This action is consistent with that policy. On September 10, 2002, the Board approved the transfer of $151,078 from the Park Dedication Trust Fund to finance a number of improvements to Boeger, Hickory Meadows, Lynnbrook and View Point parks in Bay Point (Bay Point Parks Renovation Project). The engineer's estimate for the removal and replacement of the playground equipment and installation of minor landscaping at the four parks was $154,705. On July 8, 2003, the County opened bids for this project-two bids were received,the lowest being$228,305 or approximately $74,000 over the estimate. On August 5, 2003, the Board voted to reject all bids and re-bid the project. The new bibs were opened on September 2, 2003. This time the low bid for construction is $204,421. Although the low bid is still approximately $50,000 over the engineer's estimate, Public Works believes that re-bidding the project will not result in a significantly lower bid and therefore recommends moving ahead with the project. The total cost of this project is estimated at$365,000(including design/engineering,cost of bidding, inspections and contingency). Any unspent contingency funds will be returned to the Park Dedication account. In addition to the Park Dedication money, Proposition 12 ($65,000) and Zone 3 ($10,000) funds will be used to finance the project.
