BACKGROUND: On June 13, 2002, the Board of Supervisors adopted Resolution No, 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. PROPOSED WORK PLAN/OBJECTIVES FOR NEXT YEAR • Continue to work with Fire Chief on budget issues and District long-range planning (Five-Year Plan) • Continue to oversee proposed debt-serving financing of fire apparatus. • Apparatus Committee: Continued study of Type 3 apparatus specifications to possibly purchase less expensive units with greater capability. • Continue to pursue development of overtime policy limiting number of consecutive 24-hour shifts for suppression personnel. Averitt Reporting Period: November 30, 2003 - December 1, 2004 As tv With the continuing assistance of the Sheriff's Department,monitored the nature and incidence rate of hate crimes reported in Contra Costa County during the reporting period. Drafted a proclamation for The Season for Non-Violence that-was approved by the CCC Board of Supervisors. Planned and coordinated a poster contest to educate against hate crimes among middle school children in Contra Costa County. Recruited and received BOS appointments for nine (9)new Commissioners and one (1) Alternate commissioner. Conducted fund raising letter campaign to raise funds for the 2004-2005 program year. Generated$2,600 in contributions. Operating funds currently stand at $4,628.39. Aw2mWi&hmw-k- The CCC HRC web site(www.ccchrc.corn)was designed and installed by a skilled HRC Commissioner at about mid-year. To date, this excellent contribution to the functioning of the CCC HRC has been maintained and improved by the same Web Master/Commissioner who designed and installed the site. In response to a series of petitions by committed citizens, the CCC HRC forwarded to the BOS, two Resolutions for consideration by the BOS;a Resolution against the proposed amendment to the Constitution defining marriage as being between a man and a woman, and a Resolution in favor of allowing same-sex marriage. Dumas, Labor Management Seat Staff: Enema Kuevor, Affirmative Action Officer Barbara Riviera, Management Analyst Sharon Brown, Secretary Reporting Period: December 2003 thru November 2004 Activities: In compliance with the by-laws of the Advisory Council of Equal Employment Opportunity, the Council held monthly meetings at a regular time and place throughout the-year. The following highlights the Advisory Council's activities throughout the year: Hosted the following departmental presentations to provide ongoing communication and education between the Advisory Council and County departmental staff. ■ Community Development Department on the Community Development Block Grant Program; • Public Works Department on its Disadvantaged Business Enterprise (DBE) Goals; and. ■ General Services Department on the Job Order Contract Program. *A Recruited applicants, reviewed applications, and interviewed potential candidates to fill Advisory Council member vacancies. •:• Reviewed Job Reduction and Layoffs that occurred in Phase I & II of the 2004-05 Budget Reduction Process. {:+ Conducted a survey of the City/County of San Francisco, County of Alameda, and County of Solano to obtain information on their Outreach Programs. a:ACEEOLndot''earRptO3O4 i Accomplishments: The Council achieved many of its desired goals as follows: •�• Added Veterans Business Enterprise to the Outreach Program. •:* Made recommendations and received approval to fill Advisory Council vacancies. The new members are well qualified and bring a new perspective and expertise to the Advisory Council. •�• Established recognition awards for "best" and"most unproved" departments for meeting the Small Business Enterprise (SBE) and Outreach Program requirements. Recommended to the Internal Operations (10) Committee and received approval to establish a database on the Intranet listing Local Business Enterprises (LBEs), Minority Business Enterprises (MBEs), Women Business Enterprises (MBEs), Other Business Enterprises (OBEs), Disadvantaged Business Enterprises (DBEs), and Disabled Veterans Business Enterprises (DVBEs). SBEs already are listed on the Intranet to assist departments with outreach efforts to all types of businesses. •:* Reviewed, analyzed, and discussed the 2002 Affirmative Action Annual Progress Report. -*o Reviewed, analyzed, and discussed the Purchasing; Professional Services, and Construction SBE and Outreach Program reports submitted by departments on a quarterly basis that was presented to the Internal Operations Committee and Board of Supervisors. •+- Reviewed the American.Disabilities Act(ADA) Transition Plan for specific County buildings/facilities and recommended the Plan be distributed (per a mailing list provided by the Affirmative Action Officer) to community groups and organizations for their review and feedback. Attendance/ Representation: Members of the Advisory Council represent a diverse interest and ethnic background as follows: Males 7 and Females 4, with the following race/ethnic representation; White, 5, Hispanic, 2, and African Americans, 4. They represent the community, disabled, education, businesses, management, and unions. Meetings achieved a quorum for eight of the ten meetings. Training/Certification: The Advisory Council continued to focus on conducting workshops and training sessions to further the Council's knowledge and expertise. Conducted a study session on the status of Croskrey Consent Decree that included presentations by the Chairperson of the Croskrey Consent Decree Advisory Committee, Price and Associates (the attorney monitoring the County), and County Counsel staff. �:- Conducted a session to review the public meeting requirements as mandated by the Brown Act and the Better Government Ordinance. -:- Ensured all new members viewed the videos on the Better Government Ordinance and Brown Act within three months from their date of appointment. ❖ Received a presentation by the Human Resources Department on the Tactical Employment Team Program (TET). Proposed Work Plan/Objectives: The Advisory Council will continue to hold monthly meetings and to conduct business in compliance with its by-laws. It is the Advisory Council's intent to maintain full membership and encourage all members to regularly attend meetings. The Advisory Council's Work Plan is to continue to review and analyze the 2003 Affirmative Action Annual Progress Report and quarterly SBE and.Outreach Program reports in order to make recommendations to the IO Committee. The Advisory Council also plans to continue conducting training sessions and discussions on a variety of topics that impact the County's Affirmative Action and SBE. and Outreach Programs. It is the goal of the Advisory Council to continue to promote good communications with the Board of Supervisors,County Administrator, and County departments and to further its outreach efforts to businesses and communities. The following specific objectives represent individual Council member's input and are not representative of the Council as a single body: -:- Provide a recommendation to the 10 Committee on the feasibility of revising the Council's by-laws. a:ACEE0EndofYear.Rpt0304 2 4. Conduct a County"Open Invitation Self-Certification Day" for businesses. ❖ Establish a collaboration effort with the numerous Chambers of Commerce located in Contra Costa County. Develop a form that would solicit information from contractors regarding Contra Costa County's processes and procedures compared to their experience with other counties and agencies. This form also would be used to collect information from departments regarding services provided by contractors. The forms would be collected and tracked by the Affirmative Action Office to assist the Council in identifying equitable contracting opportunities.
