FINANCIAL IMPA -
Per California Department of Aging Agreement FC-0204-07, Contra Costa County is to receive Federal funding
in the amount of$444,1.46($312,657 Baseline/$131,489 One-Time Only).
25%match required for total program costs to be shared by the contractors.
BACKGROUND!
Due to Federal Amendments of 2000 to the Older Americans Act(OAA),the provision of national support
services for family caregivers was established.under Title III-E. As Federally mandated,the Area Agencies on
Aging will be responsible for the administration of all services funded by the OAA National Caregiver Support
Program.

his designee, on behalf of the Workforce Development Board, to EXECUTE a contract with
Oakland Private Industry Council, Inc. (OPIC), for the receipt of funds in the amount of$64,000
from the East Bay Works Regional Grant, Technology-to-Teachers',Initiative, to provide case
management services for the period of July 1, 2002 through June 30, 2004.

No County Costs. County to receive $64,000 from OPIC, the fiscal agent for the East Bay Works Regional
Grant, Technology-to-Teachers Initiative, to provide case management services.

This action will indirectly support the third outcome established in the Children's Report Card: 3) "Families
that are Economically Self-Sufficient".

Employment and Human Services to provide case management services including recruitment and orientation
for up to 12 WIA Technology-to-Teachers clients who meet the Title I Displaced Workers criteria. In
cooperation with. the Office of Education, the case management services will assist individuals laid off from
positions in fields of technology to obtain teaching credentials and move from "technology to teaching"
positions.

SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee to execute
and submit State Standard Agreement #036-5210 (County Contract #39-806-16) with the
California State Department of Community Services and Development for a maximum
reimbursable amount of$68,380 for 2003 Low-Income Home Energy Assistance Program
Services (LIHEAP) for the period from January 1, 2003 through December 31, 2003.
FINANCIAL IMPACT:
This Contract is federally funded through the California Department of Community
Services and Development. Funding is included in the Community Services Departments
FY 2002-03 budget. No County funding is required.
BACKGROUND:
The 2003 Low-Income Home Energy Assistance Program as funded through the
California Department of Community Services and Development (State) will provide
weatherization assistance, Home Energy Assistance Program (HEAP) services, and
Energy Crisis Intervention Program (ECIP) assistance to eligible county individuals and
families.
Approval of this contract will allow for continued LIH services through December 31,
2003,

AMENDMENT WITH THE UNIVERSITY OF CALIFORNIA AT BERKELEY

RECOMMENDATION (S1:
APPROVE and AUTHORIZE the Community Services Director or designee to
execute and Submit contract amendment No 2 (County #39-880-2) with the
University of California at Berkeley in the amount of $5,000 for a new maximum
reimbursable amount of$10,000, and to extend the contract period from June 30,
2002 through August 31, 2003 for vision screening and eye examinations for
Head Start and Early Head Start program eligible children.
FINANCIAL IMPACT:
This contract is State funded through University of California at Berkeley. If
approved, funds will be added to the Community Services Department's FY
2002-03 budget via an Appropriation adjustment. No County match is required.
REASONS FOR RECOMMENDATIONS/BACKGROUND-.
These funds are provided to the Contra Costa County CommunityServices
Department for cooperation in the VIP Study Program of the University of
California at Berkeley. The VIP Study Program of the University of California at
Berkeley will provide vision screening and eye examinations for up to 250 Head
Start and Early Head Start program eligible children. Vision Screening and eye
examinations will be conducted in The VIP Mobile Vision Van while'onsite at
Contra Costa County Head Start and Early Head Start facilities.
The Community Services Department supports two of Centra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition, and health to low-income children throughout Contra Costa County.

Approve and authorize the Health Services Director, or his
designee (Wendel Brunner, M.D. ) , to execute on behalf of the
County, Standard Agreement #29-203-81 (State #02-25668) with the
State Department of Health Services, in an amount not to exceed
$7, 207, 572 , for the period from October 1, 2002 through September
30, 2005, for continuation of the Supplemental Food Program for
Worsen, Infants and Children (WIC) .
FISCAL IMPACT:
This agreement encumbers $2 ,402, 524 of Federal funding through the
State for the first year of this three year agreement . No County
funds are required.

For over eighteen years the County has participated in the WIC
Program with the State. This is a mandated program under the
Community Health Services Division of the StateDepartment of
Health Services . Approval of Standard Agreement ##29-203-81 will
provide federal funding through the State for continuation of the
program during the next federal fiscal year.
WIC is a nutrition education, counseling and food supplement
program for low-income, pregnant, postpartum and breast-feeding
women, infants and children at nutritional risk. Approximately
16, 675 clients are served by this program.
Four certified and sealed copies of this Board Order should be
returned to the Contracts and Grants Unit .
