The Affordable Housing Finance Committee advises the Board of Supervisors on the allocation of
approximately$4.5 million in HOME Investment Partnership Act and Community Development Block
Grant funds for affordable housing development in Contra Costa County. The Committee consists of
nine members,including three Community Representatives,three County Representatives and three City
Representatives. The three City Representatives are nominated by the cities in each sub Bion of the

County. All AHFC members are appointed by the Board of Supervisors to serve a three-year term. In
June 2003, seats for the West County cities,the County, and the Community expired. The East
County cities seat has been vacant since June 30, 2002.
Consistent with County policy, an open recruitment process was conducted to fill all vacancies. Four
applications have been received. The applications for the County and the Community representatives
will be forwarded to the IOC committee for consideration. Applicants for the city representative
positions are endorsed by the appropriate cities and forwarded to the Board of Supervisors for
approval.
Lori Trevino,a City of El Cerrito employee, has been an active member of the committee
representing the West County cities. She has provided valuable insight during her review of
applications for funding and would like to continue to serve. Community Development staff
surveyed the cities of El Cerrito, Hercules, Pinole and San Pablo to seek support to re-appoint Ms.
Trevino to the AHFC as the West County Representative. All four jurisdictions indicated support for
her reappointment to a new three-year term.
James Como, an employee with the Federal Reserve Bank of San Francisco, applied to represent the
East County cities. CDD staff contacted the cities of Antioch, Brentwood, Oakley, and Pittsburg to
seek support of his appointment to the committee. All four jurisdictions support this applicant.

SUBJECT: Resolution of the Redevelopment Agency of the County of Contra Costa
approving subordination of disposition and development requirements to
refinancing for the Park Regency development in the Pleasant Hill BART Station
Redevelopment Project Area.
The Contra Costa County Redevelopment Agency RESOLVED THAT:
The Agency and Park Regency Partners (the "Owner")have entered into a Disposition
and Development Agreement(the "DDA")pursuant to which Owner developed an 892 unit
apartment development(the "Development")in the Pleasant Hill BART Station Redevelopment
Project Area. The DDA has affordability restrictions that require that 134 of the units in the
Development be rented at affordable housing costs to persons and families of low and moderate
income.
The County of Contra Costa has previously issued bonds for the financing of part of the
costs of constructing the Development and obtained other private financing for the remainder of
the costs of construction of the Development. The Owner desires to refinance the existing debt
for the Development so as to lower the financing costs for the Development. In connection with
that refinancing, the County will issue new bonds and Owner will refinance the other private
financing for the Development. US Bank National Association will be the trustee for the bonds
and Fannie Mae will provide the credit enhancement for the bonds. The private financing will be
provided by ARCS Commercial Mortgage Co. L.P.
The Owner has requested that the Agency agree to subordinate the affordability
restrictions in the DDA to the interests of the holders of and credit enhancement providers for the
new bonds and the holders of interests in the other private financing for the Development so as to
facilitate the refinancing of the Development. Owner has provided to the Agency information
indicating that there is no economically feasible alternative means of refinancing the debt for the
Development, without subordination, on terms comparable to those that Owner will obtain with
its proposed refinancing.

The Agency and the County are desirous of going forward with the refinancing for the
Development because, as part of the refinancing, Owner has agreed to and the Agency has
approved the Fourth Amendment to the DDA, which provides for all 134 affordable units in the
Development to remain affordable to low income persons and families until 2021. Prior to the
Fourth Amendment, in 2007, the Owner could have converted 60%of the affordable units to
ones that were affordable at the moderate income level rather than at the low income level.
The Agency hereby finds that there is no economically feasible alternative means of
refinancing the debt for the Development,without subordination of the DDA, on terms
comparable to those that Owner will obtain with its proposed refinancing.
The Agency hereby authorizes the Executive Director or his designee to execute such
agreements or other documents as are necessary in the judgment of the Executive Director or his
designee to effectuate subordination of the DDA to the interests of the lenders and credit
enhancement providers for the proposed refinancing, provided that such agreements or other
documents shall include written commitments (such as those described in subsection(a)(4) of
Health and Safety Code Section 33334.14) from the lenders and/or credit enhancement providers
designed to protect the Agency's interest in the event of a default by the Owner under the bond
and loan documents for the refinancing.

