Trost for the purchase of parcel #096-041-026.
B. AUTHORIZE the Redevelopment Director to execute said Purchase and Sale Agreement on
behalf of the Redevelopment Agency.
C. APPROVE payment of $58,000 for said property rights and AUTHORIZE the Auditor-
Controller to issue a check in said amount payable to First American Title Company, 1850
Mt. Diablo Blvd., Suite 300, Walnut Creek, CA 94596, Escrow No. 21317 to be forwarded to
the Real Property Division for delivery.

D. DIRECT the Real Property Division to have the above referenced Grant Deed recorded in the
Office of the County Recorder.
E. DETERMINE that the activity, acquiring real property, is exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15061 (b) (3) of the CEQA guidelines;
and Direct the Redevelopment Agency to arrange for payment of the $25.00 handling fee to
the County Clerk for filing of the Notice of Exemption

The activity is funded by Contra Costa County Redevelopment Agency (100%). No General Fund
money was used on this project.

The Bay Point Redevelopment program has focused attention on the North Broadway neighborhood.
Comprehensive infrastructure improvement, code enforcement, and infill housing are being
coordinated to maximize impact. The subject property, located within the North Broadway
neighborhood, has been offered for sale by Mr. Trost. The Agency recently purchased the adjacent
property from Pacific Community Services, a non-profit agency. This land assemblage has potential
for development of infill housing Within the North Broadway neighborhood, thus furthering the goals of
the redevelopment Plan and the County General Plan..
On July 22, 2003, the County Planning Commission determined the acquisition of the subject
property is in conformance with the County General Plan.

IN THE UNINCORPORATED AREA OF BAY POINT
ALONG NORTH BROADWAY AVENUE
BY THE CONTRA COSTA COUNTY REDEVELOPMENT AGENCY

STAFF REPORT
This is a public hearing to consider the General Plan conformance of a proposed
acquisition by the Contra Costa County Redevelopment Agency of a parcel (Assessor
Parcel No. 096-041-026) totaling 15,500 sq. ft. located at 187 North Broadway Avenue,
North Broadway, Bay Point. (CT 3141.01)
Section 65402 of the California Government Code requires a finding regarding the
General Plan conformance of any public project that involves the acquisition or disposal
of real property, or the authorization or construction of a building or structure.
The Contra Costa County Redevelopment Agency is pursuing acquisition of the parcel,
adjacent to two recently acquired parcels to create a development site, of approximately
45,250 sq. ft., for the proposed development of a 5- to 7-lot single-family residential
project.
CEQA STATUS
The proposed project entails the acquisition of property by the Redevelopment Agency
for development of infill housing project. The subject parcel was included in the area
evaluated under the Environmental Impact Report prepared by the Redevelopment
Agency in 1987 for the Bay Point (West Pittsburg) Redevelopment Plan and the
Environmental Impact Report prepared for the Contra Costa County General Plan
(1991).
GENERAL PLAN
The subject parcel has a General Plan designation of Single-Family Residential -- High
Density (SH), which allows a density of 5 to 7.2 units per acre. The Redevelopment
Agency intends to issue a Request for Proposals to develop the merged site.
Development of the site will further the goals of the Redevelopment Plan by

encouraging the development of new housing on infill sites, as well as goals of the
Housing Element related to the provision of housing sites.
RECOMMENDATION
Staff recommends the Commission find that the acquisition by the County
Redevelopment Agency of the parcel along North Broadway Avenue in Bay Point
(comprising of APN:096-041-026)for the purpose of developing an infill housing project
to be in conformance with the County General Plan, because it is consistent with the
"SH" land use designation and supports the implementation of a program action relating
to infill housing in the Housing Element. It is worth noting that the acquisition of the
subject site for the eventual development of a single-family residential project would
help fulfill a key action described in the implementation plan for the Redevelopment
Project relating to the North Broadway area of Bay Point.
