RECOMMENDATION:
ACCEPT Alcohol and Other Drugs Advisory Board 2004 Annual Report.
BACKGROUND:
On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires
that each regular and ongoing board, commission, or committee shall annually report to the
Board of Supervisors on its activities, accomplishments, membership attendance, required
training/certification (if any), and proposed work pian or objectives for the following year, on the
second Tuesday in December.
Annual reports shall follow the following format and shall not exceed two typewritten
pages:

to different locations every quarter.

Advisory Board Name: Alcohol and Other Drugs Advisory Board
Advisory Board Meeting Time and Location: Fourth Wednesday of the month
from 3:45 to 6:15pm in Martinez;;however, each quarter the Advisory Board
meas at different supervisorial districts locations to outreach to these residents.

The following goals were identified for prioritization during the calendar year
2004: 1) Reducing the funding disparities between youth and adult treatment; 2)
Improving coordination amongst systems that deal with Alcohol and Drug
impacted families; 3) Recommending and supporting a Request For Proposals
for treatment services, 4) Developing a single point of entry for youth into
treatment; 5) Identification of all youth who need treatment in the county; 6)
Understanding availability of detox services; 7) Studying existing treatment
provided in the jails; 8) Advocating towards the reduction of access to legal
substances of abuse through the Internet; 9) Updating the Board's committee
structure
ACCOMPLISHMENTS:
To achieve some of the goals listed above, the Board utilized education and
public policy advocacy strategies. Thus far, the Board has increased its
understanding of the supply and demand of Detox services, continued
advocating for additional funding both at the state and county levels; participated
in the county's legislative platform program to support appropriate bills; and has
partnered with AMA for control of substances being sold on the Internet.
Likewise, collaboration efforts with other entities to strengthen mutual areas of
interest were established with the Mental Health Commission, the Countywide
Youth Commission, and the Alcoholic Beverage Control. Finally, the Alcohol and
Other Drugs Services Division released the Request For Proposals for treatment
services last November 2004. As in previous years, we continued assisting
residents in the unincorporated areas of the County with the alcohol license
review process.
Community Outreach and Education: to increase public AOD awareness, the
Board produced and promoted a television show in partnership with CCTV
entitled " A Call to Action" Underage Drinking in Contra Costa County and
participated at various health fairs in Concord, Pittsburg, and West County.
During April, we promoted Alcohol Awareness Month and Screening Saes, as
well as, National Recovery Month during September. Red Ribbon Week was
celebrated in October in conjunction with System of Care providers at various
Contra Costa schools and communities. In May, the Board successfully
conducted its annual People Who Make a Difference Awards recognizing efforts
to curb substance abuse. We measured the success of the campaigns by the
number of providers or individuals who participated, entries and/or nominations
submitted, proclamations conducted at local city councils; number of screening
sites; etc.
Reducina thefundina disparities between oath and adult treatment We
educated ourselves about the youth treatment system and all of the players
involved in helping a young person enter treatment to identify areas of gaps and
duplication. This task involved facilitating research to identify the number of youth
who need and who do not enter treatment through juvenile justice or probation.
Furthermore, we collaborated with schools and the DATE coordinators as well as
mental health to advocate for the development of a single point of entry for youth
into treatment and identify additional treatment resources. While this year the
budget reductions severely impacted ACID services, our Board with assistance
from Assemblyman Torlakson's office and UC Berkeley completed the Study of
Underutilization of Substance Abuse Benefits by Healthy Family Youth. The
results of the study confirmed extreme underutilization of treatment services,
which is a resource available to children up to 19 years of age.
ATTENDANCE AND REPRESENTATION:
The Board met on a monthly basis. Regular monthly Board meetings were held
in Martinez, forth Richmond, Bay Point, at Diablo Valley College hosted by the
addiction studies class, and El Sobrante. Out of the twelve months, only two
meetings did not have quorum. On those particular occasions the meetings were
properly adjourned. Board staff and membership committee continue to strive to
avoid vacant seats along with ensuring diverse representation. Word of mouth,
CCTV /web page announcements, press releases to local newspapers, posting
of flyers in local colleges, fliers at health fairs, etc continue to be the general
recruitment strategies. The number of applicants fluctuates during the year;
however, this year the Board maintained at least three permanent vacancies in
the at-large and alternate categories. The level of activity of the Board is
frequently one of the reasons why working individuals are unable to participate or
commit.
TRAINING AND CERTIFICATION
Upon appointment to the Board, new members receive an orientation by staff
that includes information about the internal functioning of the Board, Brown Act
and Better Government Ordinance, confidentially laws, ACIDS System of Care,
etc. Members are also provided with a copy of the Brown Act video prepared by
County Counsel which they take home to view and return to staff with a signed
form that is properly filed.
PROPOSED WORK PLAN/OBJECTIVES FOR NEXT YEAR:
While it is possible that the 2004 Board goals will remain the same for 2005,
Board members will review, change, ratify and ultimately select the 2005 working
goals at the annual board retreat scheduled for February 2005.
