SUBJECT: Contract to Provide Background Investigation Services
SPECIFIC REQUEST{S}OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract with Tamara
Rhines, in an amount not to exceed $65,000, to provide background investigation services,
to include the administration of polygraph examinations, for the period of January 1, 2003
through December 31, 2003.
II. FINANCIAL IMPACT:
NONE. Funding is available in the Office of the Sheriffs budget to perform Background
Investigations on job applicants.
Ill. BACKGROUND:
The Office of the Sheriff is responsible for conducting background investigations, which may
include polygraph examinations, on candidates for employment in both sworn and non-sworn
positions. Recruitment efforts have generated a substantial number of applicants who are
required to go through the screening process. The current staffing level and the retirement of
key background personnel make it difficult to complete the necessary steps in a timely manner.
The contractor has the licensing and experience necessary to provide these services.
IV. CONSEQUENCE OF NEGATIVE ACTION:
If background investigations and polygraph examinations are not performed on a timely basis,
the Office of the Sheriff risks losing good candidates to competing employers.

SUBJECT: Contract amendment with Challenge Grant 11 CBO Subcontractors
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the County Probation Officer to execute three contract
amendments with REACH Project, Inc. (Antioch), STARS, Inc. (Richmond) and
Community Violence Solutions (Rape Crisis Center, San Pablo), effective'October 1, 2002,
to increase the payment limit by $16,566 each, from $259,352 to a new payment limit of
$275,918 to June 30, 2003, to provide therapeutic day treatment services as components
of the Juvenile Crime Enforcement and Accountability Challenge Grant 11 project. Amount
not to exceed $827,754 for the total of the three contracts.
BACKGROUND:
In fiscal year 1999-00, the Probation Department was awarded $3,157,828 in Juvenile
Crime Enforcement and Accountability Challenge 11 Demonstration Grant funds to be
expended over a 36-month period for services to at-risk girls in the county. The Probation
Department developed subcontracts with three community-based programs to provide
services for at-risk county girls. These services were established as a joint and
collaborative effort among the Probation Department, the County Office of Education, three
community-based programs and Antioch school district.
On May 20, 2002, the Board of Corrections notified the Probation Department that 4th year
funding for the Challenge Grant project was eliminated from the State Budget. The Board
of Corrections is allowing the residual funding from the first 3-year grant period to be spent
on closeout of the grant and completion of the required evaluation. In September 2002
Probation was notified that $100,000 in fourth year funding was made available through the
Board of Corrections. In January 2003 the contract was finalized.
For the past 3 years REACH Project, Inc. (Antioch), STARS, Inc. (Richmond) and
Community Violence Solutions (Rape Crisis Center, San Pablo) have been providing
services of at-risk girls in the county. This amendment will allow these three CBO's to
complete a closeout of the grant.
FISCAL IMPACT:
The Board of Corrections requires a 25% county match.

RECOMMENDATION:
APPROVE and AUTHORIZE the County Probation Officer to execute a contract
amendment with Mark Morris and Associates,effective October 1,2002,to increase the
payment limit by$10,000 to a new payment limit of$200,624,until June 30, 2003,to
provide consulting and evaluation services for the Juvenile Crime Enforcement and
Accountability Challenge 11 Demonstration Grant.
BACKGROUND:
In fiscal year 1999-00,the Probation Department was awarded$3,157,828 in Juvenile Crime

Supervisor position were added in July and August of 1999 to provide these services.

For the past 3 years Mark Morris and Associates has been collecting and evaluating data as a
component of the grant award. This amendment will allow Mark Morris and Associates to
complete the collection of data and in-depth evaluation.

RECOMMENDATIONS:
Approve and authorize the District Attorney to amend the personal services contract with Mark Williams for
LAN management to increase the payment limit by $ 37,519 to $ 63,519 and extend the termination date to
May 31, 2003.
FINANCIAL IMPACT:
Funds for this contract have been budgeted in the District Attorney's 2002/03 budget.
REASONS FOR RECOMMENDATION/BACKGROUND:
The District Attorney's Office is one of the few major County departments without a permanent automation
staff. During the last year and a half, the Office has set up networks in the Main Office, 1111 Ward, 10
Douglas Drive and 627 Ferry Street and 100 37th Street in Richmond. The networks were designed and
mostly installed by a contract employee, who we replaced in December with a qualified contractor at an
savings of 35% of the hourly rate being spent up to that time. We need the continue our contract with the
individual working now, for system management, and personal computer support for over 200 computers at
five different locations.
The District Attorney's LAN management and computer support function under this contractor works in
close cooperation with DOIT, and the has the full support of that Department at the highest levels.
The District Attorney has initiated a process to classify a permanent position the proper level so that the
functions can be transferred to a permanent county employee before tbq end of the fiscal tear.

CONSEQUENCES OF NEGATIVE ACTION.
Failure to approve the recommendation would leave the District Attorney with no means of
maintaining its Office-wide network to link computers for the purpose of E-mail, sharing files, legal
research, or keep staff s personal computers working. It would be extremely difficult for the Office
to perform its mandates with computer support.

I. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a Contract Amendment with
Tiburon, Incorporated to increase tate payment limit by $13,023, for a new total of$388,023,
to provide a call cross-referencing upgrade to the Sheriffs 9-1-1 Dispatch and Records
Management system with no change to the contract term.

DONE. Funds for this contract are in the Office of the Sheriffs budget.
ill. BACKGROUND:
The 9-1-1 computer aided dispatch (CAD) system is used by the Office of the Sheriffs Dispatch
Center and the Records Management System (RMS) is used by the entire Office of the Sheriff
and the agencies that contract with us for law enforcement services. Tiburon, Inc. is in the
process of upgrading the operating system and the CAD and RMS software to the newest version.
This contract amendment will allow the system to cross-reference multiple related calls into a single
incident. This function will reduce investigative time and improve statistical reporting by providing
the ability to correlate information in a much more efficient manner.
