Approve and authorize the Health Services Director to execute on
behalf of the County, Contract ##22-828-3 with Lewis G. Pascalli,
Jr.', a self-employed individual, in an amount not to exceed $62, 500,
to ,provide consultation and technical assistance to the Department,
to 'act as Director of County's Hazardous Materials Programs, for the
period from October 1, 2003 through March 31, 2004 .
FISCAL ME
This Contract is funded 100% by County funds and industry fees.
on April 8, 2003, the Board of Supervisors approved Contract #22-
828W2 with Lewis G. Pascalli, Jr. , to direct, manage, and administer
the Hazardous Materials programs under the general direction of the
Health Services Director with regard to the Hazardous Materials
Programs, including, but not limited to managing subordinate
supervisors and professional/technical staff, and provide technical
guidance and training to staff, through September 30, 2003 .
Approval of Contract #22-828-3 will allow the Contractor to continue
to provide these services through March 31, 2004 .

Approve and authorize the Health Services Director, or his designee
(Deanna Wigand, LCSW) to execute on behalf of the County, Contract
##74-140-4 with John Hollender, a self-employed individual, in an
amount not to exceed $74, 354, for the period from October 1, 2003
through September 30, 2004, for consultation and technical
assistance with regard to vocational rehabilitation services for
Mental Health clients and their families.

In September 2002, the County Administrator approved and the
Purchasing Services Manager executed Contract ##74-140-2 (as amended
by Contract Amendment Agreement ##74-140 .3) with John Hollender, for
the period from October 1, 2002 through September 30, 2003 for
provision of consultation and technical assistance to the Department
with regard to vocational rehabilitation services for Mental Health
clients and their families .

IRECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Kathryn Grazzini), to execute on
behalf of the County, Contract Amendment Agreement #26-203-19 with Nor-Cal Medical Temps, a
corporation, effective September 1, 2003, to amend Contract #26-203-18, to increase the Contract
Payment Limit by $50,000 from $200,000 to a new total Payment Limit of$250,000, for the provision
of temporary pharmacists and technicians at Contra Costa Regional Medical Center and Contra Costa
Health Centers.
FISCAL IMPACT:
This Contract Amendment is included in the Health Services Department's Enterprise I budget.
BACKGROUND/REASONLS) FOR RE!Q()MMENDA]L10NLS):
On March 25, 2003, the Board of Supervisors approved Contract #26-203-18 with Nor-Cal Medical
Temps, for the period from April 1, 2003 through March 31, 2004, for temporary help during vacations,
sick leave, and temporary absences of County pharmacists and technicians, as well as during periods
when permanent positions were vacant.
Approval of Contract Amendment Agreement#26-203-19 will allow the Contractor to continue providing
temporary coverage, through March 31, 2004.

Limit by $50,000 from $100,000 to a new Payment Limit of$150,000.

premiums.
RACKGRQUNDA&EASQN(S) FOR RECOMMENDATIONO:
On June 3, 2003, the Board of Supervisors approved Contract#27-558 with Compass Marketing, LLC, for
the period from July 1, 2002 through February 29, 2004, for professional printing and report writing services
for the Contra Costa Health Plan.
Approval of Contract Amendment Agreement#27-558-1 will allow the Contractor to provide additional hours
of service, through February 29, 2004.

Approval of Contract Amendment Agreement#22-428-19 with AIDS Community Network
SPECIFIC REQUEST(S)`OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION SO:
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Contract Amendment Agreement #22-428-19 with AIDS
Community Network, a non-profit corporation, to amend Contract#22-428-18 effective September
1, 2003, to increase the Contract Payment Limit by $3,171 from $166,032 to a new total payment
limit of$169,203.
FISCAL IMPACT:
This Contract is Federally funded, by the State through the Ryan White CARE Act Title I through
an intergovernmental agreement with Alameda County, who is the Grantee of these funds. No
County funds are required.
BAG GR_0jjND/REAS0N(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides health and support
service case management and referrals to County residents living with HIV/AIDS to improve
and/or maintain their health status and promote stability in their lives.
On March 4, 2003, the Board of Supervisors approved Contract #22-428-18 with AIDS
Community Network, for the period March 1, 2003 through February 29, 2004, to provide support
services to County residents with HIV disease.
Approval of Contract Amendment Agreement #22-428-19 will allow the Contractor to provide
additional services to HIV patients, through February 29, 2004.
