1. Recommended Action:
AUTHORIZE the Public Works Director,or designee,to execute a Consulting Services Agreement
with Parsons Brinckerhoff Construction Services, Inc. for the Vasco Road/Camino Diablo
Intersection Improvements Project in the amount of $90,000 for the period September 15, 2003
through December 31, 2004.
11. Financial impact:
There will be no impact on the County General Fund. The Consulting Services Agreement is for
$90,000. (80% East County Transportation Improvements Authority Funds, 10% City of
Brentwood Funds, & 10%Q Local Road Funds)

Ill. Reasons for Recommendations and Background:
The construction contract for the Vasco Road/Camino Diablo Intersection Improvements Project
was awarded September 11, 2003 and Construction activities started September 29, 2003. The
Consulting Services Agreement is from September 15, 2003 to December 31, 2004.
The construction management services include construction engineering, project management,and
construction inspection. Parsons Brinckerhoff Construction Services, Inc. was selected for the
contract from a field of eight consulting firms.
IV. Consequences of Negative Action:
If the Consultant Services Agreement with Parsons Brinckerhoff Construction Services, Inc. is
not approved, it may not be possible to complete construction of the approved project.

1. Recommended Action:
A. APPROVE the amended Right of Way Contract with Rose Clarke Winter, TRE et al.
B. AUTHORIZE the Public Works Director, or designee, to execute said amended Right of
Way Contract effective August 25, 2003 on behalf of the County.
C. APPROVE payment of $25,100.00 for said property rights, and AUTHORIZE the Auditor
Controller to issue a check in said amount payable to: Placer Title Company 1981 North
Broadway, Suite 100, Walnut Creek, CA 94596 Escrow No. 6153875 to be forwarded to
the Real Property Division for delivery.
11. Fiscallmpact:
Payment totaling $25,100.00 from OCTA funds.
III. Reasons for Recommendations and Background:
These property rights are required for the State Route 4, Railroad Avenue to Loveridge Road
project in accordance with the approved plans and specifications.
IV. Consequences of Negative Action:
The project will not have sufficient land rights to allow constru vn in accordance with the
approved plans and specifications.

SUBJECT: Speed Limit on Bixler Road (Road No. 9163A), Byron Area.
The Contra Costa Board of Supervisors RESOLVES that:
On the basis of an engineering and traffic survey and recommendations thereon by the
County Public Works Department's Traffic Engineering Division and pursuant to County
Ordinance Code Sections 46-2.002 - 46-2.012, this Board hereby determines that the
present speed limit established on the below-described road, a street within the criteria of
Vehicle Code Section 22358 is more than reasonable and safe, and hereby determines
and declares that the following speed limit is most appropriate, reasonable,and safe prima
facie speed limit there:
Pursuant to Section 22358 of the California Vehicle Code, no vehicle shall
travel in excess of 45 miles per hour on that section of Bixler Road (9163A)
south of Highway 4, south to the intersection with Byer Road (9163B), Byron
area.
