SUBJECT: AUTHORIZATION TO EXECUTE A CONTRACT FOR COMPUTER
TECHNICIAN AND NETWORK SUPPORT SERVICES 7
Specific Request(S) or Recommendation (S) & Background and Justification
RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Department Director or designee to
execute contract#38-598-11 with Michael Liu in the amount of$32,000 for the provision of
computer technician and network support services for the period from November 1, 2003
through April 30, 2004.
FINANCIAL IMPACT:
This contact is handed through administrative portions of State and federal grants. Funding
for this contract is included in the Community Services Department's FY 2003-04 Budget.
There is no net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development.Division supports two of Centra
Costa. County's community outcomes: "Children Ready for and Succeeding in School"
and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition, and health to low-income children throughout Contra Costa County,
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Contractor shall provide computer technician and network support services for the Contra
Costa County Community Services Department. Services will include but will not be
limited to LAN/WAN maintenance and support, computer and hardware/software upgrade
installations,training, computer and network inventory, staff network and computer
application support.
Approval of this contract will allow for continued computer technician and network
support services.

RECOMMENDATL N(S):
Approve and authorize the Health Services Director, or his designee (Adana Henry) to execute
on behalf of the County, Novation Contract #74-084-4 with Ujima Family Recovery Services, a
non-profit corporation, in an amount not to exceed $490,412, to provide CalWORKs Perinatal
Treatment services for women at The Rectory for the period from July 1, 2003 through June 30,
2004. This Contract includes a six-month automatic extension through December 31, 2004, in an
amount not to exceed$245,206.
FISCAL IMPACT:
This Contract is funded 100% by State CalWORKs funds through the Department of Employment
and Human Services..
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse treatment program supports the Board of Supervisors' "Families that
are Safe, Stable, and Nurturing" community outcome by providing parenting education, stability,
and safety for mothers (and their children) and pregnant women who are alcohol and drug
dependent, while they are in substance abuse treatment. Expected outcomes include delivery of
drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of
relapses, and creation of a sober social network.
BACKGROUND/REASON(S)FOR RECOMMENDATIONS):
This Contract meets the social needs of County's population in that it provides family-centered
alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal
substance abuse and improve birth outcomes.
On July 23, 2002, the Board of Supervisors approved Novation Contract #74-084---3 with Ujima
Family Recovery Services for the period from July 1, 2002 through June 30, 2003, (which included a
six-month automatic extension through December 31, 2003)for the provision of perinatal residential
treatment services for CalWORKs participants at Contractor's facility known as The Rectory.
Approval of Novation Contract #74-084-4 replaces the automatic extension under the prior
agreement and allows the Contractor to continue providing services through June 30,2004.

RECONIWNDATION(S):
Approve and authorize the Health Services Director, or his designee (Adanna Henry) to execute on behalf
of the County, Novation Contract#24-513-28 with New Connections, a non-profit corporation,in an amount
not to exceed $400,020, to provide substance abuse prevention, intervention and treatment services for the
period from July 1, 2003 through June 30, 2004.
FISCAL IMPACT:
This Contract is funded 100% by Federal Prevention set aside and Substance Abuse Prevention Treatment
(SAPT)Block Grant.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of Supervisors'
"Families that are Safe, Stable, and Nurturing„ and"Communities that are Safe and Provide a High Quality of
Life for Children and Families" community outcomes by providing individual, group, and family counseling;
substance abuse education; rehabilitation support services; and substance abuse prevention services.
Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol,
tobacco and ether drugs; increased use of community-based resources; and increased school and community
support for youth and parents in recovery.
BACKGROUNDIREASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides specialized substance abuse
treatment and prevention programs so that addicted youth are provided an opportunity to prevent or recover
from the effects of alcohol or other drug use,become self sufficient, and return to their families as productive
individuals.
On July 16, 2002, the Board of Supervisors approved Contract #24-513-25 (as amended by Administrative
Amendment Agreements #24-513-26 and #24-513-27) and Contract #24-806-13 (as amended by
Administrative Amendment Agreements #24-806-14 and #24-806-15) with New Connections, for the period
from July 1, 2002 through June 30, 2003 (which included six-month automatic extensions through December
31, 2003), for the provision of drug abuse prevention and treatment services at Contractor's facilities in East
and Central County.
Approval of Novation Contract #24-513-28 combines the services previously provided under Contract
#24-513-25 (as amended by Administrative Amendment Agreements #24-513-26 and #24-513-27) and
Contract #24-806-13 (as amended by Administrative Amendment Agreements #24-806-14 and #24-806-15)
replacing the automatic extensions under the prior Contracts and allowing the Contractor to continue providing
services through June 30, 2004.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Novation Contract #24-602-23 with Seneca Residential and Day Treatment
Center,Inc., a non-profit corporation,in an amount not to exceed$319,375, to provide intensive day
treatment services for County-referred minors for the period from July 1, 2003 through June 30,
2004. This Contract includes a six-month automatic extension through December 31, 2004, in an
amount not to exceed$159,687.
FISCAL IMPACT:
This Contract is funded 50% by Federal Medi-Cal, 45% by State EPSDT funds, and 5% by a
required County Match.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors' community outcomes: "Children Ready
For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities
that are Safe and Provide a High Quality of Life for Children and Families". Expected program
outcomes include an increase in positive social and emotional development as measured by the
Child and Adolescent Functional Assessment Scale(CAFAS).
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides a multi-disciplinary
treatment program as an alternative to hospitalization for minors who need active psychiatric
treatment for acute mental, emotional or behavioral disorders.
On January 14, 2003, the Board of Supervisors approved Contract #24-602-20 (as amended by
Contract Amendment Agreements #24-602-21 and#24-602-22) with Seneca Residential and Day
Treatment Center, Inc., for the period from January 1, 2003 through June 30, 2003, (with a six-
month automatic extension through December 31, 2003) for the provision of intensive day
treatment for County-referred minors.
Approval of Novation Contract #24-602-23 replaces the automatic extension under the prior
agreement and allows the Contractor to continue providing services through June 30, 2004.

corporation, in an amount not to exceed$836,558, to provide specialized mental health services to children and
their familiesin West County for the period from. July 1, 2003 through June 30, 2004. This Contract
includes a six-month automatic extension through December 31,2004, in an amount not to exceed$418,279.
FISCAL IMPACT:
This Contract is funded 49% by Federal Medi-Cal Revenue, 22% by State EPSDT, and 29% by Mental
Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This program',supports the following Board of Supervisors' community outcomes: "Children Ready For and
Succeeding in School,', "Families that are Safe, Stable, and Nurturing", and"Communities that are Safe and
Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase
in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and a decrease in out-of-home placements as measured by mental health and
social services statistics.
BACKGROUND/REASON(S3 FOR RECOM NDATION(S):
This Contract meets the social needs of County's population in that it provides mental health services in West
County to keep clients with their families in the community and out of higher levels of care.
On January 7, 2003, the Board of Supervisors approved Contract#24-308-27 (as amended by Administrative
Amendment Agreement #24-308-28) and Contract #24-836-9 with Early Childhood Mental Health Program
for the period from January 1, 2003 through June 30, 2003, (which included a six-month automatic extension
through December 31, 2003) for the provision of EPSDT and Day Treatment services to children in West
County.
Approval of Novation Contract #24-308-29 combines the services previously provided under Contracts
#24-308-27 and #24-836-9. replacing the automatic extensions under the prior Contracts and allowing the
Contractor to continue providing services through June 30,2004.
