SUBJECT: TWO-YEAR FUNDING CYCLE FOR CDBG PUBLIC SERVICE, ECONOMIC
DEVELOPMENT AND INFRASTRUCTURE/PUBLIC FACILITIES PROJECTS,
AND MINOR REVISIONS TO CONSOLIDATED PLAN PRIORITY#CD-10
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. APPROVE and AUTHORIZE the Community Development Department to establish a two-year funding
cycle for the allocation of Community Development Block Grant(CDBG)funds for public service,
economic development and infrastructure/public facilities projects beginning in FY 2004/05, as
recommended by the Family and Human Services Committee and the Finance Committee.
2. APPROVE and AUTHORIZE the Community Development Department to make minor revisions to
Priority#CD-10 of the County's FY 2000—2005 Consolidated Plan to include use of CDBF and other
federal funds, as recommended by the Family and Human Services Committee and the Finance
Committee.
3. DIRECT staff to return to the Committees in mid-2005 to report on how the first year of the two-year
cycle worked and to determine if there are any CDBG funds that could be reprogrammed to
projects/programs that address any emerging needs in the County.
FISCAL IMPACT
No General 'Fund impact.
BAGKGROU'NDIREASONS FOR RECOMMENDATIONS
As part of its approval of the County's FY 2003/04 CDBG program Action Plan and allocation of funds,
the Board referred staff's proposal to establish a two-year funding cycle for Public Service, Economic
Development, and Infrastructure/Public Facilities projects to the Family and Human Services Committee
(public service projects)and the Finance Committee (economic development and infrastructure/public
facilities projects). In addition, the Board asked staff to start the process of reviewing and updating the
five-year Consolidated Plan for use of CDBG and other federal funds.

In September 2003, the Family and Human Services (FHS) Committee and the Finance Committee met
to consider establishing a two-year funding cycle for CDBG funded public service, economic
development and infrastructure/public facilities projects beginning in FY 2004/05. The meetings were
noticed and interested stakeholders were encouraged to attend the meeting and provide comments. A
total of three persons representing nonprofit agencies spoke at the FHS Committee meeting in favor of
the proposal. Following discussion, both Committees approved the proposal to establish a two-year
funding cycle. The Finance Committee recommended that staff return to the Committees in June 2005
to report on how the first year of the two-year cycle worked and to determine if there are CDBG funds
available to be reprogrammed to address any emerging needs in the County.
In addition, the Committees approved staff's recommendation not to proceed with a comprehensive
update of the Consolidated Plan because of the anticipated changes in federal requirements. However,
the Committees recommend that Priority#CD-10 of the County's Consolidated Plan be revised as
follows{proposed revisions shown in italics}:
CD-10 Youth; increase opportunities for children/youth to be healthy, succeed in school and
prepare for productive adulthood.
• Provide services focused on prevention of child abuse to elementary and preschool aged
children.
• Support in-school and after-school programs that provide mentoring, recreation, mouth
demelopment, academic enrichment and cultural and aerformin_g arts to youth living in
low-income communities.
