County, Contract#24-950-20(2)with Californiia Psychiatric Medical Group, a corporation, in an amount not to
exceed$50,000,or the period from Decemn er 4,2002 through June 30,2003,to provide Medi-Cal mental health
specialty services.
This Contract is funded by State and Federal FFP Tedi-Cal Funds.

On. Janus 14, 1997, the Board of Supervisors adopted Resolution #97/17, authorizing the Health Services
Director to contract with the State Department of Mental Health to assume responsibility fear Medi-Cal mental
health.specialty services. Responsibility for outpatient mental health specialty services involves contracts wit'I
individual, group and organizational providers to deliver these services.
Approval of Contract #24-950-20(2) will allow the Contractor to provide Medi-Cal mental health specialty
services,though June 30, 20030

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Approve and authorize the Health Services Director, or his designee
(Kathryn Cra zini) , to execute on behalf of the County, Contract 26-
385-2, with California Musses bureaua corporation, in an amount not
to exceed $500, 000, for the period from january ", 2003 through
December 31, 2003 , to provide nursing registry services for Contra
Costa Regional Medica? Center.
This contract is included in the Health Services Department Enterprise
I budget .
For several gears the County has contracted with registries to provide
t.emporary medical professionals to assist Contra Costa Regional
Medical Center and Contra Costa Health venters during pear loads,
temporary absences, and emergency situations , here is a nationwide
nursing and healthcare staff shortage, and in spite of persistent
efforts to recruit nurses and other healthcare staff, the Departm=ent
has experienced great difficulty in filling any vacant positions.
Therefore, the Department has had to rely heavily on the registry
services in order to provide quality nursing case for patients
On December 8, 2001, the Board of Supervisors approved. Contract #26-
385 (as amended by Contract. Amendment Agreement 26-385-1) with
California ?purses Bureau, for the period from january 1, 200,E through
December 31, 2002 , to provide nursing registry services for Contra
Costa regional Medical Center,
Approval of Contract #26-385-2, will allow Contractor to continue to
provide services, as requested by the Department, through December 31,
2003

Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
#22-705-4 with Yvonne Dufala, CFRE, a serf-employed individual, in
an amount not, to exceed $38 , 000, fox, the period from January 1, 2003
through December 31, 2003 , to provide consultation and technical
assistance to the Department with regard to the County0 s reals on
Wheels Program.
ASMAXPACT
This Contract is funded by County funds (GRIP Grant from the County
Administrator' s Office, awarded for this purpose) .
On February 26, 2002, the Board of Supervisors approved Contract
#22-705-3 with Yvonne Dufala, CFRE, dba Fund Raising Solutions, for
the period from January 1, 2002 through December 31, 2002, to
provide -resource development seryices for the Countyl s Meals o
Wheels Program to establish renewable financial support for the
nutrition. program.
Approval of Contract 22-705-4 will allow Contractor, noir known. as
Yvonne Dufala, CFRE, to continue providing services through December
31, 2003

on September 11, 2001, the Board of Supervisors approved Vehicle Use
Agreement #22-78,0-1 (as amended by Contrast Amendment Agreement #22-780-2)
with Jo'_n i u_-- r/:fit . Diablo Health Systems, for the period frog August 19,
2001 through December 31, 2002, to allow the County to use the Contractor' s
mobile van to conduct re Mari scheduled clinics which offer such needed
health care service; to low-income families and disadvan-.aged individuals
in Central and East Contra Costa. County, particularly along the Monument
W
Corridor.
Health care services include, but are not limited to, immun®zati.ons, routine
pb ysica-1 assessments, basic treatment of pr-mary health problems such as
minor wounds and spin con dit .oris, respiratory problems, 'TB, acute
communicable disease, pregnancy testing, and pediatric well and sick care.
John Muir/ #t �iablo Health System has requested to be held harmless and
inde x nified as part of Their standard for approval of the Agreement wi t h the
County. In the view of County Risk Management this indemnification will
create a minimal potential lass . he Health Services Department desires to-
