Reasons for Recommendations and Background: On October 96, 2009, the Board of Supervisors authorized the Public Works Director to execute a Consultant Services Agreement with Vali Cooper& Associates, Inc. in the amount of$75,000 to provide construction inspection support for our field subdivision inspection staff. Due to the overwhelming amount of development & construction in the County it is necessary to continue assistance to our field inspectors. Services provided will includeinspection of subdivision improvements, encroachment permit inspection and approvals,construction coordination between Contractors, County and Third Parties, Construction Engineering, and other general support to field inspection staff. Vali Cooper& Associates was selected for the contract from a field of eight consulting firms. IV. Consequences of Negative Action: If the consultant Services Agreement with Vali Cooper& Associates, Inc. is not approved, it may not be possible to complete inspections. Rgjqnns for Rannmmpndatinn anti RankgM end° A major redevelopment activity in Bay Point is to improve and upgrade the existing infrastructure. The North Broadway Area, a seven-block area located in the northeastern section of Bay Point, is slaters for some of this activity. Street and infrastructure deficiencies in the North Broadway Area include unpaved streets, deteriorated paving surfaces, missing or inadequate', storm drainage facilities, insufficient streetlights, and lack of curb, gutter and sidewalks at certain locations in the project area. This program will eliminate these deficiencies and improve the overall infrastructure system in the neighborhood. This contract covers Phase 4 design, real property acquisition and partial casts for construction. The remaining costs for construction, estimated at $953,982, are the subject of negotiations between the Redevelopment Agency and the assigned developers of the 9.22-acre site fronting these improvements. IV. CAtl.sagtipnnas of Nagatim _ Action The final phase of the North Broadway Infrastructure project, which includes infrastructure to serve a 49- unit multiple-family and 69-unit single-family development, would not be constructed.