BACKGROUND:
The Board of Supervisors established the Arts & Culture Commission in December 1954 to
advise the Board in matters and issues relevant to arts and culture and to promote arts and

Commission consists of nine members: four At Large members and one member appointed
by each Supervisorial District. The Internal Operations Committee reviews appointments to
the four At Large seats.
At its October 6, 2003 meeting, the Internal Operations Committee reviewed and approved
the Commission's nomination to appoint Mr. Beaulieu, and now recommends approval of this
nomination to the Board of Supervisors.

BACKGROUND:
The Advisory Council on Equal Employment Opportunity was established in July 1991 to
serve as an advisory committee to the Board of Supervisors regarding the implementation of
the County's Affirmative Action Plan, to review the Affirmative Action Program, and
recommend actions to facilitate attainment of the County's goal for affirmative action.
The Council consists of 13 members and the internal Operations Committee (10C) reviews
nominations to all seats except those designated for County managers and labor
organizations.
On October 6, 2003, the IOC considered four nominations to fill vacant seats, but is presently
recommending only three nominees for appointment. A fourth nominee is not recommended
at this time because the seat to which he was nominated has not yet been posted as vacant
in accordance with the law. Therefore, the Council has been advised to return to the IOC with
nominations after the seat has been vacated and posted.

`technical' side of ABM Industries'Affirmative Action compliance(ABM Industries is the largest

Evelyn Centeno has four years of entrepreneurial experience and over twenty years of combined
engineering consulting work and corporate employment in the construction and
telecommunications industries. Currently the President and CEO of the EJC Global Links Inc., a
company she farmed that provides engineering services in communications, construction, land
survey and development.

As an Engineer Consultant, Evelyn Centeno worked with a team of leasing/zoning managers,
construction engineers, field engineers and various vendors for Nextel Communications' System.
Development Projects. Ms. Centeno was responsible for cell site modifications and new site
developments--completing over 240 site modifications and over 90 new cell sites within a two-year
period. Her team was responsible for designing power and equipment; creating schematic and
layout diagrams; for purchasing and delivering equipment to project sites; and providing
management with information to maintain accurate asset and inventory management. In her
capacity as project manager/engineer, other responsibilities included vendor relations: from RFPs
to awarding of bids contract completion and payments. Evelyn Centeno has substantive design
experience in MVAC,generator, radios, and power plant installation and upgrade
Pacific Bell.
Ms. Centeno held various technical positions where she performed activities requiring electronic
and electromechanical concepts to. translate customer specifications to switch; assist field
technicians and client vendors in service turn-ups and maintenance activities; perforin quality
assurance testing on products. She has demonstrated proven reliability in project management,
administration and customer relations. One of her accomplishments is bringing lost equipment
back into inventory resulting in revenue of approximately$725,000.
Ms. Centeno has had excellent reputation among fortune 504 customers in assessing and translating
business and application needs. She served as unit catalyst for improving technician standards in
performance, quality assurance and product knowledge.
As manager, Evelyn Centeno was responsible for maintaining an annual operating budget of from
$2 to $3 million. In this capacity, she supervised a team of technicians responsible for provisioning
and maintaining lines and circuits to the public switched.network. One of her accomplishments is
serving as Chairperson of a Service Improvement Committee resulting in improved customer
service and enhanced upstream/downstream procedural as well as inter-relationship issues.

Responsible for organizing and facilitating the city of Antioch's Crime Prevention Program.
Responsibilities: Understand the function of,the Police.Department and the process within;

volunteers and Increase the number of Neighborhood Watch groups in the city; Promote
Neighborhood Watch and Police Department activities by holding events such as Night Out

PITTSBURG COMMUNITY ADVISORY COMMISSIONER, 2 years
The Commission is an advisory body to the City Council on issues concerning the community.
Primary responsibilities: Reviews community development block grant applications and make
recommendations to the City Council. Serves as a liaison between the city and the public on
issues relating to inclusivity and involvement in city affairs. Performs other duties as directed by
the City Council. Coordinates commission activities. Reports or recommends to other city
boards or commissions where appropriate. Perform duties of an Executive Committee officer.
