r..* V3 i' CONTRA TO: BOARD OF SUPERVISORS •� COSTA PROM: John Sweeten,County Administrator COUNTY DATE: October 28,2003 SUBJECT: Joining the Clean Air Consortium SPECIFIC REQUEST(S)OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONN: AUTHORIZE the Chair, Board of Supervisors, to execute the Bay Area Air Management District's Clean Air Consortium voluntary agreement demonstrating Contra Costa County's commitment to reducing air pollution in the Bay Area. BACKGROUND/REASON(S)FOR RECOMMENDATIONN: The Bay Area Air Quality Management District has requested that Contra Costa County join the Clean Air Consortium (see attached Voluntary Agreement). Membership in the Consortium requires that the County take action to reduce pollution on "Spare the Air" days and to publicize our participation in the Clean Air Consortium. Participation would require action by the General Services Department, CCTV and the County Administrator's Office. All have indicated their ability and commitment to helping reduce pollution on"Spare the Air"days as discussed below. General Services Department Both the Ground. Maintenance and Facilities Maintenance divisions of the General Services Department are involved in activities which impact air quality and have been modifying work practices for a number of years to reduce ozone-producing emissions. AND COUNTY ADMINISTRATOR Julie Enea,CAO `^ ' r�'` , Dej i ty ' BACKGROUND/REASON(S)FOR RECOMMENDATIONS: Specifically,the following practices are employed: © On "Spare the Air" days, the Grounds Manager has instructed staff to do lawn mowing and extensive trimming early in the day(workday begins at 6:00 a.m.) and to do manual trimming, clean up, sweeping parking lots, etc. in the afternoon. a As a routine practice,vehicles are fueled at the end of the day. a GeneralServices has a limited number of battery operated tools that are used in lieu of gasoline powered tools, where appropriate. They are in the process of obtaining a battery operated lawn mower and blower. Generally, however, these tools do not have the commercial application required for most County and Special District work. • Facilities Maintenance and Grounds Maintenance are both four day per week operations, so there is no emission-producing activity on Fridays, with the exception of emergency call back work. The following practices will be employed in Facilities Maintenance: o Parking lot painting/striping will be rescheduled, unless doing so would result in significant safety issues or inconvenience for the public. • Large painting jobs will be rescheduled inmost instances. Projects"in progress"when a"Spare the Air" day occurs would likely need to be continued,but each will be evaluated on a case-by-case basis. • Emergency generator testing will be rescheduled to non "Spare the Air" days, except where doing so would cause significant operation issues(e.g., DoIT has a special procedure for generator testing.) Eliminating all driving, fueling or use of gasoline powered equipment is not practical for the General Services Department, as there would be a significant reduction in productivity and an increase in costs. There is no alternative work for employees in the Grounds Division to perform, and the use of hand-held tools results in a higher frequency of repetitive motion injuries, in addition to loss of productivity. There would be additional costs to complete the work, with overtime likely in order to complete maintenance work required in both Grounds and Facilities. CCTV CCTV also currently supports"Spare the Air"days. They receive notices by e-mail the day before and put those notices on County Net, the interactive electronic bulletin board. CCTV is also planning on putting this information on CCTV between programs. In addition, CCTV has suggested that they could also take the following actions to support the Clean Air Consortium: )% place a short ad in "County Clips" next May reminding County employees to watch CCTV for "Spare the Air"day notices and giving tips about what to do on those days; ➢ publicize the County's participation in the Consortium and County accomplishments as part of an "At Your Service"CCTV program. Contra Costa County Internet Site The County Administrator's Office could, and would be willing to, post the "Spare the Air" notices on the County's internet site, upon prior day e-mail notification from the Air Board of a "Spare the Air" date. The notice would be placed as an"alert"with a link to an Air Board flyer. In addition, the Consortium requested designation of a point person to contact for information about County activities. Since the General. Services Department would be primarily involved in changing their work practices, it is suggested that the contact be from the General Services Department.
