CountyDATE: October 21, 2003 �A�`�'�`� , 76 SUBJECT: Downtown EI Sobrante Land Use Planning Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVEand AUTHORIZE the Redevelopment Director, or designee, to execute a contract with LCA Town'Planning and Architects, effective October 20, 2003 through June 30, 2004 for land use planning and community outreach services relative to Downtown El Sobrante General Plan Amendment in an amount not to exceed $151,500. FINANCIAL IMPACT: None. The Redevelopment Agency will utilize funds previously loaned to it by the County. BACKGROUND: In January, 2002 the Board of Supervisors accepted the Downtown El Sobrante Transportation and Land Use Plan, and directed County staff to proceed with required amendments to the County General Plan, and to initiate a mechanism for implementation, namely initiating a redevelopment plan adoption process. In the fall of 2002 those processes were engaged, and many community meetings held. In the course of the proceedings it became apparent that a community consensus on land use issues did not yet exist. As a result, it was determined that the redevelopment pian adoption process should be suspended, and a land use planning program with a significant community'outreach program be undertaken. The recommendation addresses this identified need. The process for selecting a recommended consultant was done through a competitive RFP process, and follow-up interviews by representatives of the Community Development Department, the District I office, and the El Sobrante Chamber of Commerce.
