SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMA'LENDATION(S):
Approve and authorize the Health Services Director, or his designee (Adanna Henry) to execute
on behalf of the County, Novation Contract #74-078-4 with Bi-Rett Corporation, a non-profit
corporation, in an amount not to exceed$254,020,to provide perinatal treatment services for women
at Wollam House for the period from July 1, 2003 through June 30, 2004. This Contract includes a
six-month automatic extension through December 31, 2004, in an amount not to exceed$127,010.
FISCAL,IMPACT:
This Contract is funded by CalWOREs funds through the Department of Employment and Human
Services.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse perinatal program supports the Board of Supervisors' "Families that
are Safe, Stable, and Nurturing"community outcome by providing parenting education, stability, and
safety for mothers (and their children) and pregnant women who are alcohol and drug dependent,
while they are in substance abuse treatment. Expected outcomes include delivery of drug-free
babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and
creation of a sober social network.
BACKGROUND/REASON(S)FOR RECOM11?IENDA'TION(5):
This Contract meets the social needs of County's papulation in that it provides family-centered
alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal
substance abuse and improve birth outcomes.
On December 17, 2002, the Board of Supervisors approved Novation Contract#74-078-3 with Bi-
Bett Corporation for the period from July 1, 2002 through June 30, 2003, (which included a six-
month automatic extension through December 31, 2003) for the provision of perinatal residential
treatment services to County's CalWORKs clients.
Approval of Novation Contract #74-078-4 replaces the automatic extension under the prior
agreement and allows the Contractor to continue providing services through June 30,2004.

Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Novation Contract #74-4)44-8 with Lincoln Child Center, a non-profit
corporation, in an amount not to exceed $100,444, to provide Therapeutic Behavioral Services for
the period from July 1, 2403 through June 30, 2444. This Contract includes a six-month automatic
extension through December 31, 2404,in an amount not to exceed$54,000.
FISCAL LMPACT:
This Contract is funded 50 %v by Federal FFP' Medi-Cal funds, 47% by State EPSDT funds, and
3% by County Mental Health Realignment funds.
CHILDREN'S IMPACT STATEMENT:
This TBS Program supports the following Board of Supervisors community outcomes: "Children
ready for and succeeding in school", "Families that are safe, stable, nurturing"; and "Communities
that are safe and provide a high quality of life for children and families". Expected outcomes
include all goals identified by Children's Statewide System of Care guidelines including an increase
in school attendance as measured by school records, increase in positive social and emotional
development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS),
increase in family satisfaction - as measured by the Parent Satisfaction Survey, decreased use of
acute care system, and placement at discharge to a lower level of care.

Approve and authorize the Health Services Director, or his designee (Wendel Brunner, MD) to
execute on behalf of the County,Novation Contract#22-219-34 with Compass Group USA, Inc.,
a corporation, in an amount not to exceed $1,372,750,.'to provide meal services for County's Senior
Nutrition Program for the period from July 1, 2003 thrugh June 30, 2004. This Contract includes
a four-month automatic extension through October 31, 200f in an amount not to exceed$457,583.
FISCAL I1VIF'ACT:
This Contract is 100% federally funded, through the State, under Title III C-1 and Title III C-2 of the
Federal Older Americans Act of 1965. No County funds are required.
BACKGROUNTD/REASUMS)FOR RECOMMENDATION(S):
This Contractor was selected to provide meals for the Senior Nutrition Program through a
competitive bid process conducted by the County's General Services Department (Purchasing
Services).
This Contract meets the social needs of County's population in that it provides approximately
446,000 bulk, prepackaged, sodium restricted, and prepackaged frozen meals, on 250 County-
designated serving days, throughout the County, for elderly, handicapped, and AIDS HIV diagnosed
citizens of Contra Costa County.
On July 16, 2003, the Board of Supervisors approved Novation Contract #22-219-32 (as amended
by Contract Amendment Agreement#22-219-33) with Compass Group USA, Inc., for the period
from July 1, 2002 through June 30, 2003, with a four-month automatic extension through October
31, 2003, for the provision of meal services for County's Senior Nutrition Program.
Approval of Novation Contract#22-219-34 replaces the four-month automatic extension under the
prior contract,and allows the Contractor to continue providing services through June 30,2004.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Novation Contract #74051-8 with Family Stress Center, a non-profit
corporation, in an amount not to exceed $300,000, to provide to provide Therapeutic Behavioral
Services for the period from July 1, 2003 through June 30, 2004. This Contract includes a six-month
automatic extension through December 31, 2004, in an amount not to exceed$150,000.
FISCAL EVIEPACT:
This Contract is funded 50 % by Federal FFP Medi-Cal funds, 47% by State EPSDT funds, and

Veterans Affairs
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Jeff Smith, M.D. ) , to execute on behalf of the County, Sharing
Agreement County #26-424-4, with the U.S. Department of Veterans
Affairs Northern California. Health Care System (VANCHCS) , in an amount
not to exceed $30, 000, for the period from October I, 2003 through
September 30, 2004, for the provision of Oncology services for patients
referred for treatment by Contra Costa Regional Medical Center.
FISCAL IMPACT:
This Contract is funded in the Health Services Department ' s Enterprise
I Budget . The services provided for the County' s patients under this
Contract are billable to patients and third party payers .
HACKGROlRRASON(S) FOR RECOMMENDATION"(S) :
For many years the County and U.S. Department of Veterans Affairs has
maintained a mutual sharing agreement which has made available to the
County specialized medical services not otherwise available due to lack
of resources, equipment, and personnel . These services included
specialized laboratory testing, radiology services, nuclear medicine
studies, CT scans, MRI ' s, dermatology, gastroenterology, urology,
audiology and speech, and ophthalmology services . The County provided
Emergency Room treatment and inpatient care, including certain
ancillary services, for VA-referred patients .
Under the terms of this Sharing Agreement #26-424-4 , VANCHCS will
provide Oncology services, including physician services of 24 hours on--
call, Tumor Board, and clinic support, to County' s patients at the VA
Outpatient Clinic in Martinez, through September 30, 2004 .
The Contract documents have always been prepared by the Veterans
Administration.
