for FaithWorks to fulfill performance obligations, and to reach certain
milestones by prescribed dates. The FaithWorks Housing Trust Fund Initiative is underway with
performance specifications denoted in the attached December 1, 2004 report.

Trust Fund Milestones Performance Standards and Goals

RE: Milestones Status Report for the Contra Costa County Housing Trust Fund
The following report describes Milestones that have been achieved since the Board of
Supervisors Order dated November 4, 2003 authorized the contract with CCFaithWorks
to fund the establishment of a Contra Costa Housing Trust Fund(HTF). The contract
provides that the conditions stated in the Faith Works allocation as Performance
Standards and Goals are to be treated as milestones and that staff from the Community
Development Department and/or the Housing Authority will notify the Board of
Supervisors when milestones are achieved. The status of Performance Standards and
Goals A. through F. is described below.
Performance Standards and Goals
A. November 2003: Establish Steerinz Committee
In April of 2003 Contra Costa Faith Works brought together stakeholders concerned
about the shortage of affordable housing in Contra Costa County. Discussions with
leaders from business, non-profit organizations, labor, faith, environment and
government led to participants committing to support a Housing Trust Fund(HTF) as a
new, countywide source of funding. An Interim Steering Committee was formed and
monthly meetings were held. Approximately 110 different participants representing
about 75 organizations attended at least one of the 10 Steering and Executive Committee
meetings held during the past 12 months. Sub-committees held regular meetings
focusing on six critical elements including Administration, Program, Revenue Sources,
Outreach, Fundraising and Technical issues. The recommendations of the sub-
committees were presented to the Interim Steering Committee for approval. That process
shaped the initial policies and direction of the group. Mary Brooks, a nationally
recognized expert with the Housing Trust Fund Project Center for Community Change,
provided technical assistance for the Interim Steering Committee and will continue to do
so throughout the formation of the HTF.

In Spring of 2004 the permanent Steering Committee with members and alternates,
including an Executive Committee,was formed. Every member serves on a sub-
committee that focuses on important actions and policies. The 5 sub-committees include
Communication/Media/Outreach, Administration, Program, Fundraising and Technical
Issues. Those individuals that have been attending the HTF meetings this past year but
are not on the Steering Committee continue to be invited to attend and participate in the
Steering Committee meetings.
B. January 2004: Hire Program Staff
Maria Alegria, Executive Director of Faith Works provides administrative and project
oversight to the HTF Initiative (20%FTE). Shannon Dodge served as Campaign
Director until July of 2004 at which time Marti Buxton became Director of the Contra
Costa Housing Trust Fund Initiative (77%FTE). A Community Organizer will be hired
early in 2005.
C. February 2004: Hire consultant to conduct a, easibiliu analysis to determine the
most appropriate continuing funding source, or the fund and to evaluate the most
appropriate continuinz fundinz source for the fund and to evaluate the economic benefits
of the trust fund program activities.
David Rosen and Associates (DRA)were hired in April of 2004 to develop initial criteria
and a list of potential revenue sources for the HTF in conjunction with the Faith Works
staff. An initial written report was provided in June 2004 and presented to the Steering
Committee in July. The report listed the 6 potential sources of revenues and the 6 criteria
described in the scope. The commercial linkage fee was analyzed in depth. At the
August Executive Committee meeting additional sources of revenue were requested and
were provided and discussed at the September Executive Committee meeting. It was
determined that certain revenue sources would be analyzed in depth. Numerous revenue
sources were reviewed and it was determined at the October 21 Steering Committee
meeting that the following sources represented the more viable candidate Housing Trust
Fund revenue sources: a) countywide Commercial Linkage Fees, b) increase Document
Recording Fees, and c) if Indian Gaming was established in Contra Costa County, a
portion of the revenue to local government be dedicated to the Housing Trust Fund.
These initial fees would establish the Contra Costa Housing Trust Fund and additional
revenue sources would be added as they become available.
D. July 1, 2004: Obtain $75,000 in,funding Lrom, our cities within Contra Costa
County to support the feasibiliU phase of the proaram.
A formula was devised to allocate a fair share to each of the cities based on 13 cents per
capita. Meetings have been held with City staff, the Public Managers' Association
Housing Committee, and the Mayor's Conference City County Relations Committee.
Valuable information was provided by the cities in all the meetings but due to city budget
constraints no funding has been provided to date. We will continue to work with the
cities to obtain financial contributions. Additional funding has been secured from the
Contra Costa Housing Trust Fund Initiative (925) 254-1020

Schwab Foundation ($35,000) and the San Francisco Foundation approved $20,000 in
November 2004. Securing funding from Cities is a primary focus for December through
February.
E. September 1, 2004: Complete and deliver copy of easibiliu analysis to County.
The feasibility study by David Rosen &Associates was initiated in April 2004. Their
completed report, "Analysis of Alternative Sources of Revenues for the Contra Costa
County Housing Trust Fund", was presented by the consultants at the October 21
Steering Committee. A copy of that report is attached and included with this Milestone
Report.
F. Complete comprehensive Housiniz Trust Fund proposal, including,
administration, revenue source,programs and campaign outreach strategy.
Determining a revenue source has been the primary focus of the committee since the
Interim Steering Committee became permanent in July 2004. Some analysis and direction
has been prepared on each of the above but it had not been finalized pending the selection
of the revenue sources. As previously noted, three revenue sources were identified at the
October 21 Steering Committee meeting. Now that the initial revenue sources have been
identified, the appropriate sub-committees will address each of the components of the
comprehensive Housing Trust Fund proposal and will release the full report by April
2005. During that same time frame, Performance Standard and Goal H (Educate
community leaders and build support for selected revenue source)will also be
implemented with a goal of completion by the April 2005 deadline.
