(#29-183-0) SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION-, APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to EXECUTE a contract with Prevent Child Abuse California to ACCEPT AmeriCorps funding in the amount up to $84,000 for Child Welfare System Redesign AmeriCorps Program, for the period from December 1, 2004 through December 31, 2005. (#29-183-0) CHILDREN'S IMPACT STATEMENT* The contract will support all five of the of the community outcomes established in the Children's Report Card: "Children Ready for and Succeeding In School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that Economically Self Sufficient"; "Families that are Safe, Stable and Nurturing"; and, "Communities that are Safe and Provide a High Quality of Fife for Children and Families"by providing funding to improve the system of service delivery in multiple programs. FINANCIAT, IMPACT: County to receive up to $84,000 Federal AmeriCorps funding. County match is $100,000 from federal funding; 90% Child Welfare System Redesign funding, 10%System of Care Grant funding. BACKGROUND: AmeriCorps is a network of national service program that engages more than 50,000 Americans each year in intensive service to meet critical needs in education,public safety, health and the environment. For the purposes of the Child Welfare System Redesign AmeriCorps Program the State designated lead agency is Prevent Child Abuse California(PCAC),which is responsible for the administration of the AmeriCorps funds. Employment and Human Services Department(EHSD)will contract with PCAC for funding of the AmeriCorps members working in the Child Welfare System Redesign AmeriCorps Program. EHSD will acquire10.5 FTE AmeriCorps member positions through the Request for Interest process for Child Welfare System Redesign at an AmeriCorps rate of$8,000 per FTE member. EHSD will supplement that amount by paying each member a stipend to be covered by the match amount. The positions will be in the Welcome Home Baby Program to provide family support to parents; Children and Family Services to assist in supervised visitation and foster parent recruitment; Child Welfare Redesign to provide services in the Differential Response Component; and, System of Care Parenting for Permanency Program to serve as parent partners. BACKGROUND- The AC GRAThe California Department of Aging funding is yearly funding accepted by the Department on behalf of the County to provide case management on a countywide basis for Contra Costa County residents age 65 and over, Medi-Cal eligible, and certifiable for skilled nursing facility care. The Multipurpose Senior Service Program(MSSP)provides case management, assessment, care planning, service arrangement, and client monitoring through a team of health and social service providers. BACKGROUND: The Employment and Human Services and Health Services Departments have collaborated on the planning for Long Term Care Integration since the Board initially expressed support for the effort in March 1999, If approved,this grant will be the fourth granted by the State in support of this effort, and will fund continuing implementation planning activities of a program to integrate the medical and social services delivered to seniors and persons with disabilities who are Medi-Cal eligible County residents. BACKGROUND/REASOM FOR RECOMMENDATIONf S): West Contra Costa County has been hard hit by the AIDS epidemic with 25% of those living with AIDS residing in the City of Richmond. Unfortunately, a large percentage of those living with HIV/AIDS are of low income having to rely on Basic Adult Care (BAC) for their medical care, or forced to pay for their medical care,because they do not qualify for BAC services. Approval of these Grant Award (Amendments) #28-637.7 and #28.637-8 will make technical adjustments to the Agreement to continue outpatient medical services to low income HIV positive recipients in West Contra Costa County through June 30, 2005. D. ) , to execute, on behalf of the County, Standard Agreement #28-656-3 (State #04-=35826) with the California Department of Health Services, to pay the County an amount not to exceed $75, 000, for the provision of HIV-1 Viral Resistance Test (VRT) services provided by the County' s Public Health Laboratory, for the period from July 1, 2004 through June 30, 2007 . FISCAL SACT: Under this Agreement the State will pay the County a fixed price of $400 per Genotype-based Resistance Test and $750 per each Phenotytpe Resistance Test, not to exceed 187 tests. The maximum amount payable to the County will not exceed a total of $75, 000 . No County funds are required. SOS EQR RECtJ N 7A.T_1ON/ CXGR0=: This project provided by the Contra Costa Public Health Laboratory will provide anti-viral drug resistance testing services to the County' s AIDS Program and other County Health Department programs . The testing is funded by the State Office of AIDS which is providing this service to HIV infected persons who otherwise could not afford this service. The anti-viral drug resistance testing is important in the management of antiviral therapy. Approval of this Agreement #28-656-3 will allow continuous funding for laboratory testing services for HIV infected individuals who are not Medi-Cal eligible and do not have private insurance, through June 30, 2007 .
