SUBJECT: UNDERGROUND UTILITY PROGRAM

Recommendation:
REFER the "Reale 20A" Underground Utility Program to both the Finance and Transportation, Water,
and Infrastructure (TWIC) committees of the Board, for review of and recommendation for project
allocations.
Backaround:'
In May, the CAD's office received a memo from PG&E about our "2003 Rule 20A Allocation."
PG&E's Rule 20 program is intended to help communities convert their overhead utility lines to
underground lines.
Our allocation balance, at this point in time, is $7,048,765. We can also borrow against our future
allocations, up to 5 years, for an additional approximate $5,000,000. This would amount to more
than $12 million for underground utility projects. There is NO required County match for this
program.
To take advantage of this program, the County must do the following:
1. Identify our needs (We will want to consult with our local jurisdictions and utility companies,
for coordination.)
2. Consult with PG&E on our identified area(s) and then hold public hearings on the
subject
3. Adopt an Ordinance creating an underground district
The Public Warks department has developed a draft 10-year plan for expenditure of the County's
Rule 2'0A allocations. This draft program should be reviewed by Finance and TWIC prior to
finalization.
