SUBJECT: PUBLIC DEFENDER-- DEPENDENCY CASE ASSISTANTS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE AND AUTHORIZE the Public Defender to execute contracts with the following
individuals, at the specified amounts, to provide Dependency Case Assistance over the
following periods:

FISCAL IMPACT:
Estimate no impact on the General Fund. The cost of dependency case services is reimbursed
100% by the Superior Court under California Rules of Court, rule 810, which identifies the costs
eligible for the Trial Court Funding Program.
BACKGROUND.
Attorneys assigned to represent minors in dependency cases are obligated by state law to visit
the minor clients in the homes and placement settings at least once every 6 months. Such
"home visits" may also entail consultations with families or other professionals such as social
workers, teachers and psychologists. The home/school visits provide information from and
consultation with the minor child that, in turn, form the basis for advocacy on behalf of the
dependent children clients in W & 1 300 proceedings.
Dependency Case Assistants (DCA) work with, and under the supervision of, attorneys in the
Public Defender's Office assigned to handle Welfare and Institutions Code Section 300 cases
for minors in Juvenile Court.
Utilizing contract DCAs is both cost-efficient and sensible: (1) attorneys are paid more on an
hourly basis than contract DCAs and such home visits involve travel time and other scheduling
duties which can be carried out by DCAs at a low hourly cost; and (2) DCAs often have
backgrounds in social work, child development, education, criminal justice, and other allied
fields which gives them an expertise not necessarily possessed by attorneys in the Public
Defender.

The tasks of the DCA often require work on weekends and in the evenings and sometimes at
locations that require lengthy automobile trips. Given the alternative and irregular work
schedules required, as well as other work experience characteristics of the DCAs, recruitment,
retention and payment as contract employees works best for the department. Hopefully, too, in
the best interests of continuity in their interaction with younger minors, a bond of trust will be
established with these clients.

SUBJECT: AUTHORIZATION TO AMEND CONTRACT FOR TEMPORARY
ACCOUNTING STAFF SERVICES

RECOMMENDATION N:
APPROVE and AUTHORIZE the Community Services Department Director or designee to
execute contract amendment #38-769-3 with Accountemps to increase the payment limit by
$8,000 to a new payment limit of$42,000 for the provision of temporary accounting services
for the period from June 17, 2002 through January 31, 2003.
FINANCIAL IMPACT:
This contract is funded through the State Department of Education and is included in the
Community Services Department's FY 2002-2003 Budget. There is no net County cost to
this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Division supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in School"
and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition, and health to low-income children throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The amount of temporary accounting services required for the Contra Costa County
Community Services Department's State Child Development programs has exceeded the
calculated amount.
Approval of this request will allow for the County to reimburse the contractor for
temporary accounting services provided to assist the Community Services Department in
meeting State Child Development program compliance requirements.

CHILDREN'S IMPACT STATEMENT-
This action will directly support the third outcome, "Families that are Economically Self-Sufficient".
Activities under this contract will provide an avenue for job search and potential employment for
participants.
RA CKCROTIND-
The Department obtained authority to amend and extend the above noted agreement (October 15, 2002, Item
C. 34) with the intent to incorporate the One-Stop Internet service within the Department. However, the
Department encountered unforeseen technical issues in transferring Internet access responsibilities in-house,
such as the need for a firewall to limit access to the Department server from the many computers used by job
seekers. Therefore, the Department seeks authority to continue services through the Contra Costa County
Office of Education (CCCOE).
For the past three years the Board of Supervisors authorized the execution of an interagency agreement with
the Contra Costa County Office; of Education for line charges, technical support and Internet access for the
EASTBAY Warks One-Stop Career Centers in Contra Costa County and the City of Richmond.
Telephone line charges and Internet access fees for the One-Stop Career Centers in the City of Richmond will
be covered in this agreement with CCCOE and will be offset by cost sharing agreements with the City and other
EASTBAY Works partners.

BACKGROUND:
Ms. Pavia will act as Weed and Seed Program(W&S) Interim Coordinator, with duties of a primary manager
and staff to an inter jurisdictional board of directors for crime intervention-prevention program(s) for at risk
youth. W&S requires collaborations between designated at risk communities and public and private entities to
"weed"the communities from violent offenders and to "seed"them with beneficial programs for community
residents. As Weed and Seed Program Interim Coordinator, Ms. Pavia will monitor contracts and assure
funding and reporting requirements are met.

RACKGROUNDw
On November 5, 2002, the Board recently approved (Item C.63) the allocation of additional Temporary
Assistance to Needy Families (TANF) funds to the four (4) agencies listed above to provide in-school and
out-of-school Workforce Investment Act (WIA)-mandated services for the Workforce Development Board.
This Board Order will authorize amendment of the contract terms for all four contracts to a 2-year term to
allow the contracts to cover the provision for WIA-mandated 12-month follow-up services to participants
who exit the program. There is no change to the contract payment limits.
