FISCAL IMPACT: This Contract is funded by the Health Services Department ' s Enterprise 1 . < BACKGROUND TREASON(S) FOR RECOMMENIDATION(S) : For several years the County has contracted with nursing registries to provide temporary licensed nursing personnel to assist Contra Costs. Regional Medical. Center and Contra Costa Health Centers during peak loads, temporary absences and emergency situations in critical areas. There is a nationwide nursing shortage, and in spite of persistent efforts to recruit nurses, the Department has experienced great difficulty in filling any vacant positions. Therefore, the Department has had to rely heavily on the registry services in 'order to provide quality nursing care for patients . William Walker, M.D. , Health Services Director Contra By: Ginger Marieiro, Contracts Administrator Costa DATE: December 24, 2002 County SUBJECT: Approval of Contract #24--808-27 with Early Childhood Mental Health Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Donna Wigand, L.C.S.W. ) to execute on behalf of the County, Contract #24-308-27 with Early Childhood Mental Health Program, a non--profit corporation, in an amount not to exceed $302,999, to provide a therapeutic nursery school, an infant-family home visiting program, and family and day care services in West Contra Costa County; for the period from January 1, 2003 through June 30, 2003 . This Contract includes a six-month automatic extension through December 31, 2003, in an amount not to exceed $302,985. FISCAL IMPACT: This Contract is funded 37.3% by Federal Medi-Cal Revenue and 62.7% Mental Health Realignment. CHIWR.8N'S IMPACT STATEMENT: This Mental Health program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decrease in out-of-home placements as measured by mental health and social services statistics. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides mental health services in West County to keep clients with their families in the community and out of higher levels of care. On December 12, 2002, the Board of Supervisors approved Novation Contract #24-308-26, for the period from July 1, 2000 through June 30, 2002, with a six-month automatic extension through December 31, 2002, to provide a therapeutic nursery school, an infant-family home visiting program, and family and day care services in West Contra Costa County. Approval of Contract #24-308-27 will allow the Contractor to continue providing services through June 30, 2003 . This Contract includes a six-month automatic extension through December 31, 2003, in an amount not to exceed $103,902. FISCAL IMPACT: This Contract is funded 51.5% by Federal FFP Medi-Cal Funds and 48.5% by State EPSDT Funds. CHHILDRM`S IMPACT STATBM7�]!7T This EPSDT program supports "Children ready for and succeeding in school", "Children and youth who are healthy and preparing for a productive adulthood", and "Families that are safe, stably and nurturing" community outcomes. Expected program outcomes include improvement in social-emotional. development, avoidance of out-of-home placements, reduction of reports involving Children's Protective Services, increased family satisfaction, and an increased use of public and community-base resources. SACKGROUN LP-PASON(S) FOR RECOMM H7ATION(s) : This Contract meets the social needs of County's population in that it provides Early Childhood Assessment and Treatment Team (ECATT) services to children under the age of 6, and their families, with a special focus on teen parents, in order to keep the children out of higher levels of care, including State Hospitals. On December 11, 2001, the Hoard of Supervisors approved. Contract #24-826-8 with Early Childhood Mental Health Program, for the period from July 1, 2001 through June 30, 2002, which included a six-month automatic extension through December 31, 2002, to provide early childhood assessment and treatment services in West County. Approval of Contract #24-826--9 will allow the Contractor to continue providing services through June 30, 2003. FISCAL, IMPACT: Funding for this Contract is provided by Health Resources and. Services Administration (HRSA) Community Access Program(CAP) Grant. No County funds are required'. A G OUND S N S MR OMNI TI N S : The Community Access Program provides healthcare assistance to uninsured low income residents of Contra Costa County who are not eligible for other health coverage programs including Medi-Cal, Health Families and Medicare. Under Contract#22-860,the Contractor will provide health education and management services for uninsured patients at its State-certified facilities located in Antioch and Concord,through August 31, 2003.
