Financial ImpaC The subdivision and subsequent development of the site is a joint project between the O'Brien Group (OBG at Bay Point), Resources for Community Development and the Contra Costa County Redevelopment Agency. No General Fund money was used on this project. Ill. Reasons.for Recommendation and Back aMundo The Bay Point Redevelopment program has focused attention on the North Broadway area. Comprehensive infrastructure improvement, code enforcement, and infill housing are being coordinated to maximize impact. On March 11, 2003, the Board of Supervisors/ Redevelopment Agency Board approved execution of a Disposition, Development and Loan Agreement by and between the Redevelopment Agency and Resources for Community Development and the O'Brien Group (OBG at Bay Point, LLC) for the Bay View Housing Development, 52 multiple-family residential units and 69 single-family residential units, in the Bay Point Redevelopment Project Area. Although the property is held by the Contra Costa County Redevelopment Agency, the applicants have obtained necessary entitlements to subdivide and construct the project. The boundary line between two largest parcels (096-020-084 and 096-020-086), which are 4.94 and 3.04 acres in area, is not consistent with the single-family and multi-family project boundaries. A lot line adjustment will change the boundary to be consistent with the project boundaries. Subdivision 8703, the 69-lot single-family project, will be recorded over the newly created Parcel B. The lot line adjustment will need to be recorded prior to the recordation of the final map. Since the recordation of the final map for Subdivision 8703 will occur prior to the disposition of the property, the Redevelopment Director or his designee will need to sign the final map for recording purposes. Approval of the Final Map by the Board of Supervisors will be considered on October 7, 2003. IV. The Board of Supervisors (the "Board")of the County of Contra Costa(the "County„) adopted the Bay Point Redevelopment Plan by Ordinance No. 87-102 on December 29, 1987, and subsequently amended by Ordinance No. 94-64 on December 6, 1994 and Ordinance No. 99-05 on February 23, 1999(the "Redevelopment Plan"), which Redevelopment Plan sets forth a plan for redevelopment of the Bay Paint Redevelopment Project Area(the "Project Area"). The Contra Costa County Redevelopment Agency(the "Agency") is responsible for administering the Redevelopment Plan to cause redevelopment of the Project Area, including assembly, site preparation and redisposition of property both within and outside the Project Area for private redevelopment consistent with the Redevelopment Plan. This Agency Board approved a Disposition, Development and Loan Agreement on March 11, 2003 for the development of an approximately 9.22-acre site (the"Property") located within the Project Area, bounded by Pullman Avenue, Bella Monte Avenue, Fairview Street and Willow Pass Road and owned by the Agency. The Agency desires to cause redevelopment of the Property through the construction by Resources for Community Development of fifty-two(52)multifamily rental apartment units affordable to low and moderate income persons and the construction by O'Brien (OBG at Bay Point) of sixty-nine(69) single family homes for owner occupancy. The boundary line between the two largest parcels(096-020-084 and 096-020-086)of the Property, which are 4.94 and 3.04 acres in area, is not consistent with the single-family and Resolution No.: 20p,31, multi-family project boundaries. A lot line adjustment is necessary to change the boundary line to be consistent with the project boundaries and allow Subdivision 8703 (the 69-lot single-family project), to be recorded over the portion of the Property that will be designated as Parcel B. The lot line adjustment will be recorded prior to the recordation of the final map. The recordation of the final map for Subdivision 8703 will occur prior to the disposition of the Property,which requires the Redevelopment Director or his designee to sign the final map on behalf of the Agency, owner of the Property. NOW, THEREFORE, BE IT RESOLVED,that the Agency Redevelopment Director is hereby authorized and directed to execute grant deeds necessary to implement the lot line adjustment for parcels(096-020-084 and 096-020-086) associated with the development of 69 single-family residences and 52 multiple-family residences in the Bay Point area. BE IT FURTHER RESOLVED,that the Agency accepts grant deeds necessary to implement the lot line adjustment for parcels (096-020-084 and 096-020-086) associated with the development of 69 single-family residences and 52 multiple-family residences in the Bay Point area and directs the Agency Redevelopment Director to have such grant deeds recorded with the CountyRecorder. BE IT FURTHER RESOLVED, that if the Board of Supervisors approves the final map, the Agency Redevelopment Director is hereby authorized to sign the final map for Subdivision 8703 (69-lot subdivision-Bay Point) on behalf of the Contra Costa County Redevelopment Agency, owner of the subject property,Bay Point Area, for recording purposes.
