BOARD OF SUPERVISORS FROM: i.r William Walker, M.D. , Health Services Director Contra By: Ginger Marieiro, Contracts Administrator Costa DATE: December 31 , 2002 COUCitY SUBJECT: Approval of Contract 429-505-5 with County of Sonoma SPECIFIC REQUEST(S)OR RECOMMENDATION(S)a BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Donna Wigand, LCSW) , to execute, on behalf of the County, Contract 429-505-5 with County of Sonoma, for the period from July 1, 2002 through June 30, 2003 , to pay the County in an amount not to exceed $55, 000, for the provisions of professional treatment services for dually diagnosed (developmentally disabled and emotionally disturbed) adolescents . FISCAL IMPACT: Approval of this Agreement will result in a total payment to Contra Costa County of $55, 000 . No County funds required'. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On September 11, 2001, the Board of Supervisors approved Contract 429-505-4 with County of Sonoma., for the period from July 1, 2001 through June 30, 2002, for the provision of mental health treatment for adolescents at the Fred Finch Youth Center. Standard Contract #24-920 with Fred Finch Youth Center provides intensive day treatment program and medication support services for seriously emotionally disturbed children (dually diagnosed) who are enrolled in the Fred Finch Youth Center Residential/Day Treatment Programs . Contra Costa County is acting as the host County for the Fred Finch Program, therefore, counties needing services will need to contract with Centra Costa for these services. Approval of Contract #29-505-5 will allow County of Sonoma to continue paying Contra Costa County $125 per day for bed usage at the Fred Finch Youth Center through June 30, 2003 . CONINUEDT. FISCAL IMPACT The Contra Costa County Fire Protection District has budgeted monies for this contact for FY 102-103 and will budget accordingly for FY 103-104. Approval of Contract ##24-820-5 with Edgewood Center for Children & Families SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #24-820-5 with Edgewood Center for Children & Families, a non-profit corporation, in an amount not to exceed $44,968, to provide Therapeutic Behavioral Services (TBS) to County referred clients ages 0-21 years and their families, for the period from July 1, 2002 through June 30, 2003 . This Contract includes a six-month automatic extension through December 31, 2003, in an amount not to exceed $22,484 . FISCAL, IMPACT: This Contract is 48.95% Federal FFP Funded, 46.385 State EPSDT funded, and 4.67 Mental Health Realignment Funds. CHILDREN'S IMPACT STATEMENT: This Contract supports the following Board of Supervisors community outcomes: 1) Children ready for and succeeding in school; 2) Families that are safe, stable, nurturing; and 3) Communities that are safe and provide a high quality of life for children and families. The expected outcomes include all goals identified by Children's Statewide System of Care guidelines including: A) Increase and maintain school attendance as measured by school records; B) increase in positive social and emotional development as measured by the Child. and Adolescent Functional Assessment Scale (CAFAS) ; C) Increase in family satisfaction - as measured by the Parent Satisfaction Survey; D) Decreased used of acute care system; and E) placement at discharge to a lower level of care. BACXGROZ71 DZREASON(S) FOR RECOMMENDATION(S) The State Department of Mental Health has established a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age and their families, who participate in the Early and Periodic, Diagnosis, and Treatment (ESPDT) Supplemental Specialty Mental Health services. This program provides services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. In April, 2001, the County Administrator approved and the Purchasing Services Manager executed Contract #24-820-3 with Edgewood Center for Children & Families, for the period from July 1, 2001 through June 30, 2002, for the provision of Therapeutic Behavioral Services (TBS) . Completion of this Contract was delayed due to the complexity of the negotiation process with the Contractor. Contractor continued to provide services as requested by County.
