Recommended Action: 1. CONSIDER the comments that were received on the adequacy of the Mitigated Negative Declaration,as well as the staff response contained herein} 2. FIND that there is no substantial evidence that the proposed project will have a significant adverse effect on the environment, and that the Mitigated Negative Declaration was prepared consistent with the CEQA, and with State and County CEQA Guidelines; 3. AUTHORIZE the Public Works Director,or designee to ADVERTISE the project at his discretion;and v. AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a$25 fee to the County Clerk for filing the Notice of Determination. Pacheco area(District IV) II. Fiscal Impact: There is no impact on the General Fund. The Airport Enterprise Fund will fund all costs associated with project and would ultimately recoup costs after development is completed. III. .Reasons for Recommendations and Background: The Buchanan Field Development Project(Exhibit A)will provide for a maximum of 54,300 square feet of hangar space and office,shop and service space for a Fixed Based Operation at the Buchanan Airport.The project may include a maximum of 300,000 square feet of parking ramp and taxi space,plus fuel storage and servicing facilities for general aviation. The project would be located on approximately 7.5 acres located westerly of Sally Ride Drive and adjacent to the West Apron ramp.A Request for Proposals process will be initiated for project implementation should staff determine such actions are necessary and warranted. The project has been determined to be in compliance with the General Plan. A Mitigated Negative Declaration(Exhibit B)of environmental significance pertaining to this project was prepared and distributed for public review on November 19,2402. Comments on the adequacy of the document were received from several residents and from the City of Concord, the State Department of Toxics Substances Control, Caltrans, and People Over Planes (Exhibit C). The analysis of the comments (Exhibit D) found that the impacts and mitigation measures detailed in the Mitigated Negative Declaration are appropriate,and that no additional impacts or mitigation measures are required. The Initial Study was amended to incorporate analysis related to toxic air contaminants, which concluded that the health risk impacts of the proposed project would be less than. significant. The Board of Supervisors has considered the Mitigated Negative Declaration together with all comments received during the public review period. Aircraft to be added as result of the project are typical of aircraft in the current fleet at the airport or, in certain instances,are quieter than equivalent aircraft now operating at the airport.Although the frequency of airport operations is expected to increase,the less than one percent increase in operations is not expected to substantially alter the noise for those working at the airport. IV. Consequences of Negative Action: Delay in approving the project will result in a delay of developing vacant land at Buchanan Field Airport and may negatively impact general aviation aircraft facilities, services and Airport demand needs.
