SUBJECT: Pleasant Hill BART Property Development Negotiations
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Redevelopment Director to execute a Second Amendment to Consulting
Services Agreement with Allan D. Kotin and Associates,effective November 1,2003,to increase the payment limit
by$48,000 to a new payment limit of$110,500 to provide lease financial advisory services,with an extended term
through October 31, 2004.
FISCAL IMPACT
No General funds involved. The Redevelopment Agency has budgeted the necessary funds to cover the
additional costs.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The County,the Redevelopment Agency, and BART recently approved the creation of a joint powers authority
the Pleasant Hill BART Leasing Authority to act as the public body for a ground lease with the private developer
—Millennium Partners. Negotiations on the various business terms associated with the ground lease will occur
over the next 6-12 months. The recommendation will provide for the necessary financial advisory work to
complete this task.
