HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA TO: BOARD OF COMMISSIONERS FROM: Robert McEwan, Executive Director DATE: November 4, 2003 SUBJECT: APPROVE A GRANT IN THE AMOUNT OF $20,000 TO CONTRA COSTA FAITH WORKS FOR THE DEVELOPMENT OF A HOUSING TRUST FUND TO ADDRESS AFFORDABLE HOUSING NEEDS THROUGHOUT CONTRA COSTA COUNTY. 1. RECOMMENDED ACTION: APPROVE a grant of$20,000 from the Housing Authority to Contra Costa Faith for the development of a Housing Trost Fund to address affordable housing needs throughout Contra Costa County, ESTABLISH conditions for this grant and, AUTHORIZE the Executive Director to sign all required documents for the grant. 11. FINANCIAL IMPACT: Funds used will charged against the Housing Authority's Section 8 Reserve Fund. At the option of the Housing Authority, funds will be paid either to the County of Contra Costa or directly to Contra Costa Faith Works upon satisfactory demand. All funds are to be used to fund Faith Works development of a Housing Trust Fund. This grant is conditioned upon the commitment of the County funds in the amount of$180,000 and the other conditions listed by the Community Development Director on today's Board of Supervisors agenda titled "Faith Works Proposal for Establishing a Housing Trust Fund." Ill. REASONS FOR RECOMMENDATION/BACKGROUND The Housing Authority has participated in the CCC Housing Trust Fund Working Group organized by Contra Costa Faith Works. It is my belief that the creation of a Housing Trust Fund will be a valuable resource to address the affordable housing needs of Contra Costa County and I recommend that this grant be made to augment other contributed County Funds ($180,000). IV. CONSEQUENCES OF NEGATIVE ACTION: If this grant were not approved, other funds would need to be secured to support the development of a countywide Housing Trust Fund. BACKGROUND/REASONS FOR RECOMMENDATIONS Affordable housing needs have continued to be significant countywide. Despite the availability of locally administered federal funds (HOME and CDBG), local redevelopment housing funds, and access to tax- exempt housing bonds and low income housing tax credits,the need for affordable housing has grown faster than available resources. With rent and price increases in t he I ast 10 years, t he p roblem o f h ousing affordability has expanded from the very low and extremely low income, including fixed-income seniors, to moderate and middle-income households. The need for "workforce housing" has become a significant economic development/employment issue. The lack of affordable housing has also exacerbated the regions transportation and land use disconnect. The countywide Shaping the Future program has recognized this nexus,and endorses the concept of establishing a housing trust fund in order to realize the goal of a more sustainable region. Contra Costa Faith Works,a non-profit organization for local collaboration,is comprised of representatives of the faith community and labor. Faith Works has organized a Housing Trust Working Group comprised of representatives of the faith community,labor,environmental groups,business,social justice,developers,and government. The Housing Trust Fund Working group and Faith Works have spent the last six months conceiving a process to develop a countywide Housing Trust Fund. Their proposal requires funding to cover staff,consultant,and community outreach expenses over a roughly two-year period. By letter dated October 14, 2003 (Attachment A) Faith Works, on behalf of the Housing Trust Fund Working Group, submitted a request to the County for funding. The key elements of the request are: • Requesting$250,000 over a two-year time period; • Administrative and fiscal oversight by Faith Works; • Funding to be used for hiring a Campaign Director and Community Organizers; • Partnering financial commitments are to be sought from public,private,and foundation sources;and • Funds for updated feasibility study/revenue source evaluation. Staff analysis has focused on two aspects of the proposal—the extent of financial commitment from partners; and the schedule for achieving measurable outcomes. Based on this analysis staff is recommending that Faith Warks allocation be subject to the following conditions: • Receive a County commitment of$200,000 spread over two years* ($118,750 initial year); • Secure at least$75,400 in matching fund from cities in the County by July 1, 2004; • Secure endorsements from at least 50%of the cities in the County, representing at least 50%of the population by July 1, 2004; • Secure at least$50,000 in matching funds from private sector/foundation sources by July 1, 2004; and • Complete the following tasks by the stated dates: 1) By September 1,2044 complete a feasibility study of housing trust fund revenue sources,and the economic benefits of a Housing Trust Fund; 2) By October 1,2004 complete a Housing Trust Fund proposal, including administration,revenue source,programs,and campaign outreach. The campaign outreach must also include a plan of finance for this activity; 3) By December 1,2004 publicly release the Housing Trust Fund proposal with an implementation strategy; 4) By April 1,2005 achieve a cross-section of public, private,non-profit,and philanthropic support for a Housing Trust Fund which result from educational/outreach efforts; 5) By July 1,2005 achieve agreement on program and administrative structure that maximizes the integration of Housing Trust Fund revenues with other sources of affordable housing funds,and is cost-effective; 6) By November 1,2005 completed the necessary steps to place the Housing Trust Fund revenue source(s)before the relevant bodies–Board of Supervisors,City Councils,and/or electorate;and 7) Complete written progress reports to the County's Community Development Department,and to the Board of Supervisors Finance Committee by July 1,2004,January 1,2005,July 1,2005,and December 1, 2005. * Second year of funding contingent on first year performance. FISCAL IMPACT No General Funds are involved. The funding source is the Affordable Housing Special Revenue Funds (Fund 111300, which are non-general revenues that must be used to further housing and community development initiatives)in the amount of$180,000; and