SUBJECT: Agreement to Provide Airborne Law Enforcement Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUS-MCATION
1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute an Agreement on behalf
of the County with the City of Vallejo in an amount not to exceed $150,000 to provide airborne
law enforcement services for the period of July 1, 2003 through June 30, 2004.
II. FINANCIAL IMPACT:
NONE. The agreement with the City of Vallejo will provide revenue to offset costs of
operating the Air Support Unit.
III. BACKGROUND:
The County's Office of the Sheriff is responsible for providing law enforcement services within
its jurisdiction, and has two helicopters available to assist in the provision of these services.
These helicopters are capable of responding to requests from ground based law enforcement
personnel. The City of Vallejo seeks the services of the County's law enforcement helicopter
services to assist in Vallejo's provision of law enforcement services in its jurisdiction.

The County's Employment and Human Services Department(EHSD)received notification from the State of California
Employment Development Department(EDD)that a modification to the Workforce Investment Act(WIA)Subgrant
Agreement R380501-04 is awarded which adds Title I WIA 25%Rapid Response"Bridge"funding and Title i WIA 15%
"Incentive"funding to the subgrant.
The County's EHSD serves as the fiduciary agent for these funds and this action will permit EHSD to execute the
subgrant agreement,on behalf of the WDB,and receive the grant funds. The WIA 25% "Bridge"funds are allocated for
the PY 2003/2004 Rapid Response funding so local areas may continue to deliver ongoing WIA Rapid Response
services. The WIA 15% funding provides"Incentive"award for exemplary performance in PY 2001/2002 which are
allocated for 2002 through 2005 and are used for any activities allowed under the Workforce Investment Act(WIA),
Title 1-B.

BACKGROUND-

A .KGROUNThis action permits the County's Employment and Human Services Department(EHSD) serving as the fiduciary agent,
on behalf of the Workforce Development Board(WDB),to seek additional Title I WIA Rapid Response funding from the
State of California Employment Development Department(EDD)for program year 2003/2004. The additional funds will
assist dislocated workers to transition to new employment and support other Rapid Response activities,which include
business visitation to identify job retention,incumbent worker training, and layoff aversion strategies in Contra Costa
County.

RECOMMENDATION tS;~:
APPROVE and AUTHORIZE the Community Services Director or designee to
execute and submit Standard Service Agreement 47-787 With First 5 Contra Costa
Children and Families Commission in the amount of $243,000 for Home Visiting
Program Services for the period from July 1, 2003 through June 30, 2004.
FINANCIAL IMPACT:
This contract is funded through the Proposition 10 allocation administered by the
Children and Families Commission. Funding for this contract is included in the
Community Services Department's FY 2003-04 Budget. There is no net County
cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including Nigh quality early
childhood education, nutrition, health, and social services, along With a strong
parent involvement focus, to IoW-income children throughout Contra Costa
County. The overall goal of the program is to bring about a greater degree of
social competence in preschool children from low-income families.
REASONS FOR RECOM'MENDATIONSIBACKGROUND:
The Home Visiting Program goal is, in partnership With parents, caregivers,
communities, public and private organizations, advocates and county government,
to foster the optimal development of children, zero to five years of age. The
program supports a comprehensive, integrated set of sustainable programs,
services and activities designed to improve the health and well-being of children,
advance their potential to succeed in school, and strengthen the ability of their
families and caregivers to provide for their physical, mental and emotional growth.
Approval of this contract will allow the Community Services Department to provide
Home Visiting Program Services to program eligiblefamilies' and c 40ren min

Approve and authorize the Health Services Director or his Designee
(Wendel Brunner) , to execute on behalf of the County, Interagency
Agreement #28-688-2 with West Contra Costa Unified School District, to
pay the County an amount not to exceed $7, 000, for the period from
November 1, 2003 through June 30, 2004, for the Outreach Immunization
Clinics for 5th and 6th Graders .
FINMCIA IMPACT:
Approval of this Interagency Agreement will result in $7, 000 to support
the Outreach Immunization Clinics, through June 30, 2004 . No County
funds are required.
REASONS FOR RECO ENU T10XS/HACKMO=:
In 1999, it became mandatory in California for students entering 7th
grade to have started the Hepatitis B vaccine series. In order to keep
students in school, West Contra Costa Unified School District has
requested from Contra Costa Health Services, Public Health Clinic
Services, to provide outreach immunization clinics at their middle and
elementary schools for their 5th and 6th graders, during the school
year. The first year was funded by a grant and succeeding years have
been and will be funded by West Contra Costa Unified School District .
On December 3, 2002, the Board of Supervisors approved Interagency
Agreement #28-688-1 to implement the Outreach Immunization Clinics,
through June 30, 2003 . Approval of this Interagency Agreement #28-688-
2 will allow the County to continue immunization services through June
30, 2004 .
