APPROVE resolution reducing the hours of two Painter positions in the General Services Department from (40/40) to (20/40) in order to reduce the impact of a layoff. FINANCIAL IMPACT The cost savings as a result of this action (equivalent to a reduction of one Painter FTE) is $95,127, with a Net County Cost savings of$27,900. BACKGROUND This action is part of the General Services Department's budget reduction for FY 2003/04. The Department originally proposed the layoff of two Painter positions due to budget reductions and reduced workload. One of these positions was abolished by the Board of Supervisors on September 16, 2003 and the layoff was effective October 1, 2003. To mitigate the impact of the second layoff, two painters agreed to voluntarily reduce their hours to part time positions. The reduction in hours will be effective November 1, 2003. The Board has considered the financial impact on the General Services Department due to reduced workload , and has considered the position and staff reduction/retention plains submitted by the Department. 2. In order to keep expenditures within available funding, it is necessary to accept, voluntary reduction in hours from 40 to 20 hours per week for the positions described in the list attached hereto. Said list is incorporated herein by reference, and the hours of said positions are hereby reduced effective November 1, 2003. 3. The Director of General Services shall give notice to the affected employees of the Board's action and will advise employees of the reassignment procedure to be followed to obtain reassignment back to their former status at the time of the workforce reduction. 4. The Employee Relations Officer shall give notice of this Resolution to recognized employee organizations representing employees impacted by this action. 5. To the extent that the subjects of this Resolution are within the scope of representation pursuant to the Meyers-Milias-Brown Act (Government Code Section 3500 et seq.), this Board offers to meet with recognized employee organizations upon request concerning this Resolution. 6. Recognized employee organizations may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect to the Resolution or resulting layoffs. This authorization and direction is given without prejudice to the Board's right to reduce or terminate the operations and services of the County and of Districts governed by this Board, and to eliminate classes of employees or positions as involving the merits, necessity, or organization of services or activities of the County or districts governed by the Board and not within the scope of representation. 7. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring with recognized employee organizations.
