SUBJECT: Approval of Novation Contract#74-060.8 with STAND! Against Domestic Violence .

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Haven Pearn) to execute on
behalf of the County,Novation Contract#74-060.8 with STAND!Against Domestic Violence,a non-
profit corporation, in an amount not to exceed $78,505, to provide domestic violence counseling
services, for the period from July 1, 2004 through June 30, 2005. This Contract includes a six-month
automatic extension through December 31, 2005 in an amount not to exceed $39,253.
FISCAL IMPACT:
This Contract is funded 78%by State CalWORKs and 12% Prop 10 funds.
In September 2004,the State Department of Social Services reduced funding for CaIWORKs Substance
Abuse/Mental Health Services Statewide for fiscal year 2004-2005. This Contract reflects a reduction
in the County's Health Services Department operated services including indirect services with this
Community Based Organization.
BACKGROUND/REASON7(5) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides intake, crisis
intervention,and counseling services for substance abusing and/or mentally ill participants in the State
Prop 10 or CalWORKs programs, who have also experienced domestic violence, to help eliminate
barriers to employment.
On August 12, 2003, the Board of Supervisors approved Contract#74-060-7 with STAND! Against
Domestic Violence, for the period from July 1, 2043 through June 30, 2004 (which included an
automatic extension through December 31, 2004)for the provision of program development,technical
assistance, and training to SAMHWorks providers, and domestic violence services to CaIWORKs
clients.
Approval of Novation Contract#74.060.8 will replace the automatic extension under the prior contract
and allow the Contractor to continue providing services through,June 30, 2005.

RECOMMENDATION$):
Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Novation Contract #74-078-5 with Bi-Rett Corporation, a non-profit
corporation, in an amount not to exceed$179,203, to provide perinatal treatment services for women!
at Wollam Mouse for the period from July 1, 2004 through June 30, 2005. This Contract includes a
six-month automatic extension through December 31, 2005,in an amount not to exceed$89,602.
FISCAL IMPACT:
This Contract is funded 87%by State CalWORKs and 13%by Federal Perinatal Set Aside Funds.

a reduction in the County's Health Services Department operated services including indirect services
with this Community Based Organization,
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse perinatal program supports the Board of Supervisors' "Families that
are Safe, Stable, and Nurturing"community outcome by providing parenting education, stability, and
safety for mothers (and their children) and pregnant women who are alcohol and drug dependent,
while they are in substance abuse treatment. Expected outcomes include delivery of drug-free
babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and
creation of a sober social network.
BACKGROUND/REASON(S)FOR RECOMMENDATIONlSl:
This Contract meets the social needs of County's population in that it provides family-centered
alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal
substance abuse and improve birth outcomes.
On October 14,2003,the Board of Supervisors approved Novation Contract#74-078-4 with Bi-Beit
Corporation for the period from July 1, 2003 through June 30, 2004, (which included a six-month
automatic extension through December 31, 2004) for the provision of perinatal residential treatment
services to County's CalWORKs clients.
.Approval of Novation Contract #74--078--5 replaces the automatic extension under the prior
agreement and allows the Contractor to continue providing services through June 30,2005.
