BACKGROUND! Due to Federal Amendments of 2000 to the Older Americans Act(OAA),the provision of national support services for family caregivers was established.under Title III-E. As Federally mandated,the Area Agencies on Aging will be responsible for the administration of all services funded by the OAA National Caregiver Support Program. (OPIC), for the receipt of funds in the amount of$64,000 from the East Bay Works Regional Grant, Technology-to-Teachers',Initiative, to provide case management services for the period of July 1, 2002 through June 30, 2004. In cooperation with. the Office of Education, the case management services will assist individuals laid off from positions in fields of technology to obtain teaching credentials and move from "technology to teaching" positions. FINANCIAL IMPACT: This Contract is federally funded through the California Department of Community Services and Development. Funding is included in the Community Services Departments FY 2002-03 budget. No County funding is required. BACKGROUND: The 2003 Low-Income Home Energy Assistance Program as funded through the California Department of Community Services and Development (State) will provide weatherization assistance, Home Energy Assistance Program (HEAP) services, and Energy Crisis Intervention Program (ECIP) assistance to eligible county individuals and families. FINANCIAL IMPACT: This contract is State funded through University of California at Berkeley. If approved, funds will be added to the Community Services Department's FY 2002-03 budget via an Appropriation adjustment. No County match is required. REASONS FOR RECOMMENDATIONS/BACKGROUND-. These funds are provided to the Contra Costa County CommunityServices Department for cooperation in the VIP Study Program of the University of California at Berkeley. The VIP Study Program of the University of California at Berkeley will provide vision screening and eye examinations for up to 250 Head Start and Early Head Start program eligible children. Vision Screening and eye examinations will be conducted in The VIP Mobile Vision Van while'onsite at Contra Costa County Head Start and Early Head Start facilities. The Community Services Department supports two of Centra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." FISCAL IMPACT: This agreement encumbers $2 ,402, 524 of Federal funding through the State for the first year of this three year agreement . No County funds are required. This is a mandated program under the Community Health Services Division of the StateDepartment of Health Services . Approval of Standard Agreement ##29-203-81 will provide federal funding through the State for continuation of the program during the next federal fiscal year. WIC is a nutrition education, counseling and food supplement program for low-income, pregnant, postpartum and breast-feeding women, infants and children at nutritional risk. Approximately 16, 675 clients are served by this program. Four certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit .
