BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required traininglcertification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. Deputy 2003/2004 Annual Report to the Family and Duman Services Committee Advisory Council .Against Domestic Violence 1. ACCEPT the annual report of the Advisory Council Against Domestic Violence. 2. APPROVE the recommended operating budget contained in the annual report(no Net County Cost). Advisory Body Name: The Advisory Council Against Domestic Violence(ACAD) Advisory Body Meeting Time/Location: The General Membership of ACAD meets four times a year from 5;30-7pm at Concord Police Department Offices, 1350 Galindo Street, Concord, CA 94519. The Executive Committee meetings are the 2'd Monday every month from 3-4:30pm at Concord P.D. Chair: Michael Tye,Retried Chief of Police, City of Hercules Staff Liaison: Devorah Levine, Office of the County Administrator, Zero Tolerance for Domestic Violence Coordinator Reporting period: 01/01/03 to 10/31/04 Mission Statement: To reduce and prevent domestic violence in Contra Costa County by promoting a coordinated, integrated, system-wide response; provide a forum for communication and education in an effort to encourage and stimulate expansion of best or promising practices; and assess current responses to domestic violence and make policy recommendations. History: Established by the Contra Costa Superior Court in 1995, the Advisory Council Against Domestic Violence's (ACAD) purpose is to provide an educational and informational conduit between the courts, domestic violence prevention service providers, and governmental and non- governmental agencies. On January 15, 2003, ACAD officially moved under the auspices of the Board of Supervisors. The reconstituted ACAs) focused its first year of operation on reorganization including but not limited to providing Brown Act orientation, clarifying role and structure of the Executive and Subcommittee(s), modifying / updating administrative sections of by-laws, mission statement revision, providing requested input to the County Administrator on 2003-2004 budget matters and identifying effective agenda items. i i Section 14140 of the Penal Code authorizes each County to establish an advisory council focused on issues of domestic violence. This Code Section permits each local jurisdiction to determine the leadership structure of its council. 1 Accomplishments 2003-2004 ACAD activities and accomplishments for 2003-2004 included the following: • Completed transition of newly appointed Executive Committee and established subcommittee structure. • Special Community Presentations, Training and Educational Forums: o "Narika" a domestic violence organization for the South Asian community. o "Love -A- Child" Ministries a program dedicated to working with children affected by domestic violence. o Sheriffs Department county-wide domestic violence data base presentation with discussion of use and activities supported by DV unit. o .Bay Area Legal Aid's presentation on their ability to assist on cases involving immigration matters. o Sheriffs Department presentation on status of implementation of ARIES (county- wide shared justice information data base) and ability to support domestic violence data collection, reporting and analysis. o Zero Tolerance for Domestic Violence Initiative (Zero Tolerance) report on the progress, challenges and strategic directions of the initiative. • Advisory Activities in support of ACAD Mission: o General Membership participation in discussion on how best to enhance the Superior Court's response to domestic violence. o Participation with County Administrator on proposed recommendations on budget reduction to Zero Tolerance. a Web-site transition(under construction) of ACRD reflecting new structure under Board of Supervisors, http://acadea.tri�od.com/with initial efforts to develop ACAD logo.. o Joined Zero Tolerance as a partner in applying for three federal grants(with a successful award of$800,000 and one application pending) and one foundation application(pending). o Development of draft ACAD brochure which outlines its history,purpose, and activities supporting domestic violence issues. • Active support of Bay Area Legal Aid's efforts to recruit pro Bono attorneys necessary to assist domestic violence victims. • Promoted and assisted with"restraining order"training and clinics for professionals and community at-large. ACAD Objectives and Tasks 2004-2005 • Creation of budget. ACAD netted $6,797 in fees from the last annual conference in 2002. Consistent with ACAD's mission and purpose we would request authorization to expend these dollars in the following categories; printing&copying, meeting refreshments, annual conference costs, and training. (See attached budget). • Complete full day workshop to refine and address the role of ACAD, explore means to continue and enhance relationship with Zero Tolerance, finalize ACAD work plan for FY 2004-2005, and develop alternatives to expand effectiveness of subcommittee through greater community participation. • Complete development, logo, content and system for support of the ACAD web-site. • Develop and implement Annual ACAD Training Conference and/or forum(s). 2 • Update and receive approval of Contra Police Chiefs' Domestic Violence Guidelines,which reflect current legislative actions and procedures necessary to better serve domestic violence victims. • Continue to support and strengthen alliance with Zero Tolerance. • Take a greater and more proactive rale in examining legislative measures and potential policy issues that may impact system-wide response(s)to domestic violence. « Development of multi-disciplinary case conferencing model through the Police Victim subcommittee as part of the"Grants to Encourage Arrest" award to,Zero Tolerance. • Heighten community involvement through targeted outreach. 3 Advisory Council Against Domestic Violence (ACAD) FY 04/05 PROPOSED BUDGET REVENUE Conference Fees Fund Balance $6,797 Total $6,797 EXPENDITURES Printing&Copyj'ng $1,797 ' Meeting Refreshments $500 Annual Conference Costs (Room Rental, Speaker Fees, etc.) $3,500 Trainin $1,000 Total $6,797 BUDGET NARRATIVE Revenue Traditionally, the Advisory Council Against Domestic Violence (ACAD)puts on an annual training conference to train professionals in the domestic violence field on current best practices. Conference fees charged to participants at the last annual conference held in 2002 netted $6,797. Expenditures Printing& Copying- $1,797. These expenses include the production of materials designed to educate professionals and the community on ACAD and domestic violence issues. Meeting Refreshments - $500. ACAD holds a General Membership Meeting four times a year and typically provides meeting attendees with beverages and snacks. Annual Conference Costs - $3,500. These expenses include renting a facility to hold the conference, speaker's fees, travel and lodging for the speaker, conference refreshments, and the production of conference binders. Training- $1,000. These expenses include sending members of ACAD to training conferences as needed.
