RECOMMENDATIONfS):
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment for
Danielle C, Fokkema effective November 15, 2003 to increase the payment limit by $4,500 to a new payment
limit of $41,500.00 to continue to provide administrative services and support of the Zero Tolerance for Domestic
Violence Initiative and Code Compliance Activities through June 30, 2004.
FISCAL IMPACT:
Budgeted: No Net County Cost, 75% funded through the Zero Tolerance Trust Fund and 25% from Code
Compliance Revenues,
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Zero Tolerance for Domestic Violence is a multi jurisdictional initiative designed to reduce domestic/family
violence and elder abuse in Contra Costa County by breaking the generational, traumatic and progressive cycle
of violence. This contract amendment will allow for continuance of administrative support for this initiative.
In addition, the contract amendment will continue to support Code Compliance coordination and oversight, which
support multi-jurisdictional resolution of various property code violations.

RECOMMEMATION(S)
Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
Amendment Agreement #22-821-3 with TempCARE, LLC, a limited
liability corporation, effective November 1, 2003, to amend Contract
##22-821-2, to increase the total Contract payment Limit by $20, 000
from $75, 000, to a new total payment limit of $95, 000 .
FISCAL IMPACT
This Contract is funded by 80% State funds and 20a County funds .
BACKGRO'UND/R'B`A ON(S) FOR REQQ SNDAT ION(S)
On December 17, 2002, the Board of Supervisors approved Contract
#22-821-2 with TempCARB, LLC, for the period from January 1, 2003
through December 31, 2003, to provide qualified teachers for George
Miller Centers to provide coverage during temporary staff absences,
vacations and vacant positions .
Approval of Contract Amendment Agreement #22-821-3 will allow the
Contractor to provide additional temporary help registry services
through December 31, 2003 .

RECOMMENDATION N:
APPROVE and AUTHORIZE the Community Services Director or designee to execute
contract 438-764-4 with Nulinx International Inc. in the amount of $43,000 for
modifications to a customized, Internet-based, server platform for federally mandated
family and child assessments that will include Staff.Development, Human Resources and
Site Monitoring modules for the period from November 4, 2003 through June 30, 2004.
FINANCIAL IMPACT:
This contract is federally funded by the Head Start Basic Grant. Funding for this contract is
included in the Community Services Department's FY 2003-04 budget. There is no net
County cost to this contract.
CHILDREN'S IMPACT STATEMENT
The Community Services Department Head Start Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering
comprehensive services, including high quality early childhood education, nutrition, health,
and social services, along with a strong parent involvement focus, to low-income children
throughout Contra Costa County. The program develops greater social competence in
preschool children from low-income families.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Administration for Children and Families (ACF) and the California Department of
Education both require rigorous family and child assessments. Federal regulations require
collection of data on family progress toward self-sufficiency and children's progress
toward school readiness. This contract will allow CSD to add Staff Development, Human
Resources and Site Monitoring modules to its existing customized, Internet-based, server
platform, allowing CSD to improve its data collection and reporting capabilities,. while
reducing the amount of time it takes staff to generate accurate and co rehensix'e reports-.---
for funding agencies. '

$12,750 to a new contract payment limit of $37,760, and to extend the contract
period from November 5, 2003 to February 29, 2004 for Home Visiting Program
Services.

This contract is funded through the Proposition 10 allocation administered by the
Children and Families Commission. Funding for this contract is included in the
Community Services Department's FY 2003-04 Budget. There is no net County
cost to this contract.

technical documentation, providing assistance in establishing Department document formats, and
documenting User requirements.
Approval of Contract #23341-1 will allow the Contractor to continue providing services through
November 30,2004.

from sic vendors and has selected the software product most qualified to meet the Health Services
objectives of automating the authentication of users authorized to access our multiple health care
software systems. This software will improve productivity of users and help desk staff and will
support compliance with the Federal HIPAA regulations.
Under Contract #23-354, BNX Systems Corporation will provide installation, implementation,
training, maintenance, and support of the Single Sign On System for the period from November 1,
2003 through October 31, 2005.

CHILDREN'S IMPACT STATEMENT:
This Maternal and Child Health Program supports the County's "Children and Youth Healthy and
Preparing for Productive Adulthood" community outcome by providing outreach to encourage
pregnant women to receive prenatal medical care and avoid behaviors that would increase the risk to
their unborn children. Expected programs outcomes include a decrease in the number of babies
being born with health problems requiring medical care.

The Black Infant Health Project was created to provide services mandated by the State .Department
of Health Services to develop a partnership for reducing the African-American infant morbidity and
mortality rates. This Project meets the social needs of County's population by providing case
management services to African-American pregnant and/or parenting women and their infants in
West County.
On February 11, 2003, the Beard of Supervisors approved Contract #22-378-18 with East Bay
Perinatal Council,for the period from/July 1, 2002 through June 30, 2003, for the provision of case
management services for the Black Infant Health Project. The Contract has officially changed
their name to The Perinatal Council.
Approval of Contract#22-378--19 will allow the Contractor to continue providing services through
June 30,2004.

We are requesting a renewal of contract#22-378-18 with The Perinatal Council,.tht agency
which provides services to accomplish the mandated scope of work for the Black Infant Health
Program,a state-ftded project, This renewal is being;submitted late as a.result of the current
State budget situation,consultation with the State contract managers, and additional time
necessary to assume accuracy of the budget plan for the agency in the current fiscal year. This
current budget is a placeho€der until we have clear confuTnation form the Stats regarding our
Allocation for 2003-04.
The State Department of Health Services, Maternal and Child Health Branch,has authorized us
to leverage Federal'Fide XIS to match State General Funds monies that have boon altercated to
the program. 'Mule this provides more funding for the program services,it makes the contract
negotiation process more difficult in order to ensure that we meet all State and Federal
Guidelines,
Billing to the State by the County will occur on a quarterly basis. 'Therefore, we will be paying
the contractor in arrears for expenses incurred in the previous quarter. Because of the necessary
delay in payment, we are requesting that an advance of 1/12 of the total contract payment limit
be;paid to the contractor upon execution of the contract.

John Muir/Mt. Diablo Behavioral Medicine Corporation has requested to be held harmless and

BACKG MMMASON S FOR RECOMNWNDAT10N S :
Chapter 633, Statutes of 1994, AB 757, authorized the transfer of state funding for Fee-For-
Service/Medi-Cal (FFS/MC) acute psychiatric inpatient hospital services from the Department of
.Health Services to the Department of Mental Health (DMH). On January 1, 1995, the DMH
transferred these funds and the responsibility for authorization and funding of Medi-Cal acute
psychiatric inpatient hospital services to counties that chose to participate in this program.
On July 23, 2002, the Board of Supervisors approved Contract #24-7948(1) with Mt. Diablo
Medical Pavilion for the period from July 1, 2002 through June 30, 2003, for the provision of
inpatient psychiatric hospital services to County-referred children and adolescents.
Approval of Contract#24-794--8(2)will allow the Contractor to continue providing services through
June 30,2004.
