MICKf z FNTND., The Employment and Human Services Department has been contracting with the California Department of Education(CDE) for over 25 years to provide childcare services under the State General Fund Child Care and Development Program. These funds serve families who receive Child Protective services, teen parents, children at risk of abuse and neglect, children with special needs and low income families. Diablo Unified School District SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director or his Designee (Wendel Brunner), to execute on behalf of the County, Interagency Agreement#28�-582-2 with Mt. Diablo Unified School District, to pay the County an amount not to exceed $4,000, for the period from September 16, 2003 through June 30, 2004, for the Outreach TB Testing Program for Mt. Diablo Unified School District School District (MDUSD) Employees. RNANCIAL IMPACT: Approval of this Interagency Agreement will result in $4,000 to support the Outreach TB Testing Program, through June 30, 2004. No County funds are required. REASONS FOR RECOMM.ENDATIONSBACKGROU D: In the past, Mt. Diablo Unified School District employees received vouchers to be used at Public Health Clinics for TB testing. Employees experienced extremely long waits to redeem their vouchers for testing and subsequent reading. In an effort to provide better services, Mt. Diablo Unified School District, Contra Costa Health Services, Public health Clinic Services, and Vista Oaks Occupational Medicine have coordinated to provide TB testing and readings services at two MDUSD facilities. On September 24, 2002, the Board of Supervisors approved Interagency Agreement with the Mt. Diablo Unified. School District, for the period from September 16, 2002 through June 30, 2003, to provide the Outreach TB Testing Program for Mt. Diablo Unified School District School District (MDUSD) Employees. Approval of Interagency Agreement#28-682-2 will allow Mt. Diablo Unified School District to pay the County a total of$4,000, to continue the Outreach TB Testing for its employees, through June 30, 2004. FISCAL IMPACT: Approval of this Agreement will result in $852,000 for FY 2003-2004 and $878,000 for FY 2004- 2005, for a total of $1,730,000 from First 5 Contra Costa Children and Families Commission (Proposition 10 - Community Substance Abuse Services funds) for expansion/enhancement of substance abuse services for women with children. No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATIt?M: This project will expand and enhance substance abuse services for women that are in the child welfare system and provide 12 new residential treatment beds for women and their children. The project will provide an opportunity to address the specialized treatment needs of women, their infants and children involved with Children and Family Services, a Bureau of the Employment and Human Services Department (EHSD). This project is part of a continued collaboration between CSAS and EHSD. The goals of the project are to: promote easy access to quality prenatal care; have healthy children ready for schools by addressing their special treatment needs; provide on-going case management services for the mothers and their families from a multi-disciplinary team approach; reduce the wait list time for women in the childwelfare system to enter residential treatment, and provide cin-going substance abuse education on tobacco, alcohol and other drugs to pregnant and parenting women. Approval of this Agreement 29-521-3 will allow the project to continue through June 30, 2005, and will not replace any existing project or program that is monitored by the County. Three certified copies of the Board Order should be returned to the Contracts and Grants Unit. CONTRA TO: BOARD OF SUPERVISORS - ~ COSTA FROM: Jahn Sweeten, County Administrator COUNTY DATE: October 7, 2003 SUBJECT: Zero Tolerance for Domestic Violence Coordinator SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS) APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract with Devorah Levine for governmental oversight and coordination of the County's Zero Tolerance for Domestic Violence Initiative and staff support to the Children and Families Policy Forum, in an amount not to exceed $115,600 for the period from October 1, 2003 to September 30, 2004. FISCAL IMPACT: In July 2001 the Governor signed into law SB 425 (Torlakson), the "Contra Costa Zero Tolerance for Domestic Violence" Act, giving the Board of Supervisors authority to increase fees for certified copies of certain vital records, to fund governmental oversight, coordination and support of the County's Zero Tolerance initiative in particular and overall efforts in the County to eliminate Domestic Violence, Family Violence, and Eider Abuse. Funding is provided by Special Revenue Fund 0586. Staff support to the Children and Families Policy Forum is funded through Policy Forum Executive Committee member agency funding. CHILDREN'S IMPACT STATEMENT: Coordination and support of all five Contra Costa County Children's Report Card outcomes "Children Are Healthy and Ready for School" "Youth Are Healthy and Preparing for Adulthood" "Families Are Economically Self- Sufficient", and "Families and Communities Are Safe" by reducing harm done to children who witness violence, increasing safety and employability of victims, and enhancing quality of life. BACKGROUND: The Zero Tolerance for Domestic Violence initiative is a multi-agency system improvement effort aimed at reducing domestic and family violence and elder abuse. Start-up Zero Tolerance initiative activities were launched in October 2000 and system-wide interventions began in January 2001. In August 2003, a report of performance outcomes showed significant improvement, such as reduced repeat offenses among misdemeanor offenders supervised by the Domestic Violence Court, increased convictions in misdemeanor domestic violence cases, reduced number of children witnessing violence and increases in the number of people accessing services. Devorah Levine has acted as the Zero Tolerance for Domestic Violence Coordinator since January 2003, and as such, has been responsible for overall management of Zero Tolerance. This contract will allow Ms. Levine to continue governmental oversight and coordination functions for the initiative. In addition the contract provides for limited staffing support for the Children and Families Policy Forum through December 31, 2004. RECOMMENDATION: AUTHORIZE the Sheriff, or designee, to cancel, on behalf of the County, the current contract with Helicopter Adventures, Incorporated, for the period of January 1, 2002 through June 30, 2004. APPROVE and AUTHORIZE the Sheriff, or designee, the execute, on behalf of the County, a contract with Helicopter Adventures, Incorporated, for the period of September 1, 2003 through June 30,',2004, in an amount not to exceed $260,000. 11. FINANCIAL IMPACT: NONE. The Helicopter Program is funded by AB3229 monies and other revenue included in the Office of the Sheriffs budget. Ill. BACKGROUND: The contract that is currently in effect was based on Helicopter Adventures, Inc. providing service for one helicopter. The addition of the second helicopter requires increased pilot and support services. This contract addresses those steeds and will continue the relationship between Helicopter Adventures and the Helicopter Program.
