Resources (#40-164-2) for monthly maintenance services for the Network of Care Website increasing the payment limit by $48,600 from $18,000 to a new contract payment limit of$66,600 and extending the contract term from October 1, 2002 through June 30, 2003. SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION .OMMF.NDF,D ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND the contract with Trilogy Integrated Resources (#40-164-2) for monthly maintenance services for the Network of Care Website increasing the payment limit by $48,600 from $18,000 to a new contract payment limit of $66,600 and extending the contract term from October 1, 2002 through June 30, 2003. The Network of Care Internet project was funded by the State of California through a Long-Term Care Innovation Grant from the Department of Aging in a competitive procurement process (RFP) in October 2000. This was part of Governor Gray Davis' "Aging with Dignity" Initiative, which expands the availability of alternatives to nursing home care and assists older Californians and those with disabilities to remain in their own homes and communities. The Network of Care Website was created by Trilogy Integrated Resources and provides a broad array of social services online to people with disabilities, the elderly, and to their families and caregivers. June 2002, Trilogy Integrated Resources completed Phase I — Discovery for the Network of Care Website and Phase 11— Development and Site Launch of the Network of Care Website in accordance with Title III E of the Older Americans Act and the Older Californians Act and the State of California Aging Standard Agreement for FY 2.001-2002. Phase III — Ongoing Maintenance of the Centra Costa County Network of Care Website began July 2002 and will extend through June 30, 2003. Monthly maintenance includes update of resource data base, quarterly update of assertive devices database, annual update of legislative module, regular additions to and monitoring of the library, maintenance and updates of County and City links, daily news updates, and monthly newsletters. County SUBJECT, Approval of Novation Contract #74-137-1 with New Connections SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION{S} : Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to execute on behalf of the County, Novation Contract #74-137-1 with New Connections, a non-profit corporation, in an amount not to exceed $122 , 735, to provide substance abuse intervention and treatment services in East Contra Costa County, for the period. from July 1, 2002 through. June 30, 2003 . This Contract includes a six-month automatic extension through December 31, 2003 in an amount not to exceed $51, 368 . FISCAL IMPACT: This Contract is funded 100% by State Substance :Abuse and Crime Prevention Act (S.ACPA) - Prop 36 funds. No County funds are required. BACKGRO'I1N DIREASON(S) FOR RECOMMENDATION(S) : The Substance Abuse and Crime Prevention Act of 20010 (Prop 36) has mandated and funded Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug offenders in lieu of incarceration. On February 6, 2001, the Board of Supervisors designated the County' s Health Services Department, through its Community Substance Abuse Services Division, as the lead agency in Contra Costa County responsible for the implementation of Prop 36 treatment efforts . On September 11, 2001, the Board of Supervisors approved Contract #74-1.37 with New Connections, for the period from. September 1, 2001 through June 30, 2002 , (with a six-month automatic extension through December 31, 2002) for the provision of substance abuse intervention and treatment services in East County. Approval of Contract #74-1.37-1 will replace the six-month automatic extension under the prior Contract and allow the Contractor to continue providing services through June 30, 2003 . This Contract includes a six-month automatic extension through December 31 2003, in an amount not to exceed $160,295. FISCAL IMPACT: This Contract is funded 44.1% by Federal Medi-Cal Revenue, 10.6% by State EPSDT, and 45.3% by Mental Health Realignment. This Contract includes the Fiscal Year 2002-2003 Cost of Living Adjustment. On December 4, 2001, the Board of Supervisors approved Novation Contract #24-707-40, for the period from July 1, 2001 through ,June 30, 2002, which included a six-month automatic extension through December 31, 2002. Approval of this Novation Contract #24. 707-41 replaces the six-month automatic extension of the prior Contract, and allows the Contractor to continue providing services through June 30, 2003 . This Contract includes a six-month automatic extension through December 31, 2003 in an amount not to exceed $272,073 . FISCAL IMPACT: This Contract is funded 48% by Federal, FFP Medi-Cal, 45.4 by State EPSDT, and 6.6% by Mt. Diablo Unified and Pittsburg Unified School Districts. No County funds are required. CHILDREN'S IMPACT STATEMENT: This Mental Health EPSDT Program supports the following Board of Supervisors' community outcomes: Children ready for and succeeding in school; Families that are safe, stable, and nurturing; and Communities that are safe and provide a high quality of life for children and families. On July 17, 2001, the Board of Supervisors approved Novation Contract #24-925-6 (as amended by Contract Amendment Agreement #24-925-7) with Lincoln Child Center, for the period from July 1, 2001 through June 30, 2002 for the provision of School-Based Mental health Services for Severely Emotionally Disturbed (SED) Students and their Families. Approval of Novation Contract #24-925-8 will replace the six-month automatic extension under the prior agreement, and will allow the Contractor to continue providing services through June 30, 2003.
