Can November 5, 2002 the Board of Supervisors sitting as the Governing Board of the Redevelopment Agency accepted the Preliminary Plan and authorized that a redevelopment plan adoption process be conducted. Because the proposed redevelopment plan could provide the Redevelopment Agency with the power of eminent domain for redevelopment activities, and that displacement of low and moderate income households could, as a result, occur, the Redevelopment Agency is required to establish a Project Area Committee (PAC). On November 12 2002 the Board of Supervisors adopted Resolution 20021715 which called for formation of a PAC and set forth procedures for its formation. The procedures governing formation of the PAC provided for eight of the nine seats on the PAC to be elected by the community on January 9, 2003. An election was conducted pursuant to the procedures established, and the slate of candidates set forth on Exhibit A were elected. The election process left one vacancy on the PAC -- a second residential tenant representative. Pursuant to the Procedures adopted by the Board on November12, 2002, the newly elected PAC will proceed to fill the position by appointment.
