The Commission consists of 26 members. The Internal Operations Committee reviews nominations to the 20 At Large seats and their Alternate. Terms for all Commission seats are three years. The WDB has responsibility for overall workforce investment policy, a workforce development plan and oversight of the One--Stop Career Center system. Under the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 37 seats and 35 members (two members serve in a dual-capacity). The Internal Operations Committee (IOC) screens all WDB nominations. The IOC, at its October 6, 2003 meeting, reviewed and approved the nominations to appoint the aforementioned individuals, and recommends to the Board of Supervisors their appointment. As a candidate for membership Mr. King brings substantial program management, policymaking, and advocacy experience with Federally- funded vocational services for people with disabilities. With over twenty years management experience in Federally-funded employment training programs, including CETA, DTPA and now WIA, Mr King is both technically knowledgeable as well as a respected advocate for services to persons with disabilities. Recently promoted to President and CEO, Mr. King was employed by RSNC for fifteen years as Vice President and Executive Director of RSNC San Francisco Vocational Services. In this role he was responsible for managing vocational rehabilitation services for people with disabilities. Mr. King served on San Francisco's Workforce Investment Board and the WIB One Stop Committee and its Accessibility Taskforce, and prior to enactment of WIA he was a member of the Planning Committee for the San Francisco Private Industry Council. Several years ago he represented RSNC on the One Stop Management Committee for the Concord One Stop Center. Mr. King provided voluntary community leadership and advocacy as Chair of the San Francisco Mayor's Committee for Employment of Persons with Disabilities. He promoted program accessibility of EastBay _ _ Warks One Stop Center services by facilitating the Accessibility Taskforce of the Resource Committee. ? The Fish and Wildlife Committee consistsof ten appointees of the Board of Supervisors: one nominated by each Supervisor, and four At Large seats plus one Alternate nominated by the Internal Operations Committee. The Internal Operations Committee, on October 6, 2003, considered the recommendations of the Fish and Wildlife Committee to appoint the above named individuals to the Committee. The Internal Operations Committee has approved these nominations, but must recommend the appointment of Mr. Townsend with the specified conditions because the Alternate At Large vacancy has not yet been posted as required by law. Of these 10 total positions,five are nominated by individual members of the Board of Supervisors,and five are At-Large positions nominated by the Internal Operations Committee of the Board of Supervisors(including the"Alternate to At-Large"seat). One At-large seat became vacant due to the death of Mr. Frank Pereira who previously held that seat. The Fish and Wildlife Committee (FWC)met on August 20th,to consider a recommendation to the Board of Supervisors'Ad Hoc on filling an At-Large seat on the FWC. To solicit new applications, letters were sent to a mailing list of approximately 100 individuals as well as media sources. The Contra Costa Times published a brief article on the vacancy in early July. Nine new applications were submitted by the deadline, July 7, 2003. Two new applications were submitted after the deadline. The FWC also considered four applications that were submitted by a previous solicitation process in November 2002. Additionally, one application from the current "Alternate to At-Large"seat, Ms. Linda Hayes Sanders was considered. A total of 16 applications were reviewed at the June and July 2003 meeting. At the June meeting, four individuals were selected to be invited to conduct an oral interview session at the July meeting. Mr. James Towensend, Mr. Jerry Elledge, Mr. Ed Taapken and Mr. Bob Chapman came to the interview session on July 16, 2003. They shared their qualifications and interests in becoming involved with the Committee. After carefully reviewing all 16 applications as well as the interview session,the FWC concluded to recommend Ms. Linda Hayes Sanders to the vacant At-large seat(8-0 vote,one abstention). This will result in creating a vacant Altemate-to-At-Large seat. The FWC recommends Mr. James Townsend to the Alternate-to-At-Large seat(9-0 vote). GLOVER FROM: JULIE ENEA, St real Operations Committee SUBJECT: 1999 CHANGE IN T 'E IOC PROCESS FOR RECRUITMENT OF APPLICANTS FO ELECTED ADVISORY BODIES At yesterday's IOC meeting, you requested a copy of the documentation pertaining to the 1999 change in the procedure used by the IOC to recruit applicants for advisory body seats for which the IOC nominates candidates to the Board of Supervisors (typically At Large seats). Attached is a copy of a memo dated October 12, 1999 to selected advisory body staff communicating the new procedure. The IOC and the Boardof Supervisors subsequently amended the attached procedure to specify that recruitment should be conducted for all