SUBJECT: LEASE FOR THE PREMISES AT 825 ARNOLD DRIVE, BAY#3, OS3
MARTINEZ, FOR THE HEALTH SERVICES DEPARTMENT

SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. APPROVE a Luse, commencing November 1, 2003 and ending April 30, 2005, with Balco
Properties for the premises at 825 Arnold Drive, Bay #3, Martinez, for occupancy by the Health
Services'Department, under the terms and conditions more particularly set forth in the Lease.
2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Lease on behalf
of the County and to EXERCISE any options to extend the Lease.
3. DETERMINE that the project is a Class la Categorical Exemption under the California
Environmental Quality Act (CEQA).
4. DIRECT the Director of Community Development, or designee, to file a Notice of Exemption with
the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the
payment of the handling fees to the Community Development Department and County Clerk for
filing of the Notice of Exemption.
FINANCIAL IMPACT
The rent for 825 Arnold Drive, Bay ##3 is $1,440 per month, or $.80 per square foot for the 1,800
square foot warehouse office space. The Health Services Department will fund the $11,200 required
for the remaining eight months of this fiscal year from its operating budget.

BACKGROUND
The Health Serves Department-Medical Information Systems has occupied 1,800 square feet of
leased storage/office space at 825 Arnold Drive, Bay 4 and Suite 114 since May 1, 2000. They now
require additional space to accommodate computer equipment and staff. Bay #3, which shares a
common wall with Bay 4 and is comprised of 1,800 square feet storage/office space has became
available. The lessor will create an opening in the common wall to connect Bays 3 and 4. The term of
the lease and extension options for Bay 3 is coterminous with that for Bay 4. The County has
options to extend for both Bays 3 and 4 through April 30, 2011.
