BACKGROUND On December 2, 1997, the Board of Supervisors authorized the establishment of a fund designed to improve grant preparation efforts on the part of County departments. The GRIP program currently provides $127,500 to be distributed annually to qualifying County departments on the basis of approved funding requests. The current allocation represents a 15% reduction from fiscal year 2002-03. Appropriations available for GRIP were reduced as part of the overall 10% reduction to the General Fund for fiscal year 200304 and the 5% reduction applied as of October 1, 2003 to offset the cut to the VLF backfill. To date the Grant Revenue Improvement Program has achieved a total of$13,019,862 in grant funding awarded to County projects. This amounts to $18 of grant funding for every General Fund dollar spent(see attached summary). The program has been well received by County departments and, in 1999, the GRIP program was selected as a finalist for the annual CSAC Challenge Awards and received a CSAC merit award.
