Rupf, Sheriff Costa BATE: December 12, 2002 County SUBJECT: Office of Traffic Safety Grant Funding SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or designee, to accept grant funds in partnership with the Coastal Region Hazardous Materials Response Organization (CRHMRO), in an amount not to exceed $50,000, from the State of California Office of Traffic Safety for the presentation of a professional training conference. Il. FINANCIAL IMPACT: NONE. The Office of Traffic Safety requires that grant monies be paid through a public agency. The Office of the Sheriff will take receipt of grant funds for CRHMRO on a onetime pass through basis and will incur no obligations of funds or liability. III. BACKGROUND: The Coastal Region Hazardous Materials Response Organization (CRHMRO) is non-profit organization comprised of public agencies and industry partners. CRHMRO initiates and coordinates Cargo Tank Conferences to promote safer responses to hazardous materials transportation accidents for all first responders through training and information sharing. The Office of the Sheriffstrongly supports CRHMRO's commitment to achieving the highest possible level of safety for first responders and the community they serve. FISCAL IMPACT: None to the General Fund (grant funds awarded with no County match requirement). BACKGROUND: The Contra Costa Futures initiative is a long-term project with a number of components aimed at: expanding the capacity of County government to target services effectively; more accurately predicting and assessing service outcomes; and implementing fiscal strategies that reduce crisis costs and better leverage local dollars. The S.H.Cowell Foundation awarded funds through the East Bay Community Foundation to support this effort. These funds are transferred to the County for allocation to the Contra Costa Futures initiative and will support projects such as the Children and Families Data Archive and consultant activities on the initiative. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the County Administrator, or designee, to submit a funding application to the Community Development Department for a Community Development Block Grant (CDBG) in an amount not to exceed $50,000 for planning and design to improve the accessibility of County facilities for persons with disabilities for fiscal year 2003-2004. FISCAL IMPACT: If awarded, this CDBG application would result in up to $50,000 in federal CDBG funds to pay for planning and design services to improve accessibility to County facilities for persons with disabilities. The application includes a County match of $50,000, for a total project budget of $100,000. The source of the proposed County match is proceeds from the County's recent sale of office space in the El Cerrito Public Safety Building to the City of El Cerrito. BACKGROUND In FY 2002-2003, the CAO applied for and received a CDBG award to surrey County facilities and identify barriers to access for persons with disabilities. This application for FY 2003-2004 CDBG funding will use the survey results to develop more detailed plans to address barriers and improve access for the disabled in the County facilities housing services commonly used by the disabled and the general public. FISCAL IMPACT: Approval of this agreement by the State will result in an amount not to exceed $440, 448 of State funding for the Trauma Care Fund Project . No County funds are required. BACKGROUNDlREASON(S) FOR RECOMMENDATION(S) : Assembly Bill 430 approved by the Governor in August 2001, established the State Trauma Care Fund to fund trauma services provided by designated trauma centers and for trauma planning in 'those counties without established trauma centers . A total of $30 million has been appropriated for the Trauma Care Funds for FY 2001-2002 , including $25 million for trauma care services and $5 million for trauma. planning. The Trauma Care Funds are to be distributed to counties with approved trauma systems proportionately based upon the number of trauma center patients contained in those counties trauma registries (not including patients released from the Emergency Department) . Contra Costa County' s proportinate share is $620, 141. AB 430 further provides that the funds must be distributed to designated trauma centers within the County except that the County may retain one percent (10 for administrative costs . Approval of Standard Agreement #28-305 -2, will allow County to continue to provide administrative structure for distribution of the State ' s Trauma Care Fund, through June 30, 2003 . BACKGROUND/REASON(S)-FOR RECQADENDATION(S): The Environmental Protection Agency (EPA) Asthma Trigger Fix: Asthma Management and Prevention Project will allow the Department to expand its ability to assist patients and their families, in the education and assessment, including remediation activities related to asthma management, thereby supporting the existing In-Home Visiting Program. The Asthma Management and Prevention Project is supported by the Public Health Institute, a nonprofit organization dedicated to the advancement and improvement of public health, and was funded by The California Endowment, a foundation whose aims include promoting fundamental improvement in the health status of Californians. The goal of the Asthma Management and Prevention Project is to provideparticipants with education, tools, and supplies to assist them in management of their asthma by reducing the adverse affects of indoor and outdoor environment triggers. BACKGROUND!REASON(S) FOR RECOMMENDATION(S) : On September 11, 2001, the Board of Supervisors approved Standard Agreement #29-441-23 with the State Department of Mental Health for the Conditional Release Program (CONREP) . This agreement provides monies in which the County subcontracts with community-based organizations and a number of board and care homes to provide (CONREP) services to judicially committed patients. Approval of Standard Agreement #29-441-24 will continue the County' s CONREP Program through June 30, 2003 .
