then promoted to Police Officer in 1974, promoted to Police Corporal in 1983, promoted to Police Sergeant in 1987,
promoted to Police Lieutenant in 1996 and was then promoted to Police Captain in 2003;and

NOVEMBER 2, 2003 AS
"ARTS AND CULTURE RECOGNITION DAY
IN CONTRA COSTA COUNTY"
WHEREAS, October is recognized as Arts and Culture Month throughout the United
States; and
WHEREAS, it is a time for celebrating the contributions that arts and culture make to the
enrichment of the lives of citizens everywhere; and
WHEREAS,arts and culture organizations and events contribute significantly to the
economic prosperity and growth of Contra Costa County; and
WHEREAS,the Arts and Culture Commission of Contra Costa County is dedicated to
advancing the arts in a way that promotes communications, education, appreciation and collaboration
throughout the county, as well as stimulating creative growth in a community that preserves and
celebrates diverse cultural expression; and
WHEREAS, the Arts and Culture Commission of Contra Costa County has initiated a
program to recognize individuals who have made significant far-reaching contributions over the years to
arts and culture in our community,
NOW, THEREFORE, RE IT RESOLVED THAT the Board of Supervisors of Contra
Costa County in supporting the celebration of Arts and Culture Month, declares November 2, 2003 as
Arts Recognition Day in Contra Costa County
and salutes the Arts and Culture Commission's honorees in its 8th Annual Arts Recognition Awards:
Slob Athayde, Music Director of Stanley Intermediate School in Lafayette; Max Horn, Folk Art
Preservationist from Martinez; Fred Davis Jackson, Director of Neighborhood House in Richmond;
Diane Kamrin, Director and Founder of Stars 2000 in Pleasant Hill;and Helen Means,founder of the
Onstage Theater Company in Pleasant Hill.
