consulting services and workers' compensation staffing services, with no change in the contract
termination date.

APPROVE and AUTHORIZE the Community Development Director, or his designee, to
co-sign the contract amendment with Accela, Inc. and to fund and monitor the
preparation of the Scope of Work for the development and implementation of a web-
based land use tracking system for the Community Development Department.
FISCAL IMPACT
None to General Fund. Costs will be covered by revenues from fees for land use
applications.
BACKGROUND/REASON'S FOR RECOMMENDATIONS
For the past several years the Building Inspection Department has used a permit
tracking and payment computerized system called PermitsPlus. This program is owned
and maintained by Accela, Inc. This computerized system was acquired under GMEDA
and was intended for ultimate use by all the then GMEDA member departments,
Building Inspection, Community Development and Public Works. However, Accela, Inc.
has now developed an extremely user-friendly web-based software entitled Accela
Automation which will allow integration with GIS software as well as with the shared
land development cost tracking system shared by Community Development and Public
Works and with either the existing PermitsPlus system used by Building Inspection or
any upgraded system implemented by Building Inspection. Moreover, the Accela
Automation program will enable planning staff to easily and quickly enter information to
track land use applications and provide real-time" updates for other county
departments and the public on the status of land use applications.
CONSEQUENCES OF NEGATIVE ACTION
Land Use applications will not be able to be tracked with GIS and between Community
Development, Public Works and Building Inspection resulting in a disconnect in the land
use system that consumes time for staff, applicants and the public in processing and/or
obtaining information.

BACKGROUND/REASONS FOR RECOMMENDATIONS
For the past several years the Building Inspection Department has used a permit

Growth Management and Economic Development Agency (GMEDA). It was intended
for use by all of the then GMEDA member departments, Building Inspection, Community
Development and Public Works. Over the last several years the Land Development
Departments have developed various computer systems to issue, account, and track
permits. A system that would allow for the data to be shared among the land
development departments is now needed for efficient processing.
Accela, Inc. has developed an extremely user-friendly web-based software entitled
Accela Automation, which will allow integration with GIS software as well as with the
Cost Tracking System shared by Community Development and Public Works and other
land development applications. It will also allow the Building Inspection Department to
provided certain services over the Internet. Moreover, the Accela Automation program
will allow building inspection staff to more quickly issue permits and will provide the
public Internet access. The first phase will be to execute a contract amendment for
$40,000, effective December 15, 2004 through March 4, 2005 with Accela, Inc. to
prepare a Scope of Work for the Building Inspection Department. Based on the findings
of Phase 1, the Building Inspection Department will upgrade to Accela Automation and
install identified add-ons and customizations.
CONSEQUENCES OF NEGATIVE ACTION
Building Permits will not be able to be tracked with GIS and between Community
Development, Public Works and Building Inspection resulting in a disconnect in the land
development process that consumes staff time and causes customer delays in
processing and/or obtaining information.
