SUBJECT: Approval of Novation Contract 424-927-6 with
Asian Pacific Psychological Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna Wigand)
to execute on behalf of the County, Novation Contract #24-927--6 with Asian.
Pacific Psychological Services, a non-profit corporation, in an amount not to
exceed $283,450, to provide school and community based mental health services and
wraparound services for Asian children and their families, for the period from
July 1, 2002 through June 30, 2003 . This Contract includes a six-month automatic
extension through December 31, 2003, in an amount not to exceed $141,725.
FISCAL IMPACT:
This Contract is funded 48.8% by Federal FFP Medi-Cal Funds, 48.8% by State EPSDT
Funds, and 2.4 by State AB 3015 funds. No County funds are required.
CHILDREN'S IMPACT STAIR NT:
This Mental Health EPSDT Program supports the following Board of Supervisors'
community outcomes: "Children Ready for and Succeeding in School"; „Families that
are Safe, Stable, and Nurturing"; and. "Communities that are Safe and Provide a
High Quality of Life for Children and Families" . Expected program outcomes
include an increase in positive social and emotional development as measured by
the Child and Adolescent Functional Assessment Scale (CAFAS) .
BACKGROMM/REASON(S) FOR RECOMMHNDATION(S) :
This Contract meets the social needs of County's population in that it provides
school and community based mental health services, including: assessments;
individual, group and family therapy; medication support; case management;
outreach; and crisis intervention services, to an underserved Asian population
and will result in greater home, community, and school success.
On December 11, 2001, the Board of Supervisors approved Novation Contract
#24-927-4 (as amended by Contract Amendment Agreement #24-927-5) with Asian
Pacific Psychological Services, for the period from July 1, 2001 through June 30,
2002 . (whi.ch included a six-month automatic extension through December 31, 2002)
to provide school and community based mental health services to Asian children
and families.
Approval of Novation Contract #24-527-6 will replace the six-month automatic
extension under the prior Contract and allow the Contractor to continue providing
services through June 30, 2003 .

Director to contract with the State Department of Mental Health to assume responsibility for Medi-Cal mental
health specialty services. Responsibility for outpatient mental health specialty services involves contracts with
individual, group and organizational providers to deliver these services.
Approval of Contract#24-939-97 will allow the Contractor to provide Medi-Cal mental health specialty services,
through June 30, 2003.
