I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to execute a contract with Smith, Kempton
and Watts in the amount of$50,000 to provide legislative services for the transportation program
and related matters for the 2003 legislative session.

llw Financial Impact:
There is no impact to the General Fund, 100% funded by read funds.
lll. Reasons for Recommendations and Background:
Smith, Kempton and Watts have been providing the County with legislative representation in
Sacramento on transportation and related matters for several years. They also provide similar
services to the Contra Costa Transportation Authority and help to coordinate our legislative
activities with those of the Authority. The Board's Transportation, Water and Infrastructure
Committee and staff from the Community Development and Public Works Departments met with
Smith, Kempton & Watts to develop a scope of work for the 20303 legislative session and on
December 17,2002,the Board of Supervisors adopted goals for transportation related legislation
for 2003.