vacancies, including those for which the prior incumbent wishes to be reappointed. Recruitment procedures and ether guidance were published in the County's Advisory Body Handbook, which was distributed to advisory body staff at a training session held last October. Section 5 on Page 3 of the attached procedure pertains to the question you raised at yesterd'ay's meeting: "May the IOC interview some or all of the applicants and make its own recommendation to the Board of Supervisors?" According to the procedure, the IOC may conduct its own interviews and make its own recommendation to the Beard of Supervisors, notwithstanding the advisory body's recommendation. The IOC in 2002 identified three high profile advisory bodies for which it would recruit directly: Retirement Board, Planning Commission, and CCCFPD Advisory Commission. The Committee has, since 1999, attempted to limit the number of advisory bodies for which it directly recruits due to the significant amount of time and effort involved in recruitment. For your information, I have also attached a complete list of all the seats for which the IOC nominates candidates to the Beard of Supervisors. Our Committee is committed to insuring that our advisory bodies reflect the diverse racial, ethnic, sexual, geographic, and economic diversity of Contra Costa County and will review recommended appointments carefully to insure that this diversity is respected and is reflected in each advisory body. We have listed on the attached page those advisory bodies where the Internal Operations Committee has traditionally been involved in recommending appointments to the Board of Supervisors. For those advisory bodies for which you are responsible to provide staffing, we would like to ask that the advisory body and/or the staff to the advisory body be responsible for and undertake the following tasks, effective immediately: 1. Keep track of all vacancies and expiring terms of office on the advisory body. 2. Where terms of office are expiring: a. Contact the incumbent at least 60 days before the expiration date and determine whether the individual wishes to be reappointed. b. If the individual wishes to be reappointed, ask the individual to update his or her application to reflect any changes which have occurred since he or she last completed an application. C. Forward the updated application, along with the individual's attendance record for the past year to the County Administrator's Office, attention Claude Van Matter, Assistant County Administrator. 3. Where there is a vacancy or an incumbent chooses not to apply for reappointment: a. Forward the individual's letter of resignation or an indication that the individual does not wish to be reappointed or a memo indicating that the individual is not attending meetings and asking that the Board declare the seat vacant for lack of attendance to Claude Van Matter so the Board of Supervisors can officially create the vacancy. b. Issue a press release to the major newspapers in the County (with particular emphasis in Bast and West County) notifying the public of the vacancy. This should include a notice to Contra Costa Television (CCTV) so they can post the vacancy on their bulletin beard. The vacancy will also be posted on the County's website by the Clerk of the Board's Office, which will keep this website updated with a listing of all vacancies on all advisory bodies. 2 C. Undertake whatever additional recruitment is necessary or appropriate in order to interest individuals of various racial, ethnic, sexual and economic backgrounds and who are from various geographic areas of the County. d. Where there are specific eligibility criteria which members must meet, review the applications to insure that each individual meets all of the applicable criteria. e. Have the advisory body or a subcommittee of the advisory body screen and/or interview the applicants. f. Have the advisory body forward all of the applications that have been received (except for those who obviously do not meet one or more of the required membership criteria) and the advisory body's recommendations for appointments to the County Administrator's Office, attention: Claude Van Marter, Assistant County Administrator. 4. If our Committee concurs with the advisory body's recommendations, we will forward those recommendations to the Board of Supervisors for appointment action. We may decide to interview some or all of the recommended applicants before deciding to endorse the advisory body's recommendation. 5. If our Committee does not concur with the advisory body's recommendations, we will reserve the right to interview some or all of the applicants and make our own recommendation to the Board of Supervisors. It is important for the advisory body to understand that their recommendation for appointment is exactly that - a recommendation. Our Committee reserves the right to make our own recommendation to the Board of Supervisors based on our view of the extent to which the advisory body and the applicants reflect the diversity in the County and based on our judgment as to which applicants will best serve the advisory body and the program for which it is providing advice.
