BACKGROUND/REASONS FOR RECOMMENDATIONS On October 15, 2003 the U.S. Department of Housing and Urban Development(HUD)published a notice of funding availability(NOFA). HUD is providing $6.5 million in deobligated HOME Investment Partnership Act (HOME) funds. Through this NOTA, eligible entitlement jurisdictions may apply for$5001,000 in HOME funds. These funds roust be used by designated Community Development Housing Organizations (CHDOs)to develop permanent supportive housing for chronically homeless households. SPECIFIC REQUEST(S) OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION f S): APPROVE and AUTHORIZE the Community Services Director or designee to accept a Financial Assistance Award from the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount of $538,524 for Early Head Start Program services for the period from January 1, 2003 through December 31, 2003. FINANCIAL IMPACT: This award is funded by the U.S. Department of Health and Human Services, Administration for Children and Families (ACF). Funding is included in the Community Services Department's FY 2003-04 Budget. County, as Grantee, is required to generate a 20% non-federal, in-kind, non-cash match in the amount of$134,631. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start/Early Head Start Program supports two of Contra Costa County's community outcomes: "Children Reddy for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low- income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/13ACKGROUND: On June 3, 2003, the Board of Supervisors approved the submission of a grant application to the U.S. Department of Health and Human Services, Administration for Children and Families for Early Head Start Program services. San Diego State University Foundation has requested to be held harmless and indemnified as part of their standard for approval of the Agreement with the County. Except for funding this Project, San Diego State University will have no direct involvement in the implementation of this Project. Therefore, in the view of County Risk Management this indemnification will create a minimal potential loss. The Health Services Department desires to expedite approval of the Agreement as written. FINANCIAL.IMPACT: Acceptance of this Grant Award Agreement will result in $12,000 from the San Diego State University Foundation. No County funds are required. BACKGROUNDIREASOWS) FOR RECOMMENDATIONM: The rate of bicycle injuries to children in the City of San Pablo is much higher than the County injury rate. This Project will consist of a partnership between the County's Health Services Department and City of San Pablo to provide bicycle safety education including, but not limited to, studying the rate of helmet use, enforcing the California Helmet Law, developing local ordinance for increasing fines in school zones and marketing Kid's Plate license plates. This Project will coordinate existing tobacco cessation efforts and develop collaborative countywide efforts to reduce environ- mental tobacco smoke exposure among children, ages 0-5 . Reasons for.Recommendations and Background: Proposition 12 was passed by the voters in March of 2000 providing $800 million statewide for local park assistances grant programs; $385 million of the total Proposition 12 program funds are allocated to counties, cities and special districts on a population based formula. The allocations were released in April 2001 and jurisdictions have until June 30, 2004 to have fully executed contracts and June 30, 2009 to complete projects. The County will receive a total of $101,962 from the Roberti-Z'Berg-Harris Urban Open Space and Recreation Grant Program. IV. Consequences of Negative Action: The County will not be able to access the Proposition 12 Park Bond funds. BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on October 28, 2003 by the following vote: AYES: SUPERVISORS GIOIA, UILKEMA, GREENBERG, DESAULNIER and GLOVER NOES: NONE ABSENT: NONE ABSTAIN: NONE RESOLUTION NO. 2003/656 APPROVING THE APPLICANT TO APPLY FOR GRANT FUNDS FOR THE ROBERTI-Z'BERG-HARRIS URBAN OPEN SPACE AND RECREATION GRANT PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000 WHEREAS, the people of the State of California have enacted the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 which provides funds for the Roberti-Z'Berg-Harris Urban Open Space and Recreation Grant Program; and WHEREAS, the Legislature of the State of California has enacted the Roberti-Z'Berg-Harris Urban Open Space and Recreation Grant, which provides funds to certain political subdivisions of the State of California for acquiring lands and for developing facilities to meet urban recreational needs; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant program, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the Applicant's Governing Body to certify by resolution the approval of the Applicant to apply for the Roberti-Z'Berg-Harris Urban Open Space and Recreation Grant allocation, and WHEREAS, the Applicant will enter into a Contract with the State of California; NOW, THEREFORE,BE IT RESOLVED that the Board of Supervisors: 1) Approves the filing of an Application for local assistance funds from the Roberti-Z'Berg-Harris Urban Open Space and Recreation Grant Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000; and 2) Certifies that the Applicant has or will have sufficient funds to operate and maintain the project(s); and 3) Certifies that the Applicant has reviewed, understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4) Appoints the Public Works Director, or designee, as agent to conduct all negotiations, execute and submit all documents including,but not limited to Applications, agreements, payment requests and so on, which may be necessary for the completion of projects(s). BACKGROUND/REASONS FOR RECOMMENDATIONS The Community Development Department is the lead agency for the Environmental Review of the Conoco Phillips (Rodeo) Refinery Ultra Low Sulfur Diesel Project. The proposed project would(1) satisfy regulatory mandates by the U.S. Environmental Protection Agency requirement of December 2000 that the sulfur content in motor vehicle diesel fuel be reduced to less than 15 parts per million by June 1, 2006, (2) satisfy requirements of the California Air Resources Board of the Diesel Risk Reduction Plan, (3) allow the refinery to utilize a broader array of less expensive crude oils in their refining process (in compliance with environmental permit/regulatory requirements), and (4) increase of refinery crude processing capacity as well as making its operation more efficient. This amendment would allow an additional$96,910 for work beyond the limits of the approved scope and to cover the increased level of effort to respond to comment letters on the Draft EIR.