Housing Authority funds in the amount of$20,000 BACKGROUND/REASONS FOR RECOMMENDATIONS A Housing Trust Fund is defined to be a new dedicated source of ongoing revenue to address affordable housing. In 1992 the County undertook an evaluation of potential Housing Trust Fund revenue sources,alternative ways of programming the funds,and alternative administrative structures to implement anyfund established. The Housing Trust Fund Task Force recommendations in 1992 suggested funding the Housing Trust Fund with voter approved general obligation bond proceeds, by an increase in the landfill-tipping fee, and by adopting an inclusionary housing requirement with an in-lieu fee component. The recommendation was forwarded at a time when the region,along with California and the U.S.,were entering a severe economic recession. Under the circumstances, the Board of Supervisors determined it was not prudent to proceed. Subsequent events also removed landfill- tipping fees as a feasible source of revenue for a Housing Trust Funds. But available fiords fall far short of the need. The lack of affordable housing is detrimental to our entire community. Retail workers, police and firefighters, teachers, nurses and health care workers—essential members of our community--cannot find affordable housing and are moving farther away from their jobs and contributing to increased traffic congestion on our freeways. In the face of this dire situation a remarkably broad Working Croup formed earlier this year to establish a housing trust fund-a new, dedicated source of ongoing revenue to address affordable housing countywide. Such trust funds have proven very effective in other jurisdictions; county housing trust funds leverage on average $5 from other public and private sources for every local dollar. Without such local revenue sources,Contra Costa County will not be in a position to compete for our fair share of federal and state housing dollars, such as funds from the recently approved Proposition 46. For the housing trust fund to become a reality,the Working Group,with Faith Works as its fiscal sponsor,needs to hire staff and commission a study of potential revenue sources. The Working Group has committed to specific deliverables and is seeking funding from a range of partners,including foundations,corporate donors,and the cities, in addition to the County. We strongly urge the Board's approval of$200,000 from Affordable Housing Special Revenues and Housing Authority funds to support the development of a housing trust fund for Contra.Costa County. I will strongly encourage the California Department of Transportation to implement the bill and address the concerns you mentioned regarding both Vasco Road and Byron Highway/Route 239. I have supported improvements along these corridors for several years, and I will continue working closely with the county and Caltrans to address issues of mutual concern. In regards to designating Vasco Road as a"Safety Enhancement-Double Fine"zone, I will prepare such a bill to introduce when the Legislature reconvenes on January 6, 2004. Double-fine zones have been established at various locations around the state in order to reduce the frequency of traffic violations and thereby increase highway safety. In 2002, 1 authored SB 1349 to create a double-fine zone along Highway 4 between Brentwood and Discovery Bay. I will also have my staff research the possibility adding a violation to the California Vehicle Code for motorists who do not turn on their lights on highways and county roads posted as "Lights on for Safety"zones, including Vasco Road. The Local strongly urges the Board of Supervisors to adopt staffs recommendation to contract with Contra Costa Faith Works, the nonprofit organization coordinating;the effort to establish this critically needed Fund. When I started in the plumbing trade over 30 years ago, I earned enough to buy one of the new homes I was constructing in the County. Now, Contra Costa County is one of the least affordable places to live in the nation; most of Local 159's younger members live far outside Contra Costa County, daily traveling from as far away as Madera to work here. We're informed that to afford a market rate one bedroom apartment in the County, a person must earn $56,800 a year. This approximates the anticipated annual income of a journeyman, union construction worker working full-time in Contra Costa County, most of whom have families making a one bedroom apartment entirely inadequate. The lack of affordable housing, is damaging; to our entire community. Other workers including police and firefighters, teachers, nurses and health care workers-- essential members of our community — cannot find affordable housing and are moving farther away from their jobs which furthers contributes to increased traffic congestion on our roads. The money these workers earn here is spent in other communities, effectively robbing Contra Costa of needed retail sales taxes. Contra Costa County needs to continue to be a strong supporter of new affordable housing, providing financial and other assistance to builders of below market rate homes and apartments. In response, a Working Group formed this year to establish a Housing Trust Fund - a new, dedicated source of ongoing revenue to address affordable housing countywide. Such trust funds have proven very effective in other jurisdictions, leveraging on average $5 from other public and private sources for every local dollar. Without such local revenue sources, Contra Costa County will not be in a position to compete for our fair share of federal and state housing dollars, such as funds from the recently approved Proposition 46. For the housing trust fund to become a reality, the Working Group, with Faith Works as its fiscal sponsor, needs to hire staff and commission a study of potential revenue sources. The Working Group has committed to specific deliverables and is seeking funding from a range of partners, including foundations, corporate donors, and the cities, in addition to the County. We strongly urge the Board's approval of$200,000 from Affordable Housing Special Revenues and Housing Authority funds to support the development of a housing trust fund for Contra Costa County.
