RECtOMMEMA`I`ION(S)
Approve and authorize the Health Services Director, or his designee
(Kathryn Grazzini) , to execute on behalf of the County Contract #26-164-8
with Agostini & Associates, a corporation, in an amount not to exceed
$900, 000, for the period from November 1, 2002 through October 31, 2003 , to
provide nursing registry services for Contra Costa Regional Medical Center.
FISCAL IMPACT:
This contract is included in the Health Services Department Enterprise I
budget .
REASONS FOR RECOMMENDATIONS/BACK ROUND:
There is a nationwide nursing and healthcare staff shortage, and in spite
of persistent efforts to recruit nurses and other healthcare staff, the
Department has had to rely heavily on registry services in order to provide
quality nursing care for patients.
On November 6, 2001, the Board of Supervisors approved. Contract #26--164-5
(as amended .by Contract Amendment Agreements #26-164-6 and #26-164-7) , with
Agostini & Associates, for the period from November 1, 2001 through October
31, 2002, to provide temporary nursing staff to assist Contra Costa
Regional. Medical Center and Contra Costa Health Centers during peak loads,
temporary absences, and emergency situations.
Approval of Contract #26-164-8 will allow Agostini & Associates to continue
to provide temporary nursing registry services, through October 31, 2003 .

RECOMMENDED ACTION:
Approve and authorize the Health Services]Director,to execute on behalf of the County, Contract
#23-218-2 with Argent Healthcare - Paralign Revenue Management, Inc. (formerly Paralign
Staffing Technologies,Inc.),a corporation, for the period from January 1,2003 through December
31, 2005, to provide consultation and technical assistance with regard to Medi-Cal eligibility,
collection issues, and administrative appeals,to be paid on a commissionbasis only for amounts
it actually collects on inpatient and outpatient Medi-Cal claims.
FINANCIAL IMPACT:
The Contractor will be paid on a commission basis only for amounts it actually collects on
inpatient and outpatient Medi-Cal claims.
REASONS F!Q RE!QOMMENDATIONSIBACKGR UND:
On March 7, 2000,the Board of Supervisors approved Contract#23-218-1 with Paralign Staffing
Technologies, Inc., for the period from January 1, 2000 through December 31, 2002, to provide
financial consulting services with regard to Medi-Cal eligibility, claims, and administrative
appeals.
Approval of Contract#23-218-2 will allow Argent Healthcare-Paralign Revenue Management,
Inc., to continue providing services through December 31,2005.

of the County, Contract #23-158-14 with Stand! Against Domestic Violence, a non-profit corporation, in an
amount not to exceed$186,470,to provide shelter services for battered women and their children, for the period
from July 1, 2002 through June 30, 2003.
�'I CAL FACT:
This Contract is County funded, and includes the cost-of-living adjustment for Fiscal Year 2002-2003.
CHULDREN`S IMPACT STATEMENT:
This Contract supports the following Board of Supervisors'community outcomes: "Families that are safe,stable,
and nurturing and "Communities that are safe and provide a high quality of life for children and families".
Expected program outcomes include a safe environment where victims of abuse can receive appropriate support
and follow-up services.
BAC,KGRQUND FOR RECOMMEENWATION61
This Contract meets the social needs of County's population in that it provides shelter services to battered women
and their children.
On August 7, 2001, the Board. of Supervisors approved Contract #23-158-13 with Stand! Against Domestic
Violence for the provision of shelter services for battered women and their children, for the period from July 1,
2001 through June 30, 2002.
The completion of this Contract was delayed due to the complexity of the negotiation process with the Contractor
and budget hearings. Services were requested as needed by County staff and provided by Contractor in good
faith. Approval of Contract#23-158-14 will allow the Contractor to continue providing services consistent with
oral agreement made between the parties, through June 30, 2003.

Approve and authorize the Health Services Director-, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-189 with J.
Cole Recovery Homes, Inc. , a for-profit corporation, in an amount not to
exceed $29, 700, to provide residential alcohol and drug abuse treatment
services to County referred residents 18' years of age and older, for the
period from January 1, 2003 through June 30, 2003 . This Contract includes
a six month automatic extension through December 31, 2003, in an amount not
to exceed $29, 700.
FISCAL IMPACT
This Contract is 100% funded by the State Substance Abuse and Crime
Prevention Act (SACPA) - Prep 36 funds. No County funds required.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) :
The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated
and funded Counties to establish Alcohol and Other Drug , (AOD) treatment
programs for non-violent drug offenders in lieu of incarceration.
On February 6, 2001, the Board of Supervisors designated the County' s Health
Services Department, through its Community Substance Abuse Services
Division, as the lead agency in Centra Costa County responsible for the
implementation of Prop 36 treatment efforts .
Under Contract #74--189, J. Cole Recovery Homes, Inc. , will operate an
alcohol and drug abuse treatment program, at its facility located in Antioch
for Proposition 36, eligible court-referred residents, through June 30 ,
2003 .

RECO1, NDEL ACTION:
.Approve and authorize the Health Services Director, or his designee
(Donna Wigand) , to execute: on behalf of the: County, Contract #24-999-1
with Denise L'Heureux, M.D. , a self-employed individual, in an amount not
to exceed $48, 450 for the period from January 1, 2003 through December
31, 2003, for the provision of professional outpatient psychiatric
services to County' s patients .
FISCAL IMPACT:
This Contract is funded 1001 by Mental Health Realignment funding.
SACKGR0U= REASON(S) FOR RECOMMENDATION(S) :
For a number of years the County has contracted with Medical, Dental and
Mental Health Specialists to provide specialized professional services
which are not otherwise available in its Hospital and Health Centers.
Under Contract #24-999 -1, Denise L'Heureux, M.D. will provide
professional outpatient psychiatric services to County patients at the
Mental Health Clinics in Pittsburg, Martinez, and Richmond, as requested
by County, through December 31, 2003 .
