Contra Costa Association for Retarded Citizens,Inc. ,

RECUMMENDATIONM:
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf
of the County, Novation Contract #24-707-43 with Contra Costa Association for Retarded Citizens, Inc., a
non-profit corporation,in an amount not to exceed$480,341, to provide a day treatment program for high risk,
delayed, or emotionally disturbed children at the Lynn Center for the period from July 1, 2003 through June
30, 2004. This Contract includes a six-month automatic extension through December 31, 2004,in an amount
not to exceed$240,170.
FISCAL IMPACT:
This Contract is funded 49% by Federal Medi-Cal Revenue, 19.5% by State EPSDT, and 31.5% by Mental
Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready
For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an
increase in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale(CAFASI)and placement at discharge to a lower level of care.
BACKGROUND RLASON S FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides a day treatment program for
preschoolers with measurable delays in interpersonal, social/emotional, language and cognitive development
for children who are at risk for such delays, included are abused, developmentally delayed, emotionally
disturbed and: environmentally deprived children who do not meet the criteria for any categorical funding
source for services.
Can July 23, 2002, the Board of Supervisors approved Novation Contract #24®70741 (as amended by
Administrative Amendment Agreement #24-707-42) and on December 17, 2002, the Board of Supervisors
approved Contract 24-838-8 with. Contra Costa Association for Retarded Citizens, Inc. for the period from
July 1, 2002 through June 30, 2003, (which included a six-month automatic extension through December 31,
2003)for the provision of EPSDT and day treatment programs for high risk, delayed, or emotionally disturbed
children.
Approval of Novation Contract #24-707-43 combines the services previously provided under Contracts
#24-707-41 and #24-838-8, replacing the automatic extensions under the prior Contracts and allowing the
Contractor to continue providing services through June 30,2004.

Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of
the County, Novation Contract #24--705-48 with We Care Society, Inc. (dba Barbara Milliff Center), a non-
profit corporation, in an amount not to exceed $693,700, to provide day treatment services for high risk,
delayed or emotionally disturbed children for the period from July 1, 2003 through June 30, 2004. This
Contract includes a six-month automatic extension through December 31, 2004, in an amount not to exceed
$346,600.
)FISCAL IMPACT:
This Contract is funded 50%by Federal Medi-Cal Revenue, 17% by State EPSDT, and 33%by Mental Health
Realignment.

through June 30, 2003, (which included a six-month automatic extension through December 31, 2003) for the

Approval of Novation Contract #24-705-48 combines the services previously provided under
Contract#24-838-8 and#24-705-46,replacing the automatic extensions under the prior Contracts and allowing

behalf of the County, Contract #27-305-7 with Patricia. Carson Sussman, M. S. a self-employed
individual, in an amount not to exceed $93,800, for the period from October 1, 2003 through
September 30, 2004, for consultation and technical assistance to the Department with regard to
Contra.Costa Health Plan Projects.
FISCAL IMPACT:
This Contract is 100%funded by Contra Costa Health Plan member premiums.
BACKGROUNDAREASQN(S)FOR RECOMMENDATION(S):
In November 2002, the County Administrator approved, and the Purchasing Services Manager
executed Contract #27-305-5 (as amended by Amendment Agreement #27-305-6) with Patricia
Carson Sussman, M.S. for the period from October 1, 2002 through September 30, 2003, for the
provision of consultation and technical assistance to the Department with regard to Contra Costa
Health plan Projects.
Approval of Contract #27-305-7 will allow the Contractor to continue to provide consultation and
technical assistance with regard to evaluation, organizational development, and reorganization of the
Marketing, Member Services, and Outreach and Retention staff'and functions, in order to maximize
efficiency,productivity,and member satisfaction through September 30, 2004.

FISCAL. IMPACT:
This Contract is funded by Contra Costa Health Plan (Health Plan) member premiums. Costs depend upon
utilization. As appropriate, patients and/or third party payers will be billed for services.
BACKGRQUND/REAS0N(S)FOR RECOMMENDATIONfS3:
The Health Plan has an obligation to provide certain specialized professional health care services for its
members under the terms of their Individual and Croup Health Plan membership contracts with the County.
In October 2002, the County Administrator approved and the Purchasing Services Manager execute Contract
#27-417-3 with Mary Davenport, M.D., for the period October 1, 2002 through September 30, 2003.
Approval of Contract #27-417-4 will allow the Contractor to continue to provide professional OB/GYN
services for Contra Costa Health Plan members, through September 30, 2004.
