Activities under this contract Will provide an avenue for job search and potential employment for participants. RACKGRS2IJND- The Workforce Development Board of Contra Costa(WDB) is a member of EastBay Works, Inc. (EBW), a consortium of four(4)Bay Area Workforce Investment Areas Which include: Contra Costa County,Alameda County and the cities of Oakland and Richmond. EBW Was created to assist in the implementation and coordination of a regional system of one-stop career centers encompassing a distinct labor market area in Alameda and Contra Costa counties. In Spring 2001, WDB approved the selection of OPIC to serve as fiscal agent and administrator for Contra Costa's portion of the EBW. As fiscal agent, OPIC is responsible for processing payments and ensuring that Contra Costa's share of regional grants are managed and implemented accordingly. In addition, ODIC also provides support to the operations of the WDB's One-Stop Career Centers. This Board Order will authorize EHSD, on behalf of WDB,to continue services provided by OPIC under this contract. The contract has been delayed due to delays in adopting the final EBW budget and changes to partner share contributions. November 18, 2004 To: Dorothy Sansoe, Senior Deputy County Administrator Contra Costa County Administrator's Office From: Bob Lanter, Executive Director Workforce Development Board of Contra Costa Subject: Request for Retroactive Approval of Contract #18-062 with Oakland Private industry Council The purpose of this memorandum is to provide justification and background information to support our request for retroactive approval of contract x#18-062 with Oakland Private Industry Council (OPIC) for fiscal and,administrative services related to the EastBay Works (EBW)Regional Partnership. OPIC acts as the regional fiscal and administrative agent for the EBW partner agencies: Contra Costa County, Alameda County, City of Oakland and City of Richmond. Contra Costa County, on behalf of the Workforce Development Board(WDB),has contracted with OPIC for these services since July 1, 2001. The Workforce Development Board approved this contract for renewal far the 2004/05 program year at its meeting in August 2004. We have experienced many delays in finalizing the budget and the service plan for this year's contract: • The WDB budget process took longer than anticipated, so funds for this contract were not approved until August 2004. • Changes to the overall EBW budget and partner contributions have changed since the last program year and during the current program year. As a result, EBW budget has been revised twice since July 2004. • WDB staff has been working with EI-ISD staff to revise the contract service plan and budget in order to make the contract more performance-based and to clearly identify deliverables. We know that we are asking for an exception to the County's rule on approving retroactive contracts and appreciate your understanding of these special circumstances. Having her continue her services will facilitate the smooth transition of the new Clerical Supervisor.Ms. Bledsoe will continue to assist in the development of new clerical policies and office procedures as it pertains to forms,publications and other new issues brought on by automation. The goal is to develop a new department-wide manual for clerical policies and procedures. Guardian Security Agency continued to provide services to EHSD locations under a contract with the Department. The rates established under the HSD interdepartmental agreement and contract remain in place. The increase in total contract payment limit is requested for services at additional locations and unanticipated guard overtime required at EHSD locations. During this period of coverage,EHSD will engage in the competitive bid process for security guard services for EHSD site locations. IN A,NCIAT.IMPACT: $1,300,000 100%Administrative Overhead,20%County, 40%State,40%Federal BACKGROUND: EHSD is in need of a process to automate existing paper case records to support business process changes to maximize staff resources and improve client services. In the current environment, there are individual caseworkers servicing specific assigned caseloads,which can vary in number depending upon the client programs enrollment. Caseloads can be as high as 450 case records with 100-I50 document pages per case. The manual process for retrieval and update of case file information is labor intensive. Currently each employee is responsible for individual case records from start to finish. Records are initiated when a client utilizes the walls-in to scheduled appointments in District offices or mattes contact by phone to a specific person or a specific program work group, such as, MediCal Intake Unit. EHSD is planning implementation of a group of consolidated Client Service Centers for each of the major social services programs, such as, MediCal,Food Stamps, CalWORKS, etc. The goal is to develop an operating system that will provide access to client case records by all caseworkers in the Client Service Centers. The implementation of an automated case pooling system will provide the framework:for EHSD to move ahead with the Client Call Centers. The cost of the automated case management and imaging system will be recovered through the increase in staff efficiency and the reduction in casts currently associated with record ain�n ce and service delivery. BACKGROUND On July 20, 2004 (Item# C.29),the Board approved the contract with Rubicon Programs, Inc. for$291,000 for the provision of out-of-school youth services in West County. These services include outreach and recruitment, vocational assessment,job and apprenticeship placements, employment credentialing, career preparation services,job retention support, individualized program planning and other supportive services. In addition to these services, Rubicon has agreed this year to provide three(3) Youth Case Managers for East, Central and West County who will staff the Workforce Development Board's(WDB) One-Stop Career Centers. The WDB Youth Councilrecently approved an additional allocation of$25,999 to cover the additional costs of benefits and salaries related to the 3 Youth Case Managers. This Board Order will authorize EHSD, on behalf of the WDB,to amend the contract accordingly.
