BACKGROUND:, On June 18, 2001, the Board of Supervisors adopted Resolution No. 20021377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday:! December. These reports will be transmitted to the Board upon receipt and reminders will be sent advisory bodies that have not filed annual reports. Chair(during the reporting period): Roberta Seabury(7/01-6/02); William R. Frey(7/02- present) Staffperson(during the reporting period): Marga Cowan(Executive Director, resigned 4/02); Daren Ciraulo (Interim Administrative Manager, 5/02-present) Reporting period: 01/0 1/02-01/01/03 f 1. Activities. G 1. AC5 has continued to serve as Contra Costa County's resource for arts and culture. r The Commission provides outreach for artists, arts organizations, schools and school districts, ` ether county and statewide government offices, and the public. 2. The Commission held several events and ceremonies, including,the 2002 Arts Scholars Awards(June) and the Seventh Annual Arts Recognition Awards(October). 3. AC5 published.an Activities Report for 2000-2002, which was distributed to the li Board of Supervisors as well as to other regional officials, local arts organizations, and interested stakeholders. 4. Following a high-priority recommendation from AC5's Cultural Plan, the Commission applied for and received grants from the California Arts Council for arts education program planning. 5. The Executive Director and Administrative Manager provided technical assistance ! for the Afterschool4All pilot program, initiated and managed by Contra Costa County Administration. 6. AC5 continued to provide rotating art exhibitions in the Board of Supervisors Chambers and other County facilities. 11, Accomplishments. 1. The Commission used their Local Arts Education Program(LAEP) grant funding to conduct a county-wide assessment of K-12 arts education. AC5 hired consultants to interview eleven school districts who showed interest in LAEP, and this assessment was written and distributed to all appropriate groups and individuals. 2. ACS's Communications Committee supported the enhancement of the Commission's website, which was produced by a website development consultant. The improvements have made the site more user-friendly and efficient. ArtBeat,AC5's quarterly I newsletter, is now being released in an online format only, saving the Commission thousands of dollars annually in printing and mailing costs. I i 3. ACS's Commissioners, staff, and curator worked closely with the Art in the Courthouse Committee(a group made up of dedicated County judges, lawyers, and artists)to execute a fundraiser featuring local artists. The proceeds became funding;for the purchase of public art for the new County Family Law Center in Martinez. III. Attendance/Representation. # The Commission currently consists of five district representatives and four at-large Commissioners. Seat vacancies filled within the calendar year were; District I (vacant on 11/0 1, filled as of 6/42), and District V(vacant on 4/02, filled as of 10/02). Quorums were i achieved at every Commission meeting in 2002. I IV. Training/Certification. Commissioners were asked to view(or review) "The Brown Act and Better Government Ordinance" and "Ethics Orientation for County Officials" videotapes. ' V. Proposed Work Plan/Objectives for Next Year. I 1. ACS has plans underway to hire a new Executive Director in January 2043. The hiring process was on hold in 2002 because of the state budget crisis. 2. The Communications Committee is planning an Arts Symposium for the spring of 2003. 3. ACS will continue to hold annual events, including the Arts Scholars awards ceremony(May or June 2003) and the Arts Recognition Awards(October 2003). 4.
