RECOMMENDATION:
ACCEPT Public and Environmental Health Advisory Board 2004 Annual Report.
BACKGROUND:
On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires
that each regular and ongoing board, commission, or committee shall annually report to the
Beard of Supervisors on its activities, accomplishments, membership attendance, required
training/certification (if any), and proposed work plan or objectives for the following year, on the
second Tuesday in December.
Annual reports shall follow the following format and shall not exceed two typewritten
pages:
Advisory Body Name: Alcohol and Other Drugs Advisory Board
Advisory Body Meeting Time/Location: Martinez 3:45 to 6:15PM, but it varies
to different locations every quarter.

Public and Environmental Health Advisory Beard (PEHAB)
Meeting Time/Locations:
Full Board: January 15, March 18, May 20, July 15, September 16, November 18. All meetings
were held from 9:30-11:45 a.m. at 2425 Bisso Lane, Concord.
Steering Committee: February 19, April 15, June 17, August 19, October 21, December 16. All
meetings were held from 9-10:30 a.m. at 597 Center Ave., Suite 200, Martinez.

Reporting Period: January 1 -- December 31, 2004
1. Activities
PEHAB meets on a bi-monthly basis as a full board, with the Steering Committee meeting on
alternate months to conduct administrative business. Every year, the board reviews and sets its
priorities for the coming year. This year, the priority areas were environmental health and
access to health care.
PEHAB combined efforts this year with the Contra Costa Health Access Coalition's monthly
meetings to follow issues of health access for children and families. PEHAB also continues to
follow issues affecting specific populations including seniors, minority populations, and disabled
populations. Members are particularly concerned about health systems viability and
accessibility, emergency room closures, prescription drug costs, specialty/clinical services,
geographic accessibility, long-term care, chronic disease, and preserving a public health safety
net that includes community clinics.
The Environmental Health Committee met on a monthly basis. Committee priorities include
helping develop implementation plans for the County's Integrated Pest Management policy,
dioxin, environmental justice, asthma, air quality, and providing education to policy makers and
the public.
It. Accomplishments
Access to Health Care
• Wrote letter to Contra Costa Transportation Authority regarding Measure C.
• Wrote letter to the Board of Supervisors regarding Measure C.
• Wrote letter to John Sweeten, County Administrator, regarding input on Contra Costa
County's FY 04-05 budget shortfall.
• Wrote letters to local representatives regarding impacts of proposed FY 04-05 budget
cuts to the In-Home Supportive Services program.
• Wrote letter to Assembly Appropriations Committee Chair, Secretary of Health and
Human Services, and Governor Schwarzenegger in support of SB 1525 re: consolidation
of family planning and breast and cervical cancer screening services.
• Wrote letter to Board of Supervisors regarding preserving health care services during FY
04-05.

Environmental Health
• Wrote letter to the united States Environmental Protection Agency regarding reductions
in mercury emissions.
• Wrote letter in support of AB 2863, Indoor Air Quality for Schools.
Ill. Attendance/Representation
Two of PEHAB's founding members, Doris Copperman and ,Jean Sid, resigned after 18 years of
service during 2004 due to personal reasons. They are sorely missed. These resignations
created new vacancies on the board, and an opportunity for current PEHAB members to change
their representation on PEHAB to be better aligned with their interests and expertise. Ruth
Daniels changed her seat from Central County--At Large to the Seniors Representative. Clyde
Trombettas changed from At Large-R General to the Environmental Health seat. PEHAB also
re-appointed Bessanderson McNeil, Art Hatchett, and Mary Lou Laubscher for another term.
PEHAB appointed two new members: Rich Parsons to the Central County, At-Large seat and
J.P. Hundat to the East County, At-Large seat. Recruitment is continuing for two General,At-
Large seats, the Immigrant Community representative, and the Labor seat. There are some
excellent candidates that PEHAB is considering at the time of this report.
PEHAB maintains a diverse board through geographic representation, as well as health care
professionals and community members who represent a wide range of ethnic groups, age
groups, and constituency groups. Throughout the year, PEHAB has maintained a quorum at all
meetings, except for the July meeting.
IV. Training/Certification
PEHAB hosted several trainings during 2004 to keep members informed on public and
environmental health issues. The trainings were:
• Presentation on new developments in childhood obesity and diabetes prevention.
• Presentation on the neuro-toxic effects of pesticides on children and steps for
prevention.
• Presentation from the Community Clinic Consortium of Contra Costa.
• Presentation on pollution prevention, green building efforts, reduction and elimination of
PVC, and food issues within hospital systems, with a focus on Contra Costa County.
• Presentation on the lessons learned and accomplishments from the 4-year Partnership
for the Public's Health Initiative.
• Presentation on Contra Costa Health Services Homeless Program and the Ten-Year
Plan for ending homelessness.
V. Proposed Work Plan/objectives for Next Year—2005
Traditionally, PEHAB sets its priorities at the beginning of each year. It is likely that the Board
will continue to work on environmental health and health access issues. PEHAB will also recruit
and fill vacant seats on the Board and provide training to new members.
