SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or his designee, to accept the supplemental funding
allocation provided by the FY 20103 State Homeland Security Grant Program— Part 11 on behalf
of the Contra Costa County Anti-Terrorism Approval Body in an amount not to exceed $2,260,637
for the period ending October 31, 2004.
11. FINANCIAL IMPACT:
NONE. There are no cost-share or match requirements associated with this funding.
Ill. BACKGROUND:
Through the United States Department of Homeland Security, Office of Domestic Preparedness
FY 2003 State Homeland Security Program - Part 11, additional financial assistance is being provided
to Operational Areas to address equipment, training, planning, exercise, and administrative needs
of local first responders. In addition, funds are being provided for costs associated with increased
security measures at critical infrastructure sites for current and future periods of heightened threat.
The supplemental funding allocated to Contra Costa County is earmarked as follows: $1,693,362
to purchase specified equipment, $519,255 for training, and $68,000 for administrative costs to be
used for training course development.
Application for the primary FY 2003 State Homeland Security Program Grant required appointment
of the Anti-Terrorism Approval Body for Contra Costa County (Approval Authority). The Approval
Authority was designated by the California Office of Homeland Security and approved by Board
Resolution. The Approval Authority has met and agreed that all supplemental funding for training
will be used to present courses, approved by the Office of Domestic Preparedness, for awareness
and performance training that will be county specific and provided to all first responder disciplines.
The Approval Authority has also approved the recommended use of dedicated equipment funds
by fire, police, and emergency medical services to improve the level of multi jurisdictional response.

BACKGROUNDIREASONS FOR RECOMMENDATIONS
The City of Pittsburg has requested the County's assistance to perform Building Inspection

areas of plan review, inspections, and zoning/building violation investigations.These tasks
will be performed on an as needed basis. Specific reimbursement rates for inspection and
plan review services are detailed in the agreement. The County Building Inspection
Department already provides building inspection services in adjacent County communities.
This agreement will allow the County Building Inspection Department to continue to assist
the City.
Contra Costa County Building Inspection Department will provide the services consistent
with the guideline and procedures of the City of Pittsburg and applicable codes. The
Department will work closely with the City's Community Development Department in the
implementation of the building inspection services. This will require temporary
reassignment of one employee, but the Department does not anticipate the need to
augment Department staffing level.

The U.S. Department of Labor issued Workforce Investment Act(WIA)grant funding by formula to States for
distribution to local Workforce Investment Boards to fund employment and employment-related services,
including specific allocation for youth employment and occupational skills training. On March 7, 2000, the
Board of Supervisors (Item 0.157) authorized the County Five-Year WIA Plan for submission to the Governor
in order to apply for the formula WIA funds. The State of California Employment Development Department
(EDD) awarded the Contra Costa County Workforce Development Board(WDB) a grant of$1,224,071 in youth
formula allocation funds under the Title I WIA subgrant for Program Year(PY) 2003104. On August 20, 2003,
EDD awarded WDB an additional funding increase of$2,832,131 for Formula Adult and Dislocated Worker
programs incorporated in the Title I WIA subgrant for PY 2003/2044.
Contra Costa County Employment and Human Services Department(EHSD) serves as the fiduciary agent for
these funds. The funds received through this subgrant will be used to provide a wide range of educational,
employment, occupational training and other supportive services to eligible youth, adults, and dislocated
workers in Contra Costa County.

General funding to support the West County Emergency Shelter for Adults for FY
03-04.

RECOMMENDATION:
A. AUTHORIZE the Director of the Health Services Department or his designee to
accept up to and including $130,000 in City of Richmond general funding and enter
into a contract with the City of Richmond to perform all responsibilities in relation to
receipt of the funding and contracted provisions for receipt of operating funds for the
operation of the West County Emergency Shelter program.
FISCAL IMPACT:
No additional County funds required.
BACKGROUND:
The $130,000 requested in City of Richmond funding is necessary for the operation of
the West County Shelter program. Current funding sources are not adequate for
operation of the shelter at full capacity on a year-round basis.
The Health Services Department seeps funding to support an additional 25 beds (10
for persons exiting encampments, 15 for Richmond residents), which will bring the
West County Shelter to its full capacity of 100 beds.

RECOMMENDATIONS):
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to execute on
behalf of the County, Standard Agreement#29-395-19 with the State Department of Health Services, Office
of AIDS, to pay County in an amount not to exceed $6,734, for the County's AIDS Drug Assistance Program,
for the period from July 1, 2003 through June 30, 2004.
FISCAL IMPACT:
Approval of this agreement will result in an allocation of $6,734 from the State for County's AIDS Drug
Assistance Program (ADAP) for the period from July 1, 2003 through June 30, 2004.
The allocation will be used to cover the cost of certain drugs, plus dispensing fees, for eligible low income
persons with AIDS and/or AIDS related complexes. These funds may not be used to cover patient monitoring,
laboratory testing, or other medical services for persons receiving any of the drugs. The County may make
provisions for copayment by patients, commensurate with the patient's ability to pay.
BACKGROUND/REASON(S F�OR RECOMMENDATION(S):
Can August 13, 2002, the Board of Supervisors approved Standard Agreement#29395-18 with the State Office
of AIDS, to cover the cost of certain drugs which have been included in the AIDS Drug Program by the State
and determined by the U.S. Food and Drug Administration to prolong the life of a person with AIDS, for
eligible low income persons who are infected with HIV and/or persons with AIDS and related complexes who
meet certain criteria.
Approval of Standard Agreement#29-395-19 provides funding for County's AIDS Drug Program, based upon
actual and projected drug expenditures by the Department, through June 30, 2004.
Four certified and sealed copies of the Board Order should be returned to the Contracts and Grants Unit for
distribution to the State Department of Health Services.
