RECOMMENDATIONS
ACCEPT the status report on the GRIP Program.
BACKGROUND
On December 2, 1997, the Board of Supervisors authorized the establishment of a fund
designed to improve grant preparation efforts on the part of County departments. The GRIP
program currently provides $127,500 to be distributed annually to qualifying County
departments on the basis of approved funding requests. The current allocation represents a
15% reduction from fiscal year 2002-03. Appropriations available for GRIP were reduced as
part of the overall 10% reduction to the General Fund for fiscal year 200304 and the 5%
reduction applied as of October 1, 2003 to offset the cut to the VLF backfill.
To date the Grant Revenue Improvement Program has achieved a total of$13,019,862 in
grant funding awarded to County projects. This amounts to $18 of grant funding for
every General Fund dollar spent(see attached summary).
The program has been well received by County departments and, in 1999, the GRIP program
was selected as a finalist for the annual CSAC Challenge Awards and received a CSAC merit
award.

YEAR ONE— 1997-98: $1,484,901 awarded
The allocation of$100,000 for the first year was distributed to various departments in the
County ranging from Health Services to Community Development to raise funds for specific
projects. The largest grant during the first year was received by Community Development's
Transportation Alliance. The Department had received $8,000 to apply for funding for a
welfare transportation project and received a grant award in the amount of$784,031 from the
Governor's 15% Special Project Welfare-to-Work program. These funds were used to operate
Owner/Operator shuttles for children, provide transportation vouchers for children, and initiate
a countywide centralized information system to assist Welfare-to-Work clients with mapping
out transportation options for job interviews and employment sites.
YEAR TWO-1998-99:1397,750 awarded
Health Services and Probation received GRIP monies to apply for grant funding for four
projects during this year. The majority of grant funding awarded went towards the North
RichmondCenter for Health. The California Telehealth & Telemedicine Center granted
$450,000 to create a Telehealth Network linking the Center of Health's website with
neighborhood service centers.
The Probation department applied for the "Violence Against Women, Probation Specialized
Unit" grant from the Office of Criminal Justice Programs. The Department was awarded
$110,000/year for three years to augment supervision of offenders ordered to felony probation
after conviction of spousal abuse. The grant allowed Probation to double intensive
supervision of these offenders and provide additional contact and protection to the victims.
YEAR THREE — 1999-00: $173,500 awarded
Two projects out of the five funded for this fiscal year successfully received grant funding.
Public Health received $52,000 towards the implementation of a Countywide Violence
Prevention Plan. The Health Services Senior Nutrition Program was granted $121,500 from
foundations and individual donors to support the County Meals on Wheels program.
Unfortunately, efforts by Community Development, Public Health and Probation to attain grant
funding for GRIP projects were unsuccessful,
YEAR FOUR-- 2000-01: 13,090 278 awarded
The Health Services Homeless Program received the majority of grant funding for this year in
the amount of$1,034,475. The grant was received from the State Mental Health Supportive
Housing Initiative Act and was used to fund the Health and Housing Integrated Service
Network (HHISN) project. The project targets homeless individuals with mental disabilities and
histories of substance abuse and assists them in obtaining and maintaining permanent
independent housing.
Public Health received $800,000 from the Health Resources & Services Administration
(HRSA) Community Access Program to create an information system linking Health Services
with other Safety Net Partners in the County. An additional $100,000 was received to support
the Quilt of Many Colors project at the Richmond Health Center.
The County Administrator received an award of$150,000 to support the development of the
Children's and Family Data Archive. Lastly, the Public Health Senior Nutrition Program
received $105,800 from foundations and individual donors to support the Meals on Wheels
Program,
The Housing Authority received a GRIP allocation to apply for a $35 million dollar grant from
the Department of Housing and Urban Development to revitalize public housing in North
Richmond. Unfortunately, the Housing Authority's efforts were unsuccessful.
YEAR FIVE 2001-02: $7,192,436 awarded
The Health Services Homeless Program received the majority of grant funding again this year
in the amount of$6,348,356. A total of seven grants were received: three new grants totaling
$3.5 million and four renewals totaling $2.8 million. Public Health received $568,380 from the
Health Resources & Services Administration (HRSA) Community Access Program to support
care management of chronic disuses, women's health services and efforts to reduce
childhood obesity. An additional $34,000 was received to support the Quilt of Many Colors
project at the Richmond Health Center. The Health Services Nutrition Program received
$189,700 for the Meals on Wheels Program and the County Arts and Culture Commission
received $52,000 from the California Arts Council and various foundations.
YEAR SIX--2002-03: $81,000 awarded and three proiects pending
Health Services received $81,000 to augment dental health in communities with poor health
outcomes and limited services and to support the Quilt of Many Colors diversity exhibits at the
North Richmond Center for Health. Three other projects are awaiting grant approval. These
include the Health Services Homeless Program, the Senior Nutrition-Meals-on-Wheels
program and the Health Services-Kids in Car Seats Project. If successful, these projects
could generate grant revenue totaling $8 million.
YEAR SEVEN —2003-04
The GRIP allocations approved for fiscal year 2003-04 are listed below.
Employment and Human Services -- $15,000: Seeking grant funding of$500,000/year for
five years to support emotionally-disturbed foster care children in out-of-home care who need
a high level of mental health services.
Health Services-Public Health — 2,000: Seeking grant funding from the Substance Abuse
and Mental Health Service Administration to expand programs for substance abuse treatment
and HIV/AIDS Services. These funds would be targeted at the homeless papulation in the
West and Central regions of the County.
Employment and Human Services -- $30,000: GRIP allocation used to pay for a 12-month
subscription to eCivis, an internet-based grants locator. This tool will be available for all
County departments and has been presented to Child Support Services, EHS, Public Works,
Health Services, Community Development and Community Services.
Arts and Culture Commission -- $10,000: Seeking grant support to sustain the Commission's
activities for future years.
Health Services-- Homeless Program -- $70,500: Submitting six grant proposals to the HUD
McKinney-Vento Homeless Assistance Program. Three of the proposals would renew funding
for the Shelter Plus Care Program. The fourth would provide renewal funding for the existing
centers in San Pablo, Concord and Antioch. The fifth proposal would provide new funding for
a center in Pleasant Hill and the sixth proposal would provide for additional permanent
supportive housing in locations to be determined in the future.
