SUBJECT: Approval to Submit an Application and Execute a Grant Award Agreement with the State Office
of Criminal Justice Planning for Funding of the Crimes Against Peace Officers Program in the
Amount of$200,000 for the Period October 1, 2003 through September 30, 2004
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Approve and authorize the District Attorney to submit an application and execute a grant award agreement,
and any extensions or amendments thereof, pursuant to State guidelines, with the State Office of Criminal
Justice Planning for funding of the Crimes Against Peace Officers Program in the amount of$ 200,000 for
the period October 1, 2003 through September 30, 2004 (Federal funds-No match required-Not budgeted).
FINANCIAL. IMPACT':
The grant application will fund salaries and benefits for one attorney, and approximately 25% FTE of an
investigator assigned to the program. The Office of Criminal Justice Planning (OCJP) has established a pilot
program, using Federal Byrne Funds, to target crimes against peace officers. One of three counties
designated for the program, Contra Costa would receive $200,000. As in all State Office of Criminal Justice
Planning grants, the County agrees to the following conditions: to provide all matching funds required for
said project (including any amendment thereof) under the Program and the funding terms and conditions of
OCJP and that any cash match will be appropriated as required; that any liability arising out of the
performance of the grant award agreement, including civil court actions for damages, shall be the
responsibility of the grant recipient and the authorizing agency and that the State of California and OCJP
disclaim responsibility of any such liability; and that grant funds received from OCJP shall not be used to
supplant expenditures controlled by the governing board. Actions to appropriate expenditures and revenue
and add positions, as appropriate, will be submitted upon notification from the State of approval of the grant
and execution of the grant award. No match is required for this Program.

REASONS FOR RECOMI'MEN'DATION/BACKGROUND►:
The OCJP has established a pilot program targeting crimes against peace officers. Far too often,
peace officers responding to a report of a crime are assaulted, and sometimes murdered. When peace
officers respond to any type of call for service,they literally put their lives on the line.
The purpose of this program is to support increased efforts by county district attorney's offices to
successfully prosecute and convict those individuals who commit crimes against peace officers. It
would stand to reason that an individual who is willing to assault a well-trained and armed police
officer has a propensity to commit a substantial and disproportionate amount of serious crimes.
The pilot program would establish a new vertical prosecution component in the District Attorney's
Office. By utilizing vertical prosecution techniques, prosecutors are prohibited from plea bargaining
ensuring that individuals who make the decision to commit crimes against peace officers are punished
to the fullest extent of the law and sent to prison for as long as possible, thereby protecting law
enforcement and California's residents.
Contra Costa is one of three Counties designated by OCJP for this pilot program, because it has the
highest increase in assaults against police officers based on geographic location and population size.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve the recommendation will result in the inability of the District Attorney to apply for
and receive Federal funds designated by OCJP for use by Contra Costa County in the prosecution of
crimes against peace officers.

SUBJECT: Interagency Agreement with the City of Pinole
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute an Interagency Agreement
on behalf of the County with the City of Pinole to provide staffing for one patron position in Pinole
for the periodof September 5, 2003 through December 31, 2003 on an as needed basis.
11. FINANCIAL IMPACT:
NONE. All costs incurred under the terms of this Agreement will be paid by the City of
Pinole.
Ill. BACKGROUND:
The City of Pinole is experiencing a staffing shortage in the Pinole Police Department, impeding
its ability to provide essential public safety services. Pinole has requested assistance in filling
one patrol position on a 24 hour a day/7 day a week basis for a period of approximately four
months. The position will be filled by patrol qualified deputies on a voluntary overtime sign-up
basis.
IV. CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve this Agreement will leave the City of Pinole unable to insure adequate patrol
staffing, tampering the delivery of law enforcement services to the residents of Pinole.

RECOMMENDATIONS
AUTHORIZE the Deputy Director— Redevelopment to execute a $50,000 funding
agreement with the Metropolitan Transportation Commission for the Montalvin
Manor Pedestrian and Transit Access Improvement Project.
FISCAL IMPACT
No General Fund impact. The County will contribute $25,000 from Private Activity
Bonds Special Revenue account funds to match a $50,000 "Transportation for
Livable Communities" planning grant from the Metropolitan Transportation
Commission
BACKGROUND/REASONS FOR RECOMMENDATIONS
MTC has awarded a $50,000 "Transportation for Livable Communities" planning
grant to the County for the Montalvin Manor Pedestrian and Transit Access
Improvement Project. The County is sponsoring the Project, in the vicinity of
Montalvin Manor subdivision, Tara Hills Mobile Manor and Montarabay
Community Center in West County. The MTC grant, with matching funds from
Private Activity Bonds Special Revenue account contributions will finance
consultant contract to design an attractive, pedestrian and bicycle-friendly
streetscape along San Pablo Avenue frontage and provide for other pedestrian
and bicycle links. A consultant contract with Moore lacafano and Goltsman Inc.
was approved by the Board on June 17, 2003.

In addition to the County and City of Richmond, other participants will include the
West County Unified School District, WCCTAC, ABAG, local businesses and
organizations, and residents. While the project itself focuses on aesthetic
streetscape improvements and improved facilities for bicyclists and pedestrians
along San Pablo Avenue and within the Montalvin Manor community, it will
complement redevelopment efforts by the County Redevelopment Agency which
includes most of the study area.

AUTHORIZE the Director of Community Development or his designee, on behalf of Contra
Costa County, to execute a Technical Assistance contract in the amount of$35,000 with the
Contra(Costa County Redevelopment Agency for fiscal year 200304.
FISCAL IMPACT
The Redevelopment Agency would use tax increment funds and other.Agency revenues to
mare reimbursements to the County Community Development Department for transportation
planning services rendered in conjunction with Redevelopment implementation.

BACKGROUND/REASONS FOR RECOMMENDATIONS
In implementing its five redevelopment programs,Agency staff from time to time requires the
services of the County's Community Development Department's Transportation Planning
Division to provide technical assistance and information. The work program is expected to be
primarily related to the Pleasant Hill BART Station Specific Plan implementation, Bay Point-
BART Specific Plan implementations as well as implementation activities in North Richmond
and Rodeo. Transportation planning staff costs related to the El Sobrante-Montalvin Manor,
Redevelopment Plan adoption process are also included. in order to reimburse the County
Community Development Department for costs incurred, a contract not to exceed$35,000 is
recommended for fiscal year 2003-04.

BACKGROUND!
The Employment and Human Services Department has been contracting with the California Department of
Education(CDE) for over 25 years to provide childcare services under the State General Fund Child Care and
Development Program. These funds serve families who receive Child Protective Services, children at risk of
abuse and neglect, children with special needs and low-income families.
